CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance was led by Ellis and Dahlia McConnell. 3. ROLL CALL MEMBERS PRESENT: Beach, Brownrigg, Colson, Keighran, Ortiz MEMBERS ABSENT: None 4. CLOSED AND STUDY SESSION a. CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATORS (CALIFORNIA GOVERNMENT CODE SECTION 54956.8) PROPERTY: CITY OF BURLINGAME PARKING LOTS F (APN 029 244 270) AND N (APN 029 231 240 AND 029 231 060) AGENCY NEGOTIATORS: CITY ATTORNEY KATHLEEN KANE, CITY MANAGER LISA K. GOLDMAN, COMMUNITY DEVELOPMENT DIRECTOR KEVIN GARDINER, FINANCE DIRECTOR CAROL AUGUSTINE NEGOTIATING PARTIES: PACIFIC WEST COMMUNITIES, INC. UNDER NEGOTIATION: PRICE AND TERMS City Attorney Kane reported that direction was given but no reportable action was taken. 5. UPCOMING EVENTS Mayor Colson reviewed the upcoming events taking place in the city. Burlingame City Council February 4, 2019 Approved Minutes 2 6. PRESENTATIONS There were no presentations. 7. PUBLIC COMMENT BCE representative Sari McConnell presented the Council with BCE’s annual report. She stated that this past year, BCE raised $2.14 million for the Burlingame School District. She explained that this year, BCE is already halfway to its goal of $2.25 million. She thanked the community for their support and discussed the importance of raising money as a result of state legislation. 8. CONSENT CALENDAR Mayor Colson asked the Councilmembers and the public if they wished to remove any item from the Consent Calendar. No item was pulled. Councilmember Brownrigg made a motion to adopt the Consent Calendar; seconded by Councilmember Ortiz. The motion passed unanimously by voice vote, 5-0. a. ADOPTION OF CITY COUNCIL MEETING MINUTES FOR JANUARY 22, 2019 City Clerk Hassel-Shearer requested Council adopt the City Council Meeting Minutes for January 22, 2019. b. ADOPTION OF CITY COUNCIL MEETING MINUTES FOR JANUARY 26, 2019 City Clerk Hassel-Shearer requested Council adopt the City Council Meeting Minutes for January 26, 2019. c. OPEN NOMINATION PERIOD TO FILL ONE VACANCY ON THE PLANNING COMMISSION City Manager Goldman requested Council open the nomination period to fill one vacancy on the Planning Commission. d. QUARTERLY INVESTMENT REPORT, PERIOD ENDING DECEMBER 31, 2018 Finance Director Augustine requested Council accept the Quarterly Investment Report for the period ending December 31, 2018. e. ADOPTION OF A RESOLUTION MEMORIALIZING THE CITY COUNCIL’S JANUARY 22, 2019 ACTION GRANTING THE APPEAL, OVERRULING THE PLANNING COMMISSION’S DENIAL WITHOUT PREJUDICE, AND APPROVING PROJECT ENTITLEMENTS TO INSTALL NEW WIRELESS FACILITIES (ANTENNA AND EQUIPMENT) ON EXISTING WOOD UTILITY POLES LOCATED WITHIN THE RIGHT- OF-WAYS ADJACENT TO 1800 HILLSIDE DRIVE AND 701 WINCHESTER DRIVE Burlingame City Council February 4, 2019 Approved Minutes 3 CDD Gardiner and Planning Manager Hurin requested Council adopted Resolution Number 013-2019 and Resolution Number 014-2019. f. AUTHORIZATION FOR THE MAYOR TO SIGN A LETTER IN SUPPORT OF AB 213 City Manager Goldman and Councilmember Brownrigg requested approval for the Mayor to sign a letter in support of AB 213. 9. PUBLIC HEARINGS a. PUBLIC HEARING TO INTRODUCE AN ORDINANCE AMENDING CHAPTER 13.36.020 OF THE BURLINGAME MUNICIPAL CODE TO ESTABLISH NO PARKING ALONG NORTH CAROLAN AVENUE FROM EDWARDS ROAD TO APPROXIMATELY 150 FEET NORTH OF WHITEHORN WAY BETWEEN 2:00 A.M. AND 5:00 A.M. DPW Murtuza stated that the purpose of the ordinance is to restrict parking along North Carolan Avenue from Edwards Road to 150 feet north of Whitehorn Way between 2:00 a.m. and 5:00 a.m. He explained that North Carolan Avenue has several light industrial businesses including Public Works’ Corporation Yard and CCFD’s administration building. As a result, it is difficult to find street parking on North Carolan Avenue He explained that staff presented the matter to the Traffic, Safety & Parking Commission (TSPC) on November 8, 2018. He stated that initially, TSPC looked at restricting parking from 10:00 p.m. to 6:00 a.m. However, at the December 2018 TSPC meeting, there was further input that resulted in TSPC recommending that the parking restriction be from 2:00 a.m. to 5:00 a.m. He stated that TSPC’s recommendation would assist with the needs of local businesses and the Corporation Yard and prevent overnight parking. Mayor Colson asked the City Clerk to read the title of the proposed ordinance. City Clerk Hassel-Shearer read the title. Councilmember Keighran made a motion to waive further reading and introduce the proposed ordinance; seconded by Vice Mayor Beach. The motion passed unanimously by voice vote, 5-0. Mayor Colson opened the public hearing. No one spoke. Vice Mayor Beach stated that she appreciated the work of TSPC. She noted that when you change the parking in one area, it can have ripple effects on neighboring areas. She asked that staff monitor this amendment and alert TSPC and City Council if there are any further big picture items that need to be addressed. Mayor Colson asked the City Clerk to publish notice of the proposed ordinance at least five days before the proposed adoption. 10. STAFF REPORTS AND COMMUNICATIONS There were no staff reports. VICE MAYOR BEACH’S COMMITTEE REPORT 12. FUTURE AGENDA ITEMS Mayor Colson suggested having meetings around housing in the same manner that the City has senior listening and student listening. Councilmember Keighran seconded this item so that it would be brought back to Council for further discussion on the agenda. 13.
