RESOLUTION IN SUPPORT OF A MOTOR
VEHICLE INSPECTION/MAINTENANCE PROGRAM
WHEREAS, amendments to the Clean Air Act were adopted
by Congress in 1977 and require in Section 172 the preparation of
satisfactory plans to attain and maintain national ambient air
quality standards; and
WHEREAS, the Association of Bay Area Governments was
designated to prepare the Bay Area Air Quality Plan (hereinafter
"plan") to meet the national standards and make the Bay Area an
attainment area; and
WHEREAS, the plan was adopted by the ABAG General
Assembly on January 13, 1979; and
WHEREAS, motor vehicle emissions are a significant
contributor to the Bay Area air quality problem; and
WHEREAS, the plan calls for a motor vehicle inspection
and maintenance program to reduce vehicle emissions; and
WHEREAS, the plan finds that the Bay Area, despite ,
implementation of all reasonably available control measures,
meet the ozone or carbon monoxide standards by 1982; and
WHEREAS, the Clean Air Act provides that nonattainment
areas not able to meet the standandd by 1982 after implementation
of all reasonably available control measures can apply for an
extension to 1987 to meet these standards; and
WHEREAS, the ABAG General Assembly has requested an
extension of the deadline for meeting the ozone and carbon mon-
oxide standards; and
WHEREAS, the Clean Air Act specifies that EPA can ap-
prove this request and the Bay Area plan if a motor vehicle in-
spection and maintenance program is to be implemented in the Bay
Area; and

WHEREAS, implementation of a motor vehicle inspection
and maintenance program in the Bay Area requires enabling legis-
lation by the California Legislature;
NOW, THEREFORE, BE IT RESOLVED that the City of
Burlingame believes that a motor vehicle inspection and mainten-
ance program will be a cost-effective method of reducing motor
vehicle contributions to the Bay Area's ozone and carbon monoxide
problems; and
BE IT FURTHER RESOLVED that the City of Burlingame urges
the California Legislature to provide adequate statutory authority
for the federally required motor vehicle inspection program for
the Bay Area and other non -attainment areas of the State during
the 1980 session of the Legislature; and
BE IT FURTHER RESOLVED, that copies of this resolution
be transmitted to area State legislators and ABAG.
