HomeMy WebLinkAboutMin - PR - 2016.07.21PARKS & RECREATION COMMISSION Meeting Minutes Regular Meeting on Thursday, July 21, 2016 CALL TO ORDER A duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Baird at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave, Burlingame. ROLL CALL COMMISSIONERS PRESENT: Baird, Baum, Dito, Lewis, Milne, Malekos Smith COMMISSIONERS ABSENT: Schissler STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Supervisor Barry, Recreation Supervisor Acquisti and Administrative Assistant Helley OTHERS PRESENT: Jose Franco, Burlingame; Robert Bierman, Burlingame (AYSO); L. Viola, (BSC); Charlie Doughery, Mercy Burlingame, Alisa Ruis-Johnson, Burlingame, Ava Wong, Burlingame, Steven M. Kohry, (BSC); Terry Roberts, BSC, Bennet Weintraub, (BSC); Anthony Dimech, Burlingame (BSC); Patricia Bader, Burlingame MINUTES The Minutes of the June 16, 2016 regular meeting were approved. PUBLIC COMMENTS None Chair Baird moved New Business before Old Business. NEW BUSINESS — (Moved before Old Business Item 1) 1. Cuernavaca Park Off -Leash Update - Supervisor Acquisti explains the background of Cuernavaca Park offleash area. Neighborhood meetings were held in June. Results from the meeting determined the neighbors were not in favor of a fenced in area at the park, mostly for aesthetic reason and dog owners thought the area would be too small. Staff is requesting direction from Commission as to the next steps for the off leash area at Cuernavaca Park. Commissions asked clarification questions including hours, reasons for summer closure and the impact on park maintenance. Chair Baird opened public comment. Public comments consisted of requesting additional evening hours and suggestions for users to assist with damage to the field caused by dog use. Chair Baird closed public comment. Commission directed staff to revisit additional evening hours and options for structured summer hours for future use on the ballfield. OLD BUSINESS — (Moved to after New Business Item 1) 1. Burlingame Soccer Club - 2nd Subletting Violation - Supervisor Barry gave a background of the violation. At direction from Commission, staff and BSC worked to determine who made the post on the BSC scheduling calendar. Chair Baird opened public comment. Parks & Recreation Commission Minutes July 21, 2016 Lawrence Viola, president of the Burlingame Soccer Club, stated the club will no longer be associating in any way with Star Academy for various reasons. Also, the club has tightened up the access to the scheduling system to further limit and control the communication and changes to the schedule. After discussion by Commission, including acknowledging the efforts of BSC to correct the scheduling issue, clarification of time frame between violations and to whom the burden of monitoring the scheduling should be with, Commission made the following motion. Motion by Baird (seconded by Baum): Commission moved to find a second violation has occurred. MOTION FAILED 4-2-1 (Dito abstained). Commission further discussed the amount of the fine and Commission's discretion to reduce the amount. Motion by Baird (seconded by Baum): Commission moved to find a second violation has occurred, however, based on efforts to correct the actions, the fine as stated in the field use policy will be reduced by 50% and will be deferred until October of 2016. MOTION PASSED 7-0. 2. Field Use Policy Revisions — Barry reviewed the proposed modifications to the current Field User Policy. On January 14, 2016, the Field Use Policy Ad Hoc Committee met with the validated youth user organizations. The agreed upon changes were in the following sections; validated user group organization, process, residency and fees. Barry announced he will be passing the administration and supervision of the Field Use Policy and field scheduling to Kevin Sanchez, Recreation Coordinator. Motion by Baum (seconded by Malakos-Smith): Commission moved to accept the changes to the Field Use Policy as indicated in the staff report. MOTION PASSED 7-0. REPORTS / HAND-OUTS A) Parks & Recreation Department Reports 1. Monthly Report — a. Follow Up Items - None b. Items of Interest — Glomstad reported the Department has offered assistance to Millbrae with classes and rentals due to the loss of the recreation center to fire. She also reported the fall 2016 brochure has gone to print and registration for classes is on August 18th. She announced it was Commissioners Baird's last meeting and thanked her for her service. c. Foundation Update — None B) Correspondence —None C) Commissioners Reports —None FUTURE AGENDA ITEMS None NEXT MEETING Parks & Recreation Commission Minutes July 21, 2016 The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, August 18, 2016 at 7:00 p.m. at Burlingame Recreation Center. There being no further business to come before the Commission, the meeting was adjourned at 9:03 pm.
