VI. Unfinished Business
A. Capital Campaign Task Force Committee Report
The committee will meet on November 12th and introduce new members
that were recently recruited.
B. Trustee Project - Living History - Sandy Towle
The first Living History guest, Dr. Edward Anders, spoke last night on his
early years in Latvia first living under Russian dominance and later
under German control during World War Il. Dr. Anders was introduced by
his son,'George Anders and Cody Simmons filmed the event. Dr. Anders
presentation was thoroughly enjoyed by those who attended. Many of the
attendees were Latvians who live in and around the Bay area.
President Corcoran noted that the next step in the project is to put together
a provisional list of guests to participate in the project and requested
Trustee Towle to begin this task. Trustee Griffith suggested contacting
Michael Svanevik. Community referrals would be a good source.
C. Trustee Project - Newcomer's Report - Lisa Rosenthal
Trustee Rosenthal is making revisions on the Newcomer letter and will
contact Maryam Refahi, staff artist, to reformat it to one page.
D. Millennium Project - Pat Harding
At the Project Management Team Meeting on October 2nd with Andrea
Gifford and Wayne Gehrke the following issues were discussed:
• Temporary.Staff Location - the possibility of setting up a trailer to
house the staff for a period of 4-6 months. Estimated cost: set up
$8,600, removal $3,700, monthly rental $1,200. The advantage is
staff will be removed from construction scene and the Lane.Room
could still be available.
• Staff Relocation - Circulation staff will move to the upper level; staff
areas will be redesigned to a smaller configuration in order to make
better use of unused space. The redesign of the upper level will also
provide for an additional meeting room.
• Cafe and Foundation Book Store -Three different layouts of the
cafe and Foundation book store which will be located on the main
level were reviewed by the committee. The-committee selected
drawing C (attached to minutes) because it provided more open
space.
• Signage - signage will be lower and therefore more visible to patrons.
E. Employee Achievement Awards
Trustees Griffith and McCormack will review the nominations for the employee
achievement awards and select the most qualified candidates based on input
from their peers.
VII. New Business
The Trustees approved the motion to move the November meeting from
November 20th to November 27th due to scheduling conflicts.

City Librarian Report to Board of Trustees
November 27, 2012
Personnel News—Personnel News—On Friday, November 2, ten BPL staff attended "The Sky's the Limit" CLA
Awards Gala 2012 in San Jose. Burlingame Public Library won a PR Excellence Award for our Tasty Reads Adult
Summer Reading Program. Brad McCulley, one of our Reference Librarians, came up with this creative way to
combine PR for the programs, registration for the Summer Reading program, and a Reading Log all in the form
of a bookmark! Maryam Refahi, our graphic artist put it all together and designed it in the style of the original
Betty Crocker cookbook.
All-Staff Meeting—Approximately 30 staff attended the November 15th All-Staff meeting. Agenda items
included:
• Anniversary Gift Cards—We celebrated 33 staff anniversaries with a total of 489 years of service—
from 1 year to 39 years!
• Workplace Wellness—Linda Santo and Geralyn O'Brien are on the the City's Wellness Committee and
will be working with other employees to adopt Wellness guideline. The City is working with Dan
McClure, CEO of Generations Community Wellness, a non-profit organization.
• Thin Client and Bandwidth. The first Thin Client computer has been set up and is being tested and
others will follow within the next few weeks. The library bandwidth has doubled from 10 Mbps to 20
Mbps.
• Behavior Policy. Linda Santo and Amy Gettle have been working on a revision of our current Behavior
Policy. Individual library departments will meet to go over the revision and make comments.
Managers will bring their comments to a meeting in December.
• Group 4 presentation —Wayne Gehrke from Group 4 presented an update of the Millennium Project.
Staff requested that we hold smaller staff meetings to go over the project. We will schedule in
December.
CLA—A number of staff attended exhibits, pre-conference workshop and some of the many programs from
Friday, November 2 through Sunday, November 4. Staff came away with some great ideas and information.
During CLA Barry Mills and I met with two of the Group 4 architects to tour Los Gatos Library. Los Gatos was
completed in February 2012 and is a beautiful building with a lot of interesting public art and great spaces. I
also toured Santa Clara Public Library with Group 4. 1 got some great ideas for magazine displays, group study
areas, carpet, chairs with tablet arms.
City Personnel—Lisa Goldman, Assistant City Manager in Alameda, was approved as the new City Manager in
Burlingame. Jim Nantell's retirement party is December 17, 2012 at the Park & Recreation Center.
Recent Children's Programs:
Author James Dashner discussed his new series for young readers— "Infinity Ring". There were 52
children in attendance.
• Frankenswine, our Halloween program was a big hit with about 110 kids and their parents.
• Wizbots, our first "Make it @ your Library" program has "sold out" with a limit of 20 kids making their
own robots.
1
Kindergarten Library Card Drive a huge success!
The Children's Department promoted their third annual Kindergarten Library Card drive this
year. The library card drive aims to ensure that all Kindergarten students have a library card at
the time they begin school. We are pleased to report that 100 percent of Burlingame and
Hillsborough Kindergarten classes participated. Burlingame Public Library has distributed over
170 new library cards this fall—with more to be processed. Our hope is that these emerging
readers will use their new library cards as they take their first step toward enriched
independent reading.
Millennium Project—The library PMT met with Andrea Gifford and Wayne Gehrke from Group 4 on November
13th. Discussed:
• Automated Materials Handling System (AMHS). Amy, Pat and Barry met with Al Skinner from 3M to
discuss the possibility of connecting the exterior and interior smart book drops into one system. Al
Skinner also proposed two separate systems in the one room. Staff is concerned about the lack of
space for book trucks and book bins with both of these systems. Library Managers will discuss and get
back to PMT. Andrea met with each library department and discussed their staff space needs.
• Items outside the current scope of work—HVAC controls, lighting controls, and security system. I will
meet with Syed, PW Director and staff to discuss whether these are feasible for this project and
whether there is funding.
•. • Design Update: Site improvements—we will need to change the slope of the ramp and set a "landing
place" for patrons to use the new AMHS. We will also need to supply two short term parking places for
people to drop off their books. This will necessitate removing one of the ADA parking spots in the lot.
Ideally we would add an ADA spot in front of the library on the street. I will work with PW on this
issue.
• Wayne and Andrea presented preliminary plans and design renderings. (see attached for design
renderings.
• Budget changes
Wayne, Andrea, and I met with Susan May and Jim Cannon and went over the Foundation's Book Selling
Group's space needs. After the meeting Susan and Jim supplied Group 4 with the current linear feet of
shelving used in the compact shelving, sorting room and "R".
Wayne, Andrea, Barry Mills, and I met with mechanical, plumbing, electrical, tele/data and audio visual
consultants and Rob Mallick and Art Morimoto from the city's PW's Department. We reviewed:
• The plans and scope of work
• The Phasing Diagram
• Phasing and Design Cost Plan
2
Problem Patrons—I have been working with Sergeant Don Shepley, from the Buringame Police Department
and Gus Guinan about how to deal with two serious problem patrons, Brian O'Meara and Roslyn Aitken.
Discussion of disciplinary procedures are on the agenda and we will have a special meeting on December 12 in
the Lane Community Room at 2PM.
If either of these patrons come into the library, Burlingame Police Officers have been told to respond and
advise the patrons that they are not welcome in the library and need to leave immediately. They are not to
return to the library until they have been notified by the City that they can return. Next week, the City
Attorney will provide letters to the library staff as well as PD staff advising of the Trustee hearing. BPD will
attempt to serve these letters to the patrons.
Brian O'Meara_has been bathing in the library's men's room. He has also allegedly threatened a patron with a
gun and harassed a staff member. Police were called and to date, there is nothing to substantiate he has a
gun. However, the library staff feels threatened around him. Mr. O'Meara is most likely a transient. I have
told staff to contact me when Mr. O'Meara comes into the library. I will call the police and have them ask him
to leave and not return.
Roslyn Aitken_has been a patron of the library for years. Initially, library staff were concerned for Ms. Aitken
as they have noticed her condition is deteriorating. She has lost a significant amount of weight over the last
several months. She is also having issues with her personal hygiene. Recently, she became a prime suspect of
defecating in the hallways of the library. On 11/20/12, as I was walking her towards the door after asking her
to leave the library, she defecated in front of me. I have told Roslyn not to return to the library and Corporal
Tackett has told her to expect a letter about a future hearing. Staff will call police if she comes into the library.

Trustee Approval to Change 2012 Library Holiday Schedule
On October 29, 2012, Pat Harding, City Librarian, notified Trustee Board President Betsy
Corcoran that all City departments have decided to close full days on Christmas and New
Year's Eve and requested that the Library Trustees approve the same holiday schedule for the
Burlingame Library. In order to facilitate informing staff and PLS libraries of the schedule
change and since the Trustee Board meeting was moved to November 27th, President Corcoran
agreed that an e-mail response would be appropriate. President Corcoran expressed her
consent in favor of the Christmas and New Year's Eve change.
At the request of President Corcoran, Sidney Poland Recorder sent an e-mail to Trustees
Corcoran, Griffith, McCormack, Rosenthal and Towle expressing the City Librarian's proposal
to close the Burlingame Library for a full day on Christmas and New Year's Eve. The proposal
passed with 4 Trustees voting"yes" and one Trustee voting `no".
Upon receiving approval from the Library Board of Trustees, Part Harding advised all interested
parties of the Library holiday schedule change.
