As can be seen the additional step in the San Mateo scale results in a saving of 4340. This in itself is hardly significant but if the change were on a city-wide basis, the resulting savings would be several thousand dollars. moreover, there are very few cities using the three-step scale and even fewer using the four-step. The majority now have a five-step scale, as did Burlingame several years ago. The change seems warranted as it would not only result in an over-all savings, but tends to keep employees longer and more satisfied for the first few years. By the time they reach the top of the scaler it is quite possible that their roots in the community would be so firmly planted that they would not consider moving to another community for a slightly higher compensation.
