HomeMy WebLinkAboutReso - CC - 018-1974RESOLUTION NO. 18 - 74 RESOLUTION TO ESTABLISH PROCEDURE IN DETERMINING A 3-YEAR PROGRAM FOR FEDERAL AID FOR THE URBAN SYSTEM RESOLVED, by the City Council of the City of Burlingame, County of San Mateo, State of California, that WHEREAS, the Congress of the United States has in the Federal Aid Highway Act of 1973 declared it to be in the national interest for federal funds to be expended for highway projects on the Federal -Aid Urban System and transit projects in the urbanized area and urban areas in San Mateo County; and WHEREAS, the Legislature of the State of California has enacted Chapter 201 of the Statutes of 1971, by which federal funds may be made available for use on county highways, city streets, and State highways and transit projects in accordance with the intent of the federal act; and WHEREAS, there exists a compelling need for improvement of streets and highways and transit facilities within the boundaries of San Mateo County; and WHEREAS, the State Department of Transportation has required that a 3-year program be established for the expenditures of Federal -Aid Urban System Funds; and WHEREAS, State law requires that all Federally funded highway and transit projects be approved by the Metropolitan Transportation Commission; and WHEREAS, before Federal Aid will be made available for Urban System Projects within San Mateo County, procedures and criteria for deter- mining.project priorities of the 3-year program must be submitted to the State Department of Transportation for approval; and WHEREAS, the City Engineer/Director of Public Works is competent to determine the transportation needs of the City: NOW, THEREFORE, BE IT RESOLVED that the City Council, City of Burlingame, requests that the following procedure be utilized in preparation of the 3-year Federal Aid Urban Program: 1. The City Council appoints the City Engineer/Director of Public Works to the San Mateo County Urban System Technical Advisory Committee. 2. The San Mateo County Urban System Technical Advisory Committee will determine the procedures and the criteria for apportionment of the Federal Aid to the Urban System which must be approved by the Board of Supervisors, MTC and the Department of Transportation. 3. Approval of the 3-year program shall require approval of the representative of a majority of the eligible cities within the County and cities representing the majority of the population in the County. 4. Said 3-year program shall be forwarded by the Board of Supervisors to the Metropolitan Transportation Commission for approval of regional projects as to conformance with the Regional Transportation Plan. 5. Said 3-year program shall also be transmitted to the Director of the Department of Transportation for approval. YOR I, HERBERT K.
