HomeMy WebLinkAboutReso - CC - 014-1978that: RESOLUTION NO 14 - 78 RESOLUTION CERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT AND MAKING FINDINGS WITH RESPECT TO THE PROPOSED ONE WATERFRONT OFFICE BUILDING - EIR-45P RESOLVED by the City Council of the City of Burlingame, California, WHEREAS, a draft environmental impact report was prepared for that project known as ONE WATERFRONT OFFICE BUILDING; and WHEREAS, said draft environmental impact report was submitted to the Planning Commission for review and subsequently submitted for review and comment by public agencies having jurisdiction by law with respect to the project and by persons, organizations and agencies having special expertise concerning the environmental effects of said project; and WHEREAS, said Planning Commission did set Wednesday, the 15th day of February, 1978, in the Council Chambers, City Hall, 501 Primrose Road, Burlingame, California, as the time and place when and where a public hearing would be conducted concerning the environmental effects of said project, and said hearing was duly noticed and held; and WHEREAS, a final environmental impact report has been presented to this body, said report consisting of said draft environmental impact report and the addendum report dated February, 1978, which contains written comments upon said report, written responses to any written comments which were made, and minutes of the Planning Commission hearing held February 15, 1978, which reflect verbal comments concerning environmental effects, and responses by representatives of the City; NOW, THEREFORE, IT IS FOUND, ORDERED AND DETERMINED as follows: 1. That said final environmental impact report has been completed in accordance with the California Environmental Quality Act and with the Guidelines for Implementation of said Act prescribed by the State of California Secretary of Resources. 3/14/78 2. That this body has reviewed and considered the information contained in said final environmental impact report. 3. That said final environmental impact report identifies the items set forth under Column A in EXHIBIT A hereto attached and incorporated herein by reference as having significant adverse impacts. 4. That changes, alterations, and specific modifications may be incorporated into such project which mitigate or avoid the signficant environ- mental effects as set forth in Column B of said EXHIBIT A. 5. That facts supporting the findings set forth in paragraph 4 above are set forth in Column C of said EXHIBIT A. 6. That upon approval of the project by this City Council, the City Clerk be, and is hereby, directed to file in the office of the County Clerk of the County of San Mateo a Notice of Determination relating to the project. Differential settlement can be expected at the site. 2. Ground shaking at project site due to an earthquake. 3. Vehicular traffic increases turning movements on and off Airport Blvd. 4. Additional congestion at intersections 5. Water flow for fire protection. 6. Building reduces views of the Bay. 7. Storm water runoff from paved surfaces pollutes the Bay. 8. Increases demand for local community services and energy consumption. ONE WATERFRONT OFFICE BUILDING Mitigation Measures Remove underlying bay mud and backfill with controlled engineered fill compacted to 90% maximum dry density; construct compacted fill to an elevation of +8.5 feet; or use pile type foundation. Comply with structural requirements of UBC to make the building design earthquake resistant. Modify existing islands on Airport Blvd. Signalize Bayshore Hwy./Broadway intersection; revise traffic controls at intersection of Airport Blvd. and Coyote Point Drive. Findings Foundation design shall be prepared by a professional engineering geologist/ soils engineer. Structural design calculations shall be submitted with application for building permit. Airport Blvd. median islands shall be modified to suit proposed project driveways and be landscaped at no expense to City. Project sponsor shall be responsible for an equitable share of future costs to provide off -site traffic controls and circulation system improvements needed for safe access to the project site. Treatment of storm water could reduce amount of pollutants entering the inner City lagoon. Alternate technologies are available to reduce energy consumption associated with the project. Detailed landscape plans for project site and adjacent State property shall be satisfactory to Park Director and subject to approval by Planning Commission. Drainage system improvements shall satisfy } City design standards. Project sponsor shall be responsible for an equitable share of costs to provide off - site capital improvements necessary to serve development of Anza Shareholders' Liquidating Trust and State properties including, but not limited to: traffic controls, access roads, water distribution system, pumps for sanitary sewer pumping station and public safety equipment.
