Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, February 19, 2015
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chairman Martin at 7:03 pm at the Burlingame Recreation Center, 850 Burlingame Ave,
Burlingame.

The Minutes of the January 15, 2015 regular meeting were approved as submitted.

NEW BUSINESS
Review of Proposed Changes to the Field Use Policy — Staff Report; Supervisor Barry
reviewed the history and background of the Field Use Policy for the Commission. Barry is
requesting approval on the proposed modifications to the Field Use Policy. The Commission
reviewed the proposed modifications (Exhibit B) to the Field Use Policy. The proposed
modifications were: 1) defining seasonal use dates; 2) validated user organization criteria; 3)
submittal of detailed practice game/schedule by all user groups; 4) deposits for field use from
user groups and; 5) youth organizations pay the per player fee for all members registered in their
organization.
Chair Martin opened the floor to public comment.
Mike Brunicardi, longtime resident of Burlingame and President of BYBA, spoke on the matter
of subletting fields by some of the user groups, abuse of field allocation and non -reporting of
percentage of resident players in their programs. The effect of these transgressions is increased
fees to other user groups. Brunicardi expressed concern about the policy change three years ago
of the percentage of resident players required to be considered a resident team from 75% down to
51%. He stated that the rate needs to go back to 75%. As other groups with the lower
percentage rate are dominating the field time over resident groups.
Hank Sauer also spoke on the importance of community based groups being given field space
priority over regional/pay to play groups.

Commission discussed the issues and concluded with the following motions.
MOTION by Colson (seconded by Dito): Commission approves the implementation of a Per
Player Fee for all user groups for all participants in their organization. MOTION PASSED 4-
2-1. (Baird absent).
MOTION by Colson (seconded by Dito): Commission approves the five (5) proposed
modifications to the Field Use Policy as listed in Exhibit B of the Staff report. MOTION
PASSED 6-0-1. (Baird absent).
Commission requested more information on the following items from staff for Commission to
discuss at the March meeting: 1) what defines a Burlingame organization; 2) what makes an
organization; 3) how does residency percentage pertain to field priority; 4) subletting of field
space needs to be defined and; 5) explore additional options for subletting fees and
consequences.
Staff will report to Commission at the March meeting with more information and to continue
discussion of the items.

evening and is reviewing Department wish list items for priority and establishing
2015 Foundation goals.

NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
March 19, 2015 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business to come before the Commission, the meeting was adjourned at
9:45 pm.
