IINUTES 11=1inutes of the previous meeting of October 21, 1964 and of the special meeting of
November 13, 1964 were read and approved.
BILLS On a motion by t1irs. Cohendet, seconded by Mr. Detlartini, bills in the amount of
$5,002.85 were ordered paid.
LIBRARIAN'S REPORT The Librarian's Report was read and accepted. Mr. Dekartini commended
the Librarian on the report.
MONTHLY FINANCIAL STATFtENT The financial statement was approved and placed on file.
OLD BUSINESS Library Planning Study After a brief discussion in which it was brought out by'
Mrs. Harrison that some of the members of the City Council would like a more extensive statement
why the Library Board did not wish to join the proposed Peninsula Library Cooperative System at
the present time. kir. DeMartini moved, that inasmuch as the Library Board had voted unanimously
on November 13, 1964 not to participate in the proposed Peninsula Library Cooperative System,
and that inasmuch as the City Council felt that possible further clarification was in order,
that the attached clarifying statements be here made a part of the official minutes of this
Board with regard to the Special Meeting of November 13, 1964, and that all Board Members, both
present and absent reaffirm their vote. The motion was seconded by taus. Cohendet. The vote
of the Board Members present was: yea - 4; no - none.
STATTE—NTS Mr. Detaartini First: The record shows that our service is outstanding in this county
and that we have the highest circulation per capita. Second: The State grant of $120,000 for each
of two years will establish the system, but what is to assure that the State grants will continue?
Third: I attended the presentation of the proposed System Plans by the Survey Team, and this only
convinced me that the system was not for Burlingame. Fourth: In regard to the teletype system,
I believe this to be too expensive for the service which the Library will obtain for its use.
Fifth: The Library borrowed only 172 books last year. Sixth: I feel that after a lapse of a few
years the system will be controlled by the County and that our Library will deteriorate as a
consequence.
Mrs. Cohendet: I believe the idea is to be applauded. However, our first responsibility is to
our local taxpayers. I feel tht the advantages for the money expended would not there. It might
be feasible to take advantage of a system if the good derived therefrom was more instead of less.
In this specific instance, I feel that the residents of Burlingame would have less service than
at present of the type they desire. :
Mrs. Harrison: I feel that the proposed specialization of subject material and the designation
of certain libraries as reference centers would deprive our patrons of their broad general coverage
at present, and that the present specialization in Belles Lettres fits the emphasis on library
affairs in our community. I am staisfied with the service that the Burlingame readers get for their
taxes, and that the book selection reflects their choice. I feel that under the system they will be
deprived of the services they now receive.
