MINUTES OF THE MEETING 0 F THE BURLINGAME PUBLIC LIBRARY BOARD March 17, 1964 TRUSTEES PRESENT: Moody, Cohendet, Harrison, DeMartini TRUSTEES ABSENT: Lynes MINUTES: Minutes of the previous meeting of February 17, 1964, were read and approved. BILLS On a motion by Air. DeMartini, seconded by Mrs. Harrison, bills in the amount of $2,267.33 were ordered paid. LIBRARIAN'S REPORT The Librarian's report was read and accepted. MONTHLY FINANCIAL STAThMENT The financial statement was approved and placed on file. OLD BUSINESS Parking. The Librarian stated that the City Council has not yet resolved the parking situation as regards the deletion of the library lot, the Steinbeck Lot, or the Donnelly House Lot. Demolition of Building. The Librarian stated that as soon as the parking situation is resolved, demolition of the house on the Library Lot will be considered by the City Council. NEW BUSINESS Budget. After considerable discussion of the proposed budget at which time the Librarian pointed out that, without capital expenditures, the probable tax rate would be 20.5¢, it was the consensus of opinion that capital expenditure items which had been previously submitted together with such new items as the library finds necessary, should also be included to the extent of $3,000.00. It was moved by Mrs. Harrison and seconded by Mr. DeMartini that the proposed budget of $157,265.11 as submitted by the Librarian be approved with the addition of $3,000 for capital expenditures. ADJOU&LAMENT On a motion by Mrs. Cohendet, seconded by Mrs. Harrison, the meeting was adjourned with the next regularly scheduled meeting set for Tuesday, April 21st. This loss in circulation is difficult. to explain in the light of the increase in the total number of patrons. We added 374 patrons during the month of March and during the year previously, we added 1,091 patrons for a total of 13,673. The staff believes there is a considerable increase in reference work both due to adult and young people with, of course, the emphasis on the high school students. The two most likely explanations of a die^rease in circulation are inability of adults to park at night and lack of sYane for library pa;.rens at night due to the ever-mounting teen population. This group has always been with us, but now they are with us far more than ever before, We can partially cope with the parking problem at night by changing the parking limit from 6 p.m. to 9 p.m. for the present meters and green zones. The second problem, that of space, can only be helped by the construction of an addition to increase the seating capacity. ilo cTer, the confusion can be partly eliminated by the employment of a part- time police officer to help maintain discipline., This officer could also serve as a special parking officer at night to <mforce the new parking meters regulations. ' F"�-Spi ago (:naty The Librarian attended the third meeting of the City Librarians and County Librarians of Sin Aateo County with William Spangler & Associates and Ar.John Richards, library consultant. Ir. Richards presented a preliminary report based to a large degree on the CoolidCP ge and Wight study for PLECC "Planning for Pu':lic Library Service in the San Franl;isco Bay Area, �-. 1963." On Thursday ;horning, April 16, 1964, ;ors. Besgsing; and AIr. Finney attended a meeting of the Peninsula Libra As ociation held at the College of Notre Dame, Belmont. The meeting was given over to (1) discussion of ideas for the library booth at the Career Guidance Center, May 4th to Cth; (2) a demonstration of various forms used by the Peninsula public libraries to simplify library procedures. I looked down into an anxious little girl's face just peering over the charging desk. "What jj wrong with them" I asked? Solemnly she answered, "Ilnw cox, you tell where 'they begin and where they end? They don't have any pictures." lie walked over to see the offending; books, and, as I had suspected, she had gotten around the corner into the boobs for older boys and girls. So I told her about words, reading and learning to read -tdien you go to school. Steered safely beck to the picture book corner she_ went away reassured. One way or another,every day in the Childrens Room seems to open new doors to one of our visitors. Speaking of books with no pictures, we have added one that is all pictures, which makes a pleasant aid decorative addition to €sur displays for the youngest children. We have had a busy month. First,, ire featured the new Caldecott and Newbery prize winners. Then we had our Easter Hours with our Easter Lbg Trees. These parties were announced in the Burlingame Advance-Star and the San Aateo Times. mgrs. Dunn had 103 childrq'n squashed into the Childrens Room at the Branch. We settled for a more modest 30 at the Hain L4.brary at �- the older childrens® program and 47 of the pre-aLhoolers. Displays were changed t;.e first of April at both libraries. lie have featured seasonal bulletin boards and a new childrens book, A Stork for the hell Tower, by Dale Fife, a local author who is an avid user of our library. The gloss case at Again is filled with Alsatian cosVuneA, over a hundred years old, loaned by Airs. Fife. What we can do at Alain with our LDR-A LIAN9 S RUORP April 21, 1964 �. Page 2 Bulletin Boards is limited by what can be pinned to the corrugated yellow paper which has seen better days. I strongly urge that cork boards be installed at as early a date as possible. Twp unpleasant incidents marred our life at the Main Library. Some Intermediate School Children in the Childrens Boom on an evening when it was unattended, broke all the egrgs on the Laster Egg Tree. The following Tuesday as the library was closing, some hoodlums fired three shots through the Childrens Room windows. The police were notified of the latter event. As a result, we have rearranged our schedules and now have someone on duty in the Chi�drens Room four evenings a week. lre. Bergsing and Mrs. Powell attended the regular monthly book reviewing meeting of A.C.L. and also an all day institute on library work with the physically handicapper) child. The program was unusually interesting and informative. Perhaps of greatest help were the suggestions for wor'_ting with the deaf, since we do serve the special school for the deaf in Burlingame. There has been a continuous flow of iA¢cresting new titles added to our col':action, I cannot resist closing this report by affirming i cGnstant delight in di, hover jni the excellence and comprehensiveness of our childreas book collections, and the s .i"1 with i iich it is cataloged ao as to matte it most 4aseful.
