HomeMy WebLinkAboutReso - CC - 047-1977RESOLUTION NO.g7 - 77 RESOLUTION OPPOSING ELECTION OF COUNCILMEMBERS BY DISTRICTS RESOLVED by the CITY COUNCIL of the City of Burlingame that: WHEREAS, the Legislature is presently considering Assembly Bill 1455, which bill, as amended, would require that every general law city submit to the voters at the November,1978, general election the question of whether or not an ordinance providing for the election of councilmembers by district should be adopted; and WHEREAS, this council is of the opinion that the election of councilmembers by district in general law cities, particularly those the size of the City of Burlingame, would be contrary to the interests of representative government, and introduce regional and factional elements into local policy making which are detrimental to local government; and WHEREAS, the Legislature is attempting to place upon local govern- ments an added cost burden of both the election and the required administration of a districting process; and WHEREAS, this council wishes to express its opposition to Assembly Bill 1455 and to its subject matter in any form, and wishes to express its objection to legislative interference in the local political process; NOW, THEREFORE, IT IS HEREBY ORDERED AND DETERMINED that the City Council of the City of Burlingame expresses its strong opposition to Assembly Bill 1455, and to the policy of election of city councilmembers by district in general law cities, and requests its legislative representatives to take all efforts possible in opposition to this and similar legislation. BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of this resolution to the legislative representatives of the City of Burlingame and to the League of California Cities. 5/27/77 ayor I, EVELYN H.
