RESOLUTION OF THE CMY COTJNCIL OF THE CITY OF
BURLINGAME APPROVING AI{D LEVYING ASSESSMENTS FOR
TIIE SA}I MATEO COTJNTY TOTruSM BUSINESS IMPROVEMEI{T DISTRICT ANI)
APPROVING DISTRICT PROGRAMS AIYD ACTIVTIMS FOR TITE YEAR 2019
\YHEREAS, pursuant to Califomia Streets and Highways Code Section 36500 et seq.,
the San Mateo County Tourism Business Improvement District ("District" herein) has been
established for the purpose of promoting tourism in the District; and
WHEREAS, the District Advisory Board has requested the Burlingame City Council to
establish calendar year 2019 assessments for the Districq and
WHEREAS, on November 5, 2018, the City Council approved the District report and
adopted a resolution of intention declaring its intent to impose assessments for the calendar year
2019 and setting and noticing a public hearing about lhe proposed assessments for December 3,
2018; and
WHEREAS, notices were provided to the hotel businesses within the District as required
by law; and
WEEREAS, pursuant to the Streets & Highways Code, a public hearing on the proposed
assessments was duly held on December 3,2018, at 7:00 p.m. before the City Council of the City
of Burlingame, at the Council Chambers at 501 Primrose Road, Burlingame; and
WHEREAS, pursuant to the provisions ofthe Streets and Highways Code, the City
Council determined at the conclusion ofthe public hearing that a majority protest had not been
made as to the proposed assessments or as to any proposed program or activity for the District;
and
WIIEREAS, the proposed assessments and method of computing the assessments appear
reasonable and consistent with the ordinance establishing the District, as amended, and the
underlying State law; and
NOW, TIIERf,FORE, the City Council of the City of Burlingame does hereby
resolve, determine, and find as follows:
l. Upon close ofthe public hearing, written protests to assessments, improvements or
activities were not received which constituted a majority protest as defined in Government Code
sections 36500 and following; accordingly, the Council finds that there was no majority protest to
the assessments.
2. The City Council does hereby levy an assessment for the calendar year 2019 on hotel
businesses within the District as described in Cip of Burlingame Ordinance Nos. 1648, 1678,
and 1774, as further amended, for the purpose of funding services, programs, and activities ofthe
District.
3. The tpes of services, programs, and activities to be funded by the levy ofassessments
on businesses in the District for the calendar year 2019 are set forth in Exhibit "A", incorporated
herein by reference.
4. The basis for assessments for the calendar year 2019 on all hotels within the District
are set forth in Exhibit 'B", the Assessment Formula Chart, incorporated herein by reference.
5. The assessments for the calendar year 2019 on hotel businesses within the District
are set forth in Exhibit "C", incorporated herein by reference.
6. New businesses shall not be exempt fiom assessment.

sAN MATEO COUNW/STLTCON VALLEY CONVENTION & VTSTTORS BUREAU
PLANNED ACTIVITIES FOR 2019
For the calendar year 2019, the Bureau plans to continue all of its normal activities, including
but not limited to:
+ Exhibiting in trade shows;
* Conducting individual familiarization (FAM) and site tours for planners;
* Conducting FAM tours for international travel agents from overseas;
* Conducting FAM tours for members ofthe food and travel media from arou nd the U.S.;
* Conducting individual FAM tours for travel media;
* Using multiple social media channels to push out stories on the area;
r Conducting a major Google ads campaign;
* Advertising in meeting planner publications;
* Advertising in leisure publications;
+ Promoting the area to international and domestic media with regular releases of editorial;
* Creating multiple blogs every month to promote various aspects of the area;
t Working with Google to expand their coverage of our area partners, now that we have officially
been designated as the tourism representative of the area;
* Creating updated visitor guides, electronic maps and specialty brochures, such as our Dog
Friendly Guide;
* Doing sales outreach to recruit conferences, special events, tour and travel groups to the area;
* Sponsoring job fairs for area community college students to help employers in the hospitality
industry find team members;
* Continuing to promote our As Fresh as it Gets campaign;
+ Actively recruiting filming;
* Working with BART on a pilot project, using our website to allow future visitors to buy BART
tickets in advance of their visits.
