MINUTES OF THE MEETING
OF THE
BURLINGVE PUBLIC LIBRARY BOARD
May 20, 1964
Due to lack of a quorum, the regular meeting of May 19th was postponed until
May 20th at 10 AM.
Trustees Present: DeMartini, Harrison, Moody.
Trustees Absent: Cohendet,. Lynes.
MINUTES: Minutes of the previous meeting of April 21, 1964, were read and
approved.
BILLS: On a motion by Mr. DeMartini, seconded by Mrs. Harrison,
bills in the amount of $3,157.23 were ordered paid.
LIBRARIAN'S REPORT: The Librarian's report was read and accepted.
MONTHLY FINANCIAL STATEMENT: The financial statement was approved and
placed on file.
OLD BUSINESS: Parking. The Librarian reported that the city was negotiating
for the old Donnelly house, and that as things stand at this time, the lot
adjacent to the library and the Steinbeck lot were definitely in the Parking
District.
Budget. The Librarian reported that as yet there had been no
action by the City Council in regard to a hearing on the budget.
Library Borrowers Survey. The Librarian reported that due to the
illness of Mrs. Fleming there had been no progress on the borrowers'
survey but that Mrs. Smoody would carry through on the production of
the necessary forms.
Maior Capital Improvements. Extension of Parking Underneath.
The Librarian reported that a letter had been sent to the Planning
Commission expressing some of the possible provisions for an extension. The
Library Board stated that they would like a copy of this letter included with
the minutes.
Branch in the Millsdale Shopping Area. The Librarian reported that
there had beet some discussion of the possibilities and timing for a Branch in
the Millsdale area. The consensus of the Board was that the project should be
kept in mind but that active work on plans should be held up until the need, as
shown by the building of additional residences in the area.
COMMUNICATIONS: Letter from Mrs. Frank S. Erskine in regard to employment
of police officer. The Librarian contacted Mrs. Erskine by
telephone and stated our position to her satisfaction.
ADJOURNMENT: On a motion by Mr. DeMartini, seconded by Mrs. Harrison
the meeting was adjourned.

LIBRARIAN'S REPORT
June 16, 1964
CIRCULATION
The circulation for Maj was .02% less than that of May, 1963. However, as
the library was open less time than in May,19639 the daily average circulation
rose from 1,223 to 19258.
The circulation for Sunday, Mai 31st was 315. This is the highest Sunday
circ_,la.tion since the library opened. During the four-hour period there were
mevaral hundred people in and out of the buildin . No doubt, more would have
stayed but this was hardly possible with only 105 seats available in the main
and reference rooms.

The Librarian and the Librarians of the county attended two matin:,j with
Ri1ll.am Spangle & Associates in regard to their survey of libra Yacilities
It order to determine whether or not a cooperative system would a feasible.
The Librarian is working on various reports related to the survey team. The
Librarian attended a three-day workshop on "your library in a master plan for
public libraries in California." The workshop consisted of a series of panel
d.isou,ssions with various experts and group meetings that endeavored to show
how membership in systems of libraries could be applied to benefit an
individual library. As could be ezpeoted, there were two quotes which
L' impresesd me the most; they were from Mr. William Zion, a goverromental research
cone,21tan a from Lafayette. The quotes were : "once a bureaucracy is interested,
It is very- difficult to undo that interest" and "once a system, always a
system."

The King Arthur Reading Club opened for the sumer on dune 15th, to run 10
welts. During the last month a great deal of time and effort on the part of
many people went into making the decorations. The Children° s Room is
decoaaued with large khIghts on horseback, travel posters with pictures of
castles, and dragons - the pattern for which was sent by Mrs. Terpay. Mrs.
Dunn and Mrs. Bergsing have contributed a good deal to the decorations and the
plans for the program. Mrs. Dein volunteered to make 500 bookmarks and Xre.
MfL,utlno volunteered to refurbish the knights Which were given us by the San
Jose Library's Children's Room. In May, every classroom in every elementary
school in Burlingame was personally visited by Mrs. Bergsing, Mrs. Dunn and
Mrs. Powell to Invite the children to Join the club.
The club is off to a great start in both the main and the branch. In the first
two days, 120 children had registered and made their first book reports, and
record circulations were recorded. School-age story hour was ended with the
last day of the school term. Pre-school story hour continues at the main
library* On Friday, May 29th, two second grades from Washington School visited
the, library. Mrs. Powell introduced the library to the children, and told a
stop. Several children got their first library card- others took out books.

LIBRARIAN' S REPORT

CIRCIILATION ~�
The total circulation dropped 4.1% from the corresponding month of April 1963.
Dwever, this loss is due entirely to the Main losses (8%) Whereas, the Branch
gained 6.6%.
Most of the 3.0% loss at the main is in the recreational reeding fieldg both
In adult fiction 613.2%) and children' s fiction 616.50 . Record circula-
tion also dropped 44%. The adult non-fiction lost only 2.60, while the
children's non-fiction gained 17%. Periodicals lost 3.8%. This pattern seems
as indicated in previous reports - seemingly due to lack of parking in the
evenings, and congestion and confusion at the desk and in the stags, caused
by the large number of students using the library. This deters the older
patrons from coming into th6 library, This loss, as Indicated previously,
in all the more difficult to account for in the face of an add itiorAl 1, 47
cad holds;s. There being now 139932 card holders against 12,685 is April.
The loss in childred s fiction may be due to the fact that their parents who
come in la the evenings, are staying away. It will be interesting to see if
this WM is reversed during the summer when the obstreperous high school
populavioa no longer Jame the facilities.
Tho advint of a policy officer has, after a fashion, calmed the troubled
waters. Fo aver, we are on our second offioer.
Mrs. Marjorie Cooper, Library Assistants and a valued employee of the library
,.. since March 1959, passed away the sevent anth of May during her sleep*
naring the past year she, with the aid of her husband* completed the "Burling-
ame Library Scrapbook" entitled "Burlingame Public Library, Our Story." This
was done with considerable thought and certainly with great devotion, and
represents in outstanding contribution to our library self image. Bar death
Is a jreat lose to the library and to the Branch Library, as eta knew books
and popple e.nd was most successful in bringing the two together.
The Chil.dran's Room has had a successful month with story hour attendance
holding its own, and considerable use of the room for reference and raorea-
tiona3 reading. On MAy 18th, .Mrs. Powell met with a class of vans from the
College V our Lady of Mero; to Instruct them about children's literature
and literary service to teed. s. There were fifteen nuns under the direction
of Sister : ary Susanna. The class Wed many interesting questions and we
fele; the meetiag was quite successful.
All the children's staff have dsvo ted a good deal of time and energy to the
prepawation,s for the Summer Read.sug grogram, which is due to begin oa
June 15th.
