HomeMy WebLinkAboutMin - PR - 2016.06.16PARKS & RECREATION COMMISSION Meeting Minutes Regular Meeting on Thursday, June 16, 2016 CALL TO ORDER A duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Baird at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave, Burlingame. ROLL CALL COMMISSIONERS PRESENT: Baird, Baum, Dito, Lewis, Milne, Malekos Smith COMMISSIONERS ABSENT: Schissler STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Supervisor Barry and Administrative Assistant Helley OTHERS PRESENT: Will Evans, Burlingame; Robert Bierman, Burlingame (AYSO); L. Viola, (BSC); Steven M. Kohry, (BSC); Bennet Weintraub, (BSC); Anthony Dimech, Burlingame (BSC); Kiran Saunders, Burlingame (BYBA) MINUTES The Minutes of the May 19, 2016 regular meeting were approved. PUBLIC COMMENTS None Chair Baird moved New Business Item A before Old Business Item A. NEW BUSINESS — (Moved before Old Business Item A) A. Burlingame Soccer Club - 2nd Subletting Violation Supervisor Barry reported the discovery of a Star Academy team practicing on Tuesdays and Thursdays at Murray Field during time allotted to the Burlingame Soccer Club. Staff investigated the issue and spoke with BSC members and it was confirmed the Star Academy was on the field. Staff was unable to determine, however, if the BSC board was aware of this. Lawrence Viola, president of the Burlingame Soccer Club, stated city staff informed him that Star Academy was on the field during a BSC allotted time. He contacted the violator immediately to cease the practice and upon receipt of a second communication from city staff regarding the continuing violation, he contacted the violator to cease and desist immediately. He stated the club will no longer be associating in any way with Star Academy for various reasons. After discussion by Commission, including notice to the Club for each violation, BSC scheduling software, amendments to BSC Bylaws and the intent of the club, Commission made the following motion. Motion by Lewis (seconded by Milne): Commission moves to find that no violation has been committed by the club. MOTION FAILED 3-3-0 (Schissler absent) Motion by Baird (seconded by Baum): Commission moved to defer the determination of subletting to the July 2016 meeting to allow time for additional information to be provided by BSC. MOTION PASSED 6-0-1 (Schissler absent) Parks & Recreation Commission Minutes June 16, 2016 OLD BUSINESS — (Moved after New Business Item A) A. Burlingame Soccer Club Field Validation — Supervisor Barry stated Burlingame Soccer Club has submitted an application for a one year field use validation and they have met all the requirements of the policy. Comments in support of the validation were made by Will Evans, Bennett Weintraub, Robert Bierman and Kiernan Saunders. After discussion by Commission, including intent of the club and how to work with the club so as to maintain the programs viability, the Commission made the following motion. Motion by Baird (seconded by Baum): Commission moved to conditionally approve the validation of BSC for the fall and spring terms with the requirement of three conditions being met by the Club; 1) revised mission; 2) separation from Star Academy; and 3) improved scheduling process. PASSED 6-0-1 (Schissler absent) REPORTS / HAND-OUTS A) Parks & Recreation Department Reports 1. Monthly Report — a. Follow Up Items - None b. Items of Interest — Glomstad reported a Dog off Leash meeting is scheduled for June 21. She also reported the bid for the renovation of Village Park was rejected and the project will be rebid. Anticipated start date of work is September. In addition, Council has directed staff to advertise for proposals for the management of the golf center. c. Foundation Update — None B) Correspondence —None C) Commissioners Reports —None FUTURE AGENDA ITEMS None NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, July 21, 2016 at 7:00 p.m. at Burlingame Recreation Center. There being no further business to come before the Commission, the meeting was adjourned at 9:28 pm.
