Trustees Present: Pres. Cohendet, Trustee Crosby, Trustee Edwards.
Trustees Absent: Trustee Moody. Trustee Harrison was excused from the meeting
because of illness.

X.T.W., were studied and approved as submitted on a motion by Trustee Crosby,
seconded by Trustee Edwards and carried.
NEW BUSINESS
Tons on of Addition. Trustee Edwards moved that a letter be directed to
e City Z7uncil requesting the City Council to authorize the Library Board to
call for bids on the construction of the addition to the Main Library and to
open said bids and to recommend to the Council the award of the bid to the
lowest responsible bidder. The motion was seconded by Trustee Crosby and
carried. It was agreed that the bids would be opened at the next regular
meeting of the Library Board on September 15, 1959.
Replacement of Childrents Librarian. AS Mrs. Foltz has indicated her intention
o resign as soon as a rep_ acemen is available, the Librarian requested the
Board for permission to ask the Civil Service Commission for an examination.
Trustee Edwards moved that the Librarian take whatever steps are necessary to
replace Mrs. Foltz with an experienced Children's Librarian. The motion was
seconded by Trustee Crosby and carried.
Letter to D.A.R. Pres. Cohendet requested the Librarian to write a thank you
leEter o the .A.R. for the donation of 6'10.00 towards the framing of the
portraits of Anson Burlingame.

BURLINCAME PUBLIC LIBRARY RECORD COLLECTION
With gifts. of records and money for the purchase of records, the caallectiear.
of recordings In the Burlingame Public Library has grown considerably within the
past two years. Experience to date with the handling of recordings, as well as
the experience of one of our staff members in another library previoes to his
association with the Burlingame Public Library, and the experience of other
libraries elsewhere:, has shown that unless a definite policy regarding replacement
of record0ga damaged through handling and normal wear is instituted, there woule
be little sense Q continuing to buy records er in hoping to maintain the collection
at its present level. In view of this experience, Mx. G€iWI% queried the staff
of the Santa Barbara Public Library about their collection and their policies in
handling the recordings they have. This one library was selected becruse it AS
an outstanding collection of recordings for an institution of its size,, end bscausc
the record collection is quite active in circulation, as well as of a, high caliber
in selection. The fallowing facts were obtained from the correspondence.,
A collection of 50 albums of 78 r.p.m. recordings and 3,200 long-playing
records, circulated a total of 57,741 times during the 1958-1959 year. .'here is
no aunt allocated in the budget for the purchase of recordings, but an in^as-male
of about $1500 per year from fines and rentals is sufficient to repl&ce warn
recordings and to buy new ones, in addition to recordings donated to the lib ery
by patrons. A rental bee of 10¢ a week per record is charged on all new re rd-
mage until the records have either circulated 20 times. have been in the collec.
tion for 5 moaths, or show considerable scratching. Fines of Q per wcord on
LP o s and 10 per album on 78 o s are changed for each day overdue. 'There to no limit
an the number of rental rec*rds that a patron may withdrzw at a tire!:, no limit on
the number of 78 r.p.m. album , but a limit of 7 We is set for each withdrawal
by a patron.
The Santa Barbara collection, administered on this basis, has grown freem a
modest collection of cast-off 78 r.p.m. albums to the present size znJ reality.
While the Burliags2a library: record collection is only ablaut 1/6 the size of that
at Santa Barbara, it is a good though small one and is larger than the Santa Barbara
collection wes at its inception. There is no charge for borinwing recozess, new or
old. O erdun fines are 10¢ per day per album (single LP records are considered
an album, ex:ept when two or more are contained its the album of a longer werk such
as a complete opera). It is our belief that a rental fee, similar to that Charged
at Santa Barbara, and the retention of the present fine rate would help enlarge
the collectins' and provide rap aacemernts for worn recordings.
