HomeMy WebLinkAboutMin - PR - 2016.03.17MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, March 17, 2016 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Vice -Chairman Baum at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave, Burlingame. ROLL CALL Commissioners Present: Baum, Dito, Lewis, Schissler, Malekos Smith Commissioners Absent: Baird Staff Present: Parks & Recreation Director Glomstad, Administrative Assistant Helley, Recreation Supervisor Hager, Assistant Parks Supervisor Holtz and Recreation Intern Felipe Others Present: Lisa Williamson, Burlingame; John Calvin, Burlingame; Erica Lyons, Hillsborough; Kiernan Saunders, Burlingame, BSC MINUTES The Minutes of the February 18, 2016 regular meeting were approved. PUBLIC COMMENTS - None OLD BUSINESS - None NEW BUSINESS Welcome New Commissioner — Ian Milne — The Commission welcomed Commissioner Milne to the group. He stated he has two children, has lived in Burlingame for 15 years. He has been involved in youth sports including BGS, which he was president of for about 3 years. He is looking forward to working with the Commission. Martin Felipe — Parks & Recreation Intern — Intern Felipe introduced himself, stating he is a senior at San Francisco State. His recent experiences with the Department include shadowing at the preschool, attending SANCRA and CPRS meetings. He will be working with the Parks Division and also working as a counselor during spring break camp. His large project will be organizing a pickle ball tournament for the seniors here at the Recreation Center. Proposed Design for Village Park Playground — Supervisor Hager presented the background on Village Park playground and the challenges with the current playground, including woodchips, lack of fencing around playground and the sharing of the playground with the public and the preschool located onsite. The recent approval of funds by Council for a new playground has been met with excitement by the community and the on -site preschool. A planning committee comprised of Commissioners, city staff, a landscape architect and neighbors of Village Park met twice and compiled design elements based on survey results, feedback from the committee and input from the Village Park Preschool teachers. The goals of the committee are to maximize the play space, provide a fenced in area and tactile surfacing. Hager presented a schematic of the play area, questions and results from the survey, virtual photos of the design, graphic of fall zones and a quote from the selected vendor, Buell Recreation. Rich Holtz, Assistant Parks Supervisor, explained the choices of resilient tactile surfaces for the new playground and various safety regulations required for the new playground. The timeline target is for construction to start in June of 2016 with completion being the end of August of 2016. Parks & Recreation Commission Minutes March 17, 2016 Motion by Dito (seconded by Milne): Commission moved to accept the design presented by the committee for the Village Park Playground. MOTION PASSED 6-0-1. REPORTS / HAND-OUTS A) Parks & Recreation Department Reports 1. Monthly Report — a. Follow Up Items - None b. Items of Interest — Glomstad reported the first day registration for the spring and summer sessions was yesterday and was successful. She also reported several Capital Improvement Projects in Parks have been presented to Council for the next fiscal year, including first phase construction documents for Murray Field to synthetic turf , grass field renovations for several parks, fencing replacement at Bayside Fields, continuation of installation of the smart irrigation system at additional parks, installation of a play structure for Ray Park, funds for construction documents for renovation of Southern Pacific Circle in front of the train station, the installation of a play structure at Victoria Park and the patching and/or replacement of the resilient surfacing at several parks. c. Foundation Update — The Foundation is hosting a Bocce Ball Tournament on May 7tn Signups are through the recreation department. B) Correspondence - None C) Commissioners Reports - None FUTURE AGENDA ITEMS Commissioner Baum requested the Field Use Policy be placed on the April agenda with the intent to form a committee to review the policy. NEXT MEETING The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, April 21, 2016 at 7:00 p.m. at Burlingame Recreation Center.
