A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSTRUCTION
CONTRACT FOR THE CENTRAL COUNTY FIRE STATION 35 IMPROVEMENTS TO
SOUTHWEST CONSTRUCTION COMPANY AND PROPERTY MANAGEMENT
(SCPM)
CITY PROJECT NO. 84340
WHEREAS, on January 2, 2019, the City issued a notice inviting bid proposals for the
Central County Fire Station 35 Improvements, City Project No. 84340; and
WHEREAS, on January 24, 2019, all proposals were received and opened before the City
Clerk and representatives of the Public Works Department; and
WHEREAS, Eagle Builders submitted the apparent low bid in the amount of $651,000,
and;
WHEREAS, upon review of Eagle Builders' bid proposal and qualifications, staff
determined that Eagle Builders did not meet the minimum qualifications for the project, which
require that the bidder must be engaged in the contracting business under its present name for a
minimum of three years and have a minimum of three years of experience in similar work, and;
WHEREAS, SCPM is the second low bidder for the project with its bid amount of
$716,400; and is determined to be the lowest responsible bidder for the project.
NOW, THEREFORE, be it RESOLVED, and it is hereby ORDERED, that the Plans and
Specifications, including all addenda, are approved and adopted for the project identified above;
and
BE IT FURTHER RESOLVED that the base bid and bid alternates BA-2, BA-4, and BA-6
of the Central County Fire Station 35 Improvements for said project in the amount of $818,700,
and the same hereby is accepted; and
BE IT FURTHER RESOLVED that a contract be entered into between the lowest
responsible bidder and the City of Burlingame for the performance of said work, and that the City
Manager is authorized on behalf of the City of Burlingame to execute said contract, and to approve
the faithful performance bond and the labor materials bond required to be furnished by the
contractor.

Resolution was introduced at a regular meeting of the City Council held on the 1911 day of
February, 2019, and was adopted thereafter by the following vote:
