ESTABLISHING BUDGET POLICIES
AND PROCEDURES
WHEREAS, it is necessary and desirable that specific budgetary
policies and procedures be adopted to improve controls and to
clarify the authority and responsibility delegated in the prepara-
tion and implementation of the annual budget;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Burlingame that it adopts the following policies for the City
Budget:
1. Budgets shall be prepared for all of the funds of
the City of Burlingame. The budgets must include
estimated revenues, appropriations and budgeted
inter -fund transfers.
2. The following must be approved by the City Council:
a. Increases in the total amount appropriated in
any budgeted department.
b. Transfers of appropriations from one fund to
another or from one major department to another.
C. Transfers from the City Council's contingency
appropriation to other appropriation accounts
or expenditures charged directly to the City
Council's contingency appropriation.
3. The encumbrance method of accounting for expenditures
and appropriations is adopted.
4. Department expenditures and encumbrances shall not
exceed authorized appropriations.
5. Appropriations designated as project appropriations
by the City Council continue in effect until the
project is completed or until other action by the
Council. All other appropriations lapse at the end
of the fiscal year.
6. All authority and responsibility for managing the
budget which has not been reserved for the City Council
is delegated to the City Manager.

hereby certify that the foregoing Resolution was introduced at
a regular meeting of the City Council held on the 2nd day of
April 1979, and was adopted thereafter by the following vote:
AYES: COUNCILMEN: AMSTRUP, BARTON, CROSBY, MANGINI
NOES: COUNCILMEN: NONE
