RESOLUTION OPPOSING
SUPERSONIC AIRCRAFT LANDING RIGHTS
AT SAN FRANCISCO INTERNATIONAL AIRPORT
RESOLVED, by the CITY COUNCIL of the City of Burlingame, County of
San Mateo, State of California, that:
WHEREAS, the City of Burlingame is adjacent to the San Francisco
International Airport and directly affected by its operations; and
WHEREAS, the San Francisco International Airport has been designated
as, and in fact is, an airport with a noise problem; and
WHEREAS, civil supersonic aircraft (hereinafter referred to as SST)
will have undesirable and deleterious physical and mental effects within a
heavily populated area exceeding 100,000 people due to excessive levels of
noise and vibration related to the operation of such aircraft; and
WHEREAS, the draft Environmental Impact Statement prepared by the
Federal Aviation Administration in April, 1977, concerning SSTs indicates
that the use of such aircraft at San Francisco International Airport will
expand the 65+ CNEL noise contours; and
WHEREAS, any time savings by SSTs are more than offset by the follow-
ing negative impacts:
1. SSTs have been proven to produce greater noise levels than
other aircraft;
2. SSTs use inordinate amounts of fuel compared to conventional
jet aircraft;
3. SSTs release heavy concentrations of pollutants into the
atmosphere;
and

WHEREAS, SSTs, along with other noncomplying aircraft, will prevent
San Francisco International Airport from operating within State noise law,
which requires continuous reduction of noise produced by aircraft engines; and
WHEREAS, the Secretary of the United States Department of Transporta-
tion has recently proposed rules which would allow SST flights into certain
United States cities on a permanent basis, and which would allow local airport
authorities to limit or ban such aircraft operations at their airports through
reasonable nondiscriminatory noise rules.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Burlingame is opposed to allowing SST landing rights at San Francisco Inter-
national Airport; and
BE IT FURTHER RESOLVED that the City Council of the City of Burlingame
supports local airport authority regulation of any aircraft that exceeds state
and local noise standards, and that the City Councils of San Mateo County,
the Board of Supervisors of San Mateo County, the Board of Supervisors of the
City and County of San Francisco, and the San Francisco Airports Commission
should undertake all necessary actions to prevent the operation of SSTs at San
Francisco International Airport.
