HomeMy WebLinkAboutReso - CC - 074-1978that, RE,SOLUTION7; NO. 74- 73 RESOLUTION OF INTENT TO IMPLEMENT THE WATER QUALITY PORTIONS OF THE ABAG ENVIRONMENTAL MANAGEMENT PLAN RESOLVED by the CITY COUNCIL of the City of Burlingame WHEREAS, the Association of Bay Area Governments (ABAG) was designated by the U. S. Environmental Protective Agency (EPA) and State Water Resources Control Board 0WRCB) to prepare an Environmental Management Plan (EMP) for the San Francisco Bay Area, including water quality, air quality, solid waste manage- ment and water supply elements; and WHEREAS, the initial EMP has been reviewed, modified and approved by the ABAG Environmental Management Task Force, Regional Planning Committee, Executive Board, and General Assembly; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Burlingame, County of San Mateo: 1. Approves and adopts the water quality portions of the initial EMP, as well as the San Mateo County Surface Runoff Management Plan, Addendum #1 to that Plan,and the June, 1978, Progress Report which updates the Plan; 2. Agrees to proceed with a good faith effort to implement those water quality sections of the initial EMP and the County Surface Runoff Management Plan which are within this jurisdiction's responsibility; 3. Agrees to seek adequate legal authority if it does not now have power to implement any portion of the water quality plan for which it has been given implementation responsibility; 11/16/78 � 1 4. Stipulates that implementation of actions financed wholly or in part by Federal and/or State funds is conditioned on the availability of those funds; 5. Reserves the right, because of the impact of Proposition 13, to postpone implementing any actions in the EMP involving additional local expenditures; 6. Will seek to modify the initial EMP as appropriate during the continuing planning process if implementation does not proceed according to the EMP's approved schedule; and, 7. Stipulates that this resolution is entered into on the condition that the water quality portion of the initial EMP will be certified without change by the State. Mayi6r I, EVELYN H.
