Shown in the table below is a comparative annalysis of the four-step
San Mateo Salary Scale and the three-step Burlingame Salary Scale adjusted
to San Mateo.
As can be seen the additional step in the San Mateo scale results in
a saving of 4340. This in itself is hardly significant but if the change
were on a city-wide basis, the resulting savings would be several thousand
dollars. moreover, there are very few cities using the three-step scale
and even fewer using the four-step. The majority now have a five-step scale,
as did Burlingame several years ago.
The change seems warranted as it would not only result in an over-all
savings, but tends to keep employees longer and more satisfied for the
first few years. By the time they reach the top of the scaler it is quite
possible that their roots in the community would be so firmly planted that
they would not consider moving to another community for a slightly higher
compensation.

ARTICLE 1, BOARD OF TRUSTEES
Section 1. The Burlingame Public Library shall be
managed by a Board designated as the Board of Library Trustees, consisting
of five members to be appointed and to act in the manner provided by the
laws of the State of California.
ARTICLE II. OFFICERS
Section 1. The officers of the Board of Library
Trustees shall consist of a President and Secretary.
Section 2, The officers shall be elected by the
Board of Library Trustees from its own membership,
Section 3, Election of officers shall be held at
a Board meeting in July of each year.
Section 4. Officers shall serve for one year, but
are eligible for re-election.
Section 5. The Board of Library Trustees may give
any of its members, by a majority vote, a leave of absence for good
and sufficient reasons at any time.
ARTICLE III. DUTIES OF OFFICERS
Section 1. PRESIDEFT. The President shall preside
at all meetings of the Board of Library Trustees, and shall be a member
ex officio with the right to vote on all committees. He shall communi-
cate to the Board such matters and make such suggestions as may in his
opinion be advisable or necessary and shall perform all other duties
which are necessarily incident to the office of President of the Board,
of Library Trustees.
Section 2. SECRETARY. The Secretary shall attend
all meetings of the Board of Library Trustees, shall keep a record of
their meetings in the absence of the Clerk, and shall carry on the
necessary correspondence of the Board.
Section 3. The minute book shall not leave the
Library without the knowledge and consent of the Board of Library
Trustees and of the Librarian.

ARTICLE IV. MEETINGS
Section 1, The regular meetings of the Board of
Library Trustees shall be held on the thirdof each month,
at a place and time to be determined by the Boar .
Section 2. Board members shall be notified in
advance of each meeting and they will indicate to the Clerk of the
Board if they cannot attend.
Section 3. The order of business shall be;
a) reading of the minutes
b) reading and authorizing payment of bills
e ) report of the Librarian
d) monthly financial statement
e ) other reports
f) old business
g) communications
h) new business
i) adjournment
Section 4. Robertts Rules of Order, Revised, shall
be the parliamentary authority of the Board, subject to special rules
which have been or will be adopted.
Section 5. The Librarian shall be designated ex
officio Clerk-of-the-Board,
Section 6. The signature of all Board members are
valid on warrents.
ARTICLE V. COMMITTX&S
Section 1. Each year the President shall appoint
such committees as are required.
ARTICLE VI. AMMMENTS
Section 1. These by-laws may be amended or repealed
by a majority vote of the Board of Library Trustees,
Section 2. Notice of proposed changes of the by-
laws shall be given with the call of the meeting.

CircLlation Work Is carrl.ftad an at the Main Desk, occupying a conspicuous place
directly in line with the front door. This desk serves as a focal point for the whole library.
Books are checked out and returned here, all cash sactions are carried on here. Circu-
lation work involves a lot of cl:.rlcal. Youtiaes which must be executed speedily and accurately.
All new borrovers are registered at the clTculatlon desk. Frequently the patrongs first
contact with a librarian takes place at this desk. The staff is assigned for duty here on
an hour-to-houz basis.
