HomeMy WebLinkAboutMin - PR - 2016.05.19MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, May 19, 2016 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Vice -Chair Baum at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave, Burlingame. ROLL CALL Commissioners Present: Baum, Dito, Lewis, Schissler, Milne, Malekos Smith Commissioners Absent: Baird Staff Present: Parks & Recreation Director Glomstad, Recreation Supervisor Barry and Administrative Assistant Helley, Others Present: Hank Sauer, Burlingame (BYBA); Donna Colson, Burlingame (Council), Mike Brunicardi, Burlingame (BYBA); Steven M. Kohry, Hillsborough (BSC); Anthony Dimech, Burlingame (BSC); JP Lachance, Burlingame (BYBA); Eric Nuss, Burlingame (BYBA); Bryan Soler, Burlingame (BYBA) MINUTES The Minutes of the April 21, 2016 regular meeting were approved. PUBLIC COMMENTS - None OLD BUSINESS - None NEW BUSINESS Youth Advisory Committee - Presentation — Coordinator Rath introduced members of the Youth Advisory Committee who spoke about the accomplishments of the committee for the past year. The group worked to enhance the lives of youths, teens and the community by participating in and administering volunteer programs. These included attending the YAC social, hosting the annual 8th grade Glow Dance, a Senior Valentines Dance, hosting the annual Mission ImPastable event and the Princess Project Fundraiser. Field Use Policy Revisions — Supervisor Barry reported the Ad Hoc Committee determined three main areas of concern in the field policy and allocation process; (1) field policy items of allocation priority and unused field space, (2) requirements for an organization to become a validated user group, and (3) staff management of fields. Commissioner Lewis inquired how often applicants do not meet requirements and if not what do they do then. Barry responded he received two applications in the last year that did not meet the requirements and they then have the option to rent field space. Commissioner Schissler asked how many validated groups miss the submittal deadline of field requests. Barry noted two groups a season out of six that miss the submittal deadline. Schissler also asked how many groups are not using the allocated time once assigned. Barry stated that many groups are not using the assigned time slots however there is no deadline to return the time slots to the schedule to be available for rental. This impacts the groups that would like to rent the fields. Commissioner Lewis suggested an auto penalty for missing the submittal deadline, perhaps monetary fine or loss of future field time. Commissioner Baum opened public comment. Parks & Recreation Commission Minutes May 19, 2016 Mike Brunicardi is a member of BYBA; a group which is 97% residents and provides proof of residency every time, also all seventeen board members are Burlingame residents. He has sat through four or five changes to the Field Use Policy. Many of these changes have been made due to one organization that has not followed the rules and that group is CY Soccer. They have forged residents and have sublet to other teams without notice to the City which means they are pocketing funds. They doing this for years and have never been held accountable. The surreptitious and unethical behavior continues. All of these changes have been made to accommodate the Burlingame Soccer Club. He cannot give any more time to come to these meetings. He is frustrated with the lack of accountability by the club. Steven Koury, with CY Soccer, stated he is unaware of the issues that have been brought up tonight. He states that group has about 600 kids, roughly 300 of who are Burlingame residents. The group is a volunteer organization; however, they do pay the coaches. Going forward he suggested participants for CY be directed via their website to the City registration website at which time they would submit their address and that can be used for the residency verification and field user fees charged by the City. In the meantime, the organization will be happy to provide the residency information needed to the City and is willing to work with any requirements needed to be a validated user group. Hank Sauer asked the Commission to consider the use of the fields by our residents by assigning the use of the fields to higher resident groups not county -wide groups. Commissioner Baum closed public comment. Barry stated he will organize a meeting of the ad hoc committee and the user groups to discuss the issues and bring back a report to Commission in either June or July. Burlingame Soccer Club Field Validation — Supervisor Barry stated Burlingame Soccer Club has submitted an application for a one year field use validation and they have met all the requirements of the policy. It has come to the attention of staff that in the spring of 2016, BSC sublet their allocated field time to several San Mateo County Star teams. Subletting of allocated field time by a validated user group to a non -validated user group is in violation of the field use policy and may incur a hearing before Commission and or a fine. After discussion, Commission continued with the validation process and will then address the issue of subletting and possible hearing before Commission. Steven Koury, BSC, completely agrees that BSC has broken the rules and states it was an accident. The schedule was set by a previous scheduling manager. There was a change in the organization and the scheduled practice in question was posted in error. This is the last season that the organization will be coordinating with SMC Star and so this will not happen again. Anthony Dimech, BSC, noted moving forward the organization has cut all ties with the SMC Stars, the relationship is over. Donna Colson addressed the issues of BSC subletting fields to county teams and not truly meeting the residency requirements. Commissioner Baum closed public comments. Parks & Recreation Commission Minutes May 19, 2016 After discussion, Commission requested clarification of the relationship between BSC and NorCal at the next regular meeting. Motion by Lewis (seconded by Dito): Commission moved to defer the validation of the Burlingame Soccer Club to next month. MOTION PASSED 6-0-1 absent. Commission discussed BSC acknowledging the subletting noted in the staff reports as their first violation of the field user policy and the discussion at this meeting constitutes a formal hearing. Motion by Lewis (seconded by Dito): Commission finds a violation of the Field Use Policy by the Burlingame Soccer Club and notes this as the organizations first violation. MOTION PASSED 6- 0-1 absent. BIS Sports Program — Supervisor Barry presented background and information on the middle school sports program that is coordinated by the Parks and Recreation Department. Commission thanked staff for all the hard work and complimented the program. REPORTS / HAND-OUTS A) Parks & Recreation Department Reports 1. Monthly Report — a. Follow Up Items - None b. Items of Interest — Glomstad reported on various events including, Mission Impastable, Streets Alive, Pickleball Tournament and the Foundation Bocce Tournament. All events were successful and collected over $800 for the Youth Scholarship Fund. She also reported the annual Divas Race will be held on June 5th starting at Bayside Fields. c. Foundation Update — None. B) Correspondence —None C) Commissioners Reports —None FUTURE AGENDA ITEMS A.) Review/clarification of the relationship between the Burlingame Soccer Club and the Norcal Premier Soccer oreanization. NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, June 16, 2016 at 7:00 p.m. at Burlingame Recreation Center.
