Call to Order President Rosenthal called the meeting_to order at 5:30pm. II. Roll Call Trustees Present: Betsy Corcoran, Debra Donaldson, Deborah Griffith, Lisa Rosenthal, Sandy Towle Staff Present: Pat Harding, City Librarian -Sidney Poland, Recorder Public: Mike Nagler III. Library Board of Trustees Minutes April 15, 2014 The Trustees approved the minutes of the April 15, 2014 meeting. M/S/C (Towle/Griffith) IV. Correspondence and Information A. Statistics 1. Format Change - Section containing e-book downloads has been moved to coincide with Circulation statistics. 2. Circulation Trends- Pat Harding noted that fewer new materials were being purchased due to extensive purchasing of materials in 2013. Circulation has a tendency to decline when there are fewer new items for the patrons to access. The Trustees offered ideas and suggestions on how to find ways to increase circulation. a. Displays Trustee Rosenthal encouraged brainstorming with staff the possibility of more book and media displays. . b. Survey - Trustee Corcoran noted that conducting a survey of library patrons as to how they are using their electronic devices might give us insight into whether e-books readers are affecting our Circulation. c. Possible Survey Questions • Do you download e-books at home rather than coming to the library for reading materials? • How many books have you purchased on an electronic device? • How often do you use an e-reader to download books from the library? • Do you know how to download an e-reader from the library? • Are you reading more or less than before you used an e-reader? 3. Books on Hold-Trustee Corcoran inquired if the number of holds on a particular title are individually tracked and if additional copies are purchased for a popular item. Pat advised that both of these procedures are in place. B. Duncan Fund The Trustees reviewed the reporting statement from January 1, 2014 through March 31, 2014 for the Duncan Fund which showed that the Library's investment gained in value.. 48o Primrose Road Burlingame•California 94010-4083 Phone(650)558-7474'Fax(650)342-6295-www.burlingame.org/library V. Reports A. City Librarian's Report- Highlights 1. Personnel.- Children's Librarian Kathy Von Mayrhauser will be working part time from home while she recovers from foot surgery. 2. Millennium Project Bid documents have been posted in the trade journals. Twenty Two contractors attended the mandatory pre-bid,conference held on May 8, 2014. Bid documents are available at Barker Blue Prints for a cost of$310.00. Bid documents will be opened June 4, 2014 at City Hall. 3. Budget Study Session-The City Council approved a .51 FTE increase for library personnel. 4. CAL PERS- Cal PERS has issued a directive that Cal PERS retirees can no longer be employed as hourly staff except in very specific situations. 5. Summer Reading Kickoff Events-The main library will hold its kickoff event for summer reading on Saturday June 14th from 1-3PM. Easton's kickoff will be Monday, June 16th from 6:30-7:30PM. 6. Family Fun Nights- Family Fun Nights will begin June 17th through July 29th. There will be two shows each night. The Trustees are funding the second show in order to provide the opportunity for all children to attend the shows. B. Foundation Report Book and Author Luncheon-The Foundation raised approximately $60,000 through its "Fund A Need" request for donations from luncheon guests to support the "Our Library Our Future" campaign for the remodel of the Library. $25,000 of this amount was a matching gift from an anonymous don6r for the day of the event only. The capital campaign has now passed the half way mark towards its goal of $1M. VI. Unfinished Business Hold Fees The City Council approved the elimination of hold fees for the Burlingame Library. The Peninsula Library System is going forward with the plan to eliminate hold fees in their jurisdiction. VII. New Business A. Inappropriate Patron Behavior Pat Harding has written warning letters to Doug Meyer and Eric Oswald advising them that they will be banned from the library for a specific time period if their disorderly behavior continues. The City Attorney, Kathleen Kane, approved Pat `Harding's request to mail or hand deliver the letters. B. Behavior Policy The Trustees approved a motion to make an addition to the current Behavior Policy stating that e-cigarettes be included in the ban on smoking in the library and within 20 feet of the library entrance. VIII. Adjournment The meeting was adjourned at 7:OOPM. The next meeting of the Library Board of Trustees will be held June 17, 2014, in the Library Conference Room at 5:30PM. June 17, 2014 Personnel— Raina Tuakoi is the recipient of the 2014 CLA Begun Scholarship. This is a $3,000 scholarship given to students who have demonstrated a commitment to becoming children's or young adult librarians in California public libraries. Raina received her Master's in Library and Information Services from San Jose this spring. Raina was hired as a Library Aide in 2010 and was promoted to a Library Assistant in 2011. CalPERS Retirees— Managers are meeting with all CalPERS retirees and going over the changes and new rules. Leslie will be attending the Library's All-Staff meeting on June 18 to go over this and succession planning with all staff. Millennium Project—The bids were opened on Thursday, June 4 at City Hall. We had 4 bids — Cal Pacific Construction, Inc., Romkon Inc, Transworld Construction, Inc. and Zolman Construction & Development Inc. This part of the construction project was estimated to cost $1.7M. The low bid was Zolman Construction & Development Inc. at $1, 659,000. 1 will be going to City Council on July 7, 2014 with a recommendation to award the contract to Zolman. Foundation —The Our Library Our Future has raised $516,000. Our next meeting is June 23. We will be discussing opening up the campaign including putting up a thermometer to inform the public where we are in the fundraising effort. Lions Club—The Lions Club gave a check of $2,000 to the Foundation for the Children's Summer Reading program. Little Free Library- The Big Lift, a San Mateo countywide effort with the goal of increasing reading proficiency of third grad students from 58% to 80% by 2020, is working with Hands on Bay Area (HOBA) to provide these little libraries. This is being done as a community service activity for Google and Genetech employees. Together, both corporations have agreed to fund and assemble approximately 200 little free libraries as part of their volunteer days in June. 44 The focus of these little libraries will be children's materials. Right now we are looking for good homes. 1 Hold Fees Eliminated— PLS Administrative Council voted on June 5, 2014 to eliminate hold fees for all materials in the new fiscal year. Do You Crochet?—The wig library is doing a special DO you Crochet? project to tie in with this year's Summer Reading Program. The project calls for simple crocheted flowers and lots of them! These flowers are going to decorate the library all summer. We provide the pattern, you do the crocheting! Summer Reading Kickoff Event at the Main Library on Saturday, June 14th from 1-3 pm with a jazz band, face painting, refreshments, a book sale, and attendees can pick up their summer reading club booklets. There will also be a Summer Reading Kickoff Event at the Easton Branch Library on Monday, June 16 from 6:30-7:30 pm. There will be jazz music, refreshments, and a signup table to pick up summer reading club booklets. Family Fun nights will be held every Tuesday evening from June 17 through July 29. This year we will have two shows each week—5PM and & 7PM. The Library Board of Trustees has offered to pay for the second show because last year's single shows were "sold out". There will also be special programs for teens each Wednesday afternoon in July. The programs are called WOW (What's on Wednesday) and will feature a Food Day, Games Day (such as Wii, Twister, Musical Chairs, etc.), Do it Yourself Day with crafts, Duct Tape craft day, and a movie day. These programs are open to teens entering 6th-12th grade.
