RESOLUTION RATIFYING, WITH CONDITIONS,
THE ADOPTION OF THE COMPREHENSIVE
WATER RESOURCES MANAGEMENT PLAN OF
SAN MATEO COUNTY
RESOLVED by the City Council of the City of Burlingame, County of
San Mateo, State of California,that
WHEREAS, Chapter 178, States of 1974, mandated the County of San
Mateo to prepare a Comprehensive Water Resources Management Plan; and
WHEREAS, a draft Comprehensive Water Resources Management Plan
for San Mateo County has been prepared and circulated to all persons having
an interest in the management of water and waste water resources within the
County; and
WHEREAS, there is now before this Council the final Comprehensive
Water Resources Management Plan for San Mateo County which incorporates the
comments and concerns received pursuant to the review of the draft plan;
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED by the City
Council of the City of Burlingame that:
1. The adoption of the San Mateo County Comprehensive Water
Resources Management Plan dated January, 1978, is hereby ratified and the
City concurs in the following:
A. The objectives set forth in the Plan with particular emphasis
upon water conservation.
B. The appropriation of necessary monies for financing the
recommended programs.
C. The role identified in the Plan for the City in implementing
the cooperative effort for management of water and waste water.
2. This Council concurs with the County Board of Supervisors
in the following changes to the Plan:

A. Development Moratorium
No development moratorium should be declared. However,
the Resource Management District ordinance shall be revised to include
availability of adequate water supply as a criterion for project
approval.
B. Incorporation of CWRMP into County General Plan
County Staff should be directed to incorporate the policies
of the Comprehensive Water Resources Management Plan into the County's
General Plan. However, the CWRMP shall be maintained as a County
Water Policy Independent of the General Plan.
3. This resolution is subject to the following conditions:
A. The action plan be based on the State Department of Finance
D-100 population projections with 10 to 15 percent water conservation
and 10 MGD wastewater reuse.
B. The County begin discussions with the necessary parties
to investigate formation of a metropolitan water district for the
management of the Hetch Hetchy and the San Francisco Water system outside
San Francisco itself.
C. San Mateo County actively support the City of San Francisco
in protecting its Tuolumne River land use and resource permits and
water rights.
D. San Mateo County actively support a feasibility study and
financing plan for the fourth San Joaquin Valley Pipeline.
E. An emergency plan be prepared within one year providing
for both the short term, until the fourth pipeline is provided, and
the long term, after the additional pipeline is provided. Any
rationing shall be on the basis of an overall amount, with the local
agency being able to set its own methods of accomplishing that amount.

certify that the foregoing Resolution was introduced at a regular meeting of
the City Council held on the 15_ day of May, 1978, and was adopted thereafter
by the following vote:
