RESOLUTION REGARDING AIR QUALITY
PLANNING RE -DESIGNATION
WHEREAS, the Association of Bay Area Governments was
designated in 1978 as the Bay Area's lead air quality planning
agency under § 174 of the Clean Air Act; and
WHEREAS, the Bay Area cities and counties called for
and supported such designation; and
WHEREAS, the locally adopted Bay Area Air Quality plan
recognizes the existing responsibilities of the Association, the
Bay Area Air Quality Management District and the Metropolitan
Transportation Commission in preparing the annual updates and
the 1982 Bay Area Air Quality Plan; and
WHEREAS, the initial award -winning plan has been acce
ed by the California Air Resources Board and forwarded to the
Environmental Protection Agency; and
WHEREAS, the Bay Area Air Quality Management District
has now requested of the State to be co -designated as lead
agency; and
WHEREAS, to have two lead agencies would threaten
continued control of the Bay Area plan by each of our city and
county governments;
NOW, THEREFORE, BE IT RESOLVED that the City of
Burlingame opposes any attempt by the California Air Resources
Board to change the air quality planning designation in the Bay
Area; and

BE IT FURTHER RESOLVED that copies of this resolution
be sent to the California Air Resources Board, the Association
of Bay Area Governments and appropriate State legislators.

Burlingame, California, do hereby certify that the foregoing
resolution was introduced at a regular meeting of the City Council
held on the 4th day of March, 1980, and was adopted thereafter
by the following vote:
