Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, January 15, 2015
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chairman Martin at 7:02 pm at the Burlingame Recreation Center, 850 Burlingame Ave,
Burlingame.

Commissioners Present: Martin, Baird, Colson, Baum, Dito, Lewis, Schissler
Commissioners Absent: None
Staff Present: Parks & Recreation Director Glomstad; Recreation Supervisor
Hager; Administrative Secretary Helley; Recreation Coordinator

MINUTES
The Minutes of the December 18, 2014 regular meeting were approved as submitted.
PUBLIC COMMENTS — Ralph Richart, Burlingame, spoke on the process of field allocation.
He is the previous field coordinator for the Burlingame Soccer Club and he has children on
soccer teams that are non-resident teams. Ralph is aware that next month the field allocation
process will be on the Commission agenda and what he would like to encourage the Commission
to consider is how the City defines a resident club and a non-resident club. After you finish
taking care of your residents, as is your first priority, he would like to see all remaining non-
resident groups put into the same pool. As a member of a non-resident club we would love
consideration on your lighted fields.
OLD BUSINESS
A. Parks & Recreation Department Mission Statement Update — Staff Report; Supervisor
Hager gave the Commission background on the process the ad hoc committee used to
build the mission statement options brought forward tonight. After much discussion
regarding the wording, the Commission makes a motion.
Motion by Dito (seconded by Baird): "Commission recommends adoption of the
following mission statement for the Parks & Recreation Department. Creating a
better community in which to live and play through quality recreational
environments, enriching opportunities, and empowering people." Motion passes
unanimously.
NEW BUSINESS
A. Use of Community Garden by Non -Residents — Staff Report; Coordinator Rath gave
the Commission the background information regarding the selection/waitlist process

and fee schedule currently in place for the Community Garden plots. She also stated
there is currently one non-resident renting a plot as there was not a waitlist when the
garden first opened. Staff recommends adding 20% to the current resident rate to
create a non-resident rate of $78 and to grant access to non-residents after residents
have been served on waitlist.
B. Motion by Baum (seconded by Dito): "Commission recommends grandfathering
in the current non-resident, allowing non-residents access after all residents have
been served and to establish a non-residentfee." Motion passes unanimously.

a. Foundation Update — Commissioner Colson reported the Foundation met
early in the evening and is reviewing Department wish list items for
priority and establishing 2015 Foundation goals.

NEXT MEETING
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
February 19, 2015 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business to come before the Commission, the meeting was adjourned at
8:06 pm.
