Library Board of Trustee Minutes
May 20, 2014
I. Call to Order
President Rosenthal called the meeting_to order at 5:30pm.
II. Roll Call
Trustees Present: Betsy Corcoran, Debra Donaldson, Deborah Griffith,
Lisa Rosenthal, Sandy Towle
Staff Present: Pat Harding, City Librarian

III. Library Board of Trustees Minutes April 15, 2014
The Trustees approved the minutes of the April 15, 2014 meeting.

IV. Correspondence and Information
A. Statistics
1. Format Change - Section containing e-book downloads has been moved to
coincide with Circulation statistics.
2. Circulation Trends- Pat Harding noted that fewer new materials were being
purchased due to extensive purchasing of materials in 2013. Circulation has a
tendency to decline when there are fewer new items for the patrons to access.
The Trustees offered ideas and suggestions on how to find ways to increase
circulation.
a. Displays Trustee Rosenthal encouraged brainstorming with staff the
possibility of more book and media displays. .
b. Survey - Trustee Corcoran noted that conducting a survey of library patrons
as to how they are using their electronic devices might give us insight into
whether e-books readers are affecting our Circulation.
c. Possible Survey Questions
• Do you download e-books at home rather than coming to the library for
reading materials?
• How many books have you purchased on an electronic device?
• How often do you use an e-reader to download books from the library?
• Do you know how to download an e-reader from the library?
• Are you reading more or less than before you used an e-reader?
3. Books on Hold-Trustee Corcoran inquired if the number of holds on a
particular title are individually tracked and if additional copies are purchased for
a popular item. Pat advised that both of these procedures are in place.
B. Duncan Fund
The Trustees reviewed the reporting statement from January 1, 2014 through
March 31, 2014 for the Duncan Fund which showed that the Library's investment
gained in value..

V. Reports
A. City Librarian's Report- Highlights
1. Personnel.- Children's Librarian Kathy Von Mayrhauser will be working part time
from home while she recovers from foot surgery.
2. Millennium Project Bid documents have been posted in the trade journals.
Twenty Two contractors attended the mandatory pre-bid,conference held on May
8, 2014. Bid documents are available at Barker Blue Prints for a cost of$310.00.
Bid documents will be opened June 4, 2014 at City Hall.
3. Budget Study Session-The City Council approved a .51 FTE increase for library
personnel.
4. CAL PERS- Cal PERS has issued a directive that Cal PERS retirees can no
longer be employed as hourly staff except in very specific situations.
5. Summer Reading Kickoff Events-The main library will hold its kickoff event
for summer reading on Saturday June 14th from 1-3PM. Easton's kickoff will be
Monday, June 16th from 6:30-7:30PM.
6. Family Fun Nights- Family Fun Nights will begin June 17th through July 29th.
There will be two shows each night. The Trustees are funding the second show in
order to provide the opportunity for all children to attend the shows.
B. Foundation Report
Book and Author Luncheon-The Foundation raised approximately $60,000
through its "Fund A Need" request for donations from luncheon guests to support
the "Our Library Our Future" campaign for the remodel of the Library. $25,000 of
this amount was a matching gift from an anonymous don6r for the day of the event
only. The capital campaign has now passed the half way mark towards its goal of
$1M.
VI. Unfinished Business
Hold Fees
The City Council approved the elimination of hold fees for the Burlingame Library. The
Peninsula Library System is going forward with the plan to eliminate hold fees in their
jurisdiction.
VII. New Business
A. Inappropriate Patron Behavior
Pat Harding has written warning letters to Doug Meyer and Eric Oswald advising
them that they will be banned from the library for a specific time period if their
disorderly behavior continues. The City Attorney, Kathleen Kane, approved Pat
`Harding's request to mail or hand deliver the letters.
B. Behavior Policy
The Trustees approved a motion to make an addition to the current Behavior Policy
stating that e-cigarettes be included in the ban on smoking in the library and
within 20 feet of the library entrance.
VIII. Adjournment
The meeting was adjourned at 7:OOPM. The next meeting of the Library Board of
Trustees will be held June 17, 2014, in the Library Conference Room at 5:30PM.
