BURLINGAME PUBLIC LIBRARY BOARD
MARCH 14; 1951
Trustees present: President Johnson, Mrs. Harrison, Mr. Burns, Mr.
Fichtner, Mr. Crosby
The minutes of the February 14th meeting were read and approved.
BILLS The bills were checked by members of the Board. On motion by
Mr. Crosby, seconded by Mr. Fichtner, and carried, the bills for
X1,393.20 were ordered paid.
The librarian's report, as given on the statistical page of the
monthly report, was ordered accepted.
The monthly financial budget expenditure sheet was checked.
OLD
BUSINESS Civil Service Commission
After consultation by telephone with Mr. Lancaster, the librar
was requested to write miss Edwards, stating that it was the
belief of the Library Board and the Civil Service Commission t
the City Council would grant a salary adjustment. The librari
reported that all inquiries of the various desirable candidate
regarding their willingness to work at this library had result
in the negative, with the exception of Miss Edwards. It was
decided that a new attempt be made to locate a person with the
right qualifications for the position as Senior Librarian- aft
the salary recommendation has been acted upon by the City Conn
Lighting:
It wasdecidedthat Mr. Fichtner was to find out what it would
cost to install the fluorescent fixtures in the main reading r
and to complete that part of the whole lighting program if
sufficient funds remained in the capital expenditure budget.
Salaries:
Mrs. Johnson informed the Board that Mr. Lancaster stated that
Civil Service Commission had reported favorably to the City
Council on the salary adjustment as requested by the Library B
and that we were receiving the full cooperation of the Civil
Service Commission.
NEW
BUSINESS Non-resident fees:
After a brief discussion, a motion was made by Mr. Crosby to
increase from $2.00 to $4.00 the non-resident fee. This was
seconded by Mr. Fichtner, and carried. (This will take effect
April 1, 1951.)

Budget--1951-52
- A preliminary study of the budget was made. The operational
section was deemed satisfactory. The salary division was put
aside until action by the City Council. The capital expenditu
section was left open for more complete data on painting,
building repair, and other items. Mrs. Johnson was requested
to obtain professional advice concerning the necessary repairs
in the building.

MINUTES OF THE SPECIAL MEETING
OF THE BOARD OF TRUSTEES OF THE
BURLINGAME PUBLIC LIBRARY HELD
MARCH 26, 1951 AT 7:30 P.M.
Trustees present: President Johnson, Mr. Fichtner, Mrs.Harrison, Mr
Burns, Mr. Crosby
Also present were Councilman Byrd and Simonds
The meeting was called to order at 7:30.
Contractor Simonds reported as follows on his brief survey of the bu
undertaken at the request of the Library Board:
MAIN LIBRARY
Plaster condition: Archway between stacks and delivery room
needs patching and metal cover strips.
Recommended 2 angle irons of stainless steel to the heighth
3 feet to protect the corners from damage. Mr. Fichtner sai
he would donate same.
Indicated crack in board room and recommended repair.
Painting interior: lavatories, radiators--swinging door ref
Other interior recommendations: door check on men's lavatory
should be replaced; steam plant- contact union representativ
in order, to find competent vacuum system steam fitter.
Outside condition: complete trim and window and door paint
Recommended three coats lead and oil- material to be deliver
on the job in original container.
Rear door and other surfaces inpoor condition should be bur:
and crack filled.
Small contractors are to be preferred.
Repair of membrane wall at rear of stacks. Cracks should be
calked with oakum and hydrocoil or hot tar used. (Charlie W.
may have equipment.)
BRANCH LIBRARY
Recommended termite inspection and general painting and recd;
ditioning of building. Inspection of roof and repair of same

budget to take care of the upkeep of the building.
Mr. Simonds was thanked by the members of the Board- for his very hel;
determination of the condition of the buildings. He and Mr. Byrd th4
excused themselves, as they had to attend another meeting.
SALARIES: After some discussion as to the necessity of notifying Phi:
Edwards as to the salary status of her position, it was moved by Mr.
Crosby and seconded by Mrs. Harrison that a letter be addressed to t]
I,Iayor and copies to each of the Councilmen asking for definite instn
in regard to the salary adjustment for the Assistant Librarian- copil
of the letter of January 15th in regard to salary adjustment to be
included. Copies of these letters are appended.
CONTRACTS AND BIDS: It was requested that a letter be addressed to
City Attorney, Mr.Karmel in order to determine the maximum cost of
any particular job before it is necessary to go to bid.
LIGHTING: A motion was made by Mr. Crosby and seconded by Mr. Burns,
and carried, that the fluorescent lighting, as detailed by Mr.
Fichtner, be installed in the main reading room.
BUDGET: The salary and operational items of the proposed budget were
briefly discussed and a rough estimate made of the possible capitol
expenditures in order to arrive at a maximum estimate of necessary
costs of repairs to the building, etc. The librarian was authorized
to obtain estimates on the various items previously mentioned by Mr.
Simonds. It was concluded that a maximum budget of 064,000 be adopte
subject to capitol expenditure adjustments. It was so moved by Mr.
Burns and seconded by Mr. Fichtner, and carried.
The meeting adjourned on motion by Mr. Burns.

PURPOSE: To review out-of-State applications for the position of Ser.
Librarian and Assistant Librarian
To further study salary adjustments
After a report by Mr. Lancaster in which he assured the
Library Board of the cooperation of the Civil Service Com-
mission and considerable discussion and perusal of the
acceptable candidates, it was decided to allow the libraris
with the advice and consent of Mrs. Johnson and Mrs. Harris
to exercize his discretion as to the choice of an Assistant
and a Senior Librarian.
It was agreed that the librarian should submit a comparatiN
list of the salaries, etc. of the various equivalent
libraries of this area to the Civil Service Commission.
On motion by Mr. Fichtner the meeting adjourned.
