MINUTES OF THE MEETING
OF THE
BURLINGAME PUBLIC LIBRARY BOARD
JULY 20, 1967
Trustees Present: Hechinger, Cohendet, Lynes, De Martini
Trustees Absent: Guthrie. Trustee Guthrie asked to be excused as he was unable to
attend due to circumstances beyond his control.
REORGANIZATION:
The meeting was called to order by Trustee Hechinger in the absence of Trustee De Martini.
The Librarian noted that this was the annual reorganization meeting; and on a motion
by Trustee Cohendet, seconded by Trustee Lynes, it was moved and carried that Trustee
Hechinger be nominated as President of the Board of Trustees. On a motion by Trustee
Lynes seconded by Trustee Cohendet, the nominations were ordered closed, and Trustee
Hechinger assumed the Chairmanship. On a motion by Trustee Lynes, seconded by Trustee
Cohendet, Trustee Cohendet was nominated as Secretary of the Board for the following
year. Motion carried. Trustee Lynes moved that the nominations be closed, seconded by
Trustee Cohendet. Motion carried. At this time, Trustee De Martini arrived, stating
that he had been unavoidably delayed due to a traffic congestion on California Drive as
a result of an accident.
MINUTES:
The minutes of the meeting of June 21, 1967 were read and approved.
BILLS:
On a motion by Trustee De Martini, seconded by Trustee Lynes, and carried, bills in the
amount of $4,404.17.
LIBRARIAN'S REPORT:
The Librarian's report was read. It was brought to the attention of the Librarian
that he had omitted the fact that Trustee Cohendet had presided at the Trustee Hospitality
Room at the A.L.A. Convention. He expressed his regrets that he omitted the fact that
she had been in attendance. He also stated that it was unfortunate that more of the
staff did not attend.
OLD BUSINESS:
Planning Program: The Librarian stated that the City Council planned to conduct budget
interviews after August 2, and he asked if any of those present would be willing to
attend those meetings if notified in advance. Trustees Cohendet, Hechinger and DeMartini
stated that they would be glad to go if notified. The Librarian stated that he would
also speak to Trustee Guthrie about this. At this time it was brought out that Trustees
Cohendet and Hechinger had attended the meetings of the Planning Commission at which the
proposed small addition to the library was discussed, and there was some discussion of
a possible library survey to indicate the direction in which the extension would be made
at a future date.
NEW BUSINESS
State Library Workshop on Systems: The Librarian stated that the State Library was
conducting a State Workshop on Systems which was to take place the following Wednesday,
Thursday, and Friday. He stated that this workshop was called at the behest of the
State Librarian in order to familiarize all the members of the various systems and those
who are not in the systems with the activities, problems and solutions of problems,
especially in reference to the utilization of reference resources beyond the local
library by other libraries. This should be the first of many workshops which will be
filled with very useful information, as always before, they have been more or less theoretical
since the number of systems in the State have been limited. The Librarian stated that
it will be very informative if they bring out the relationship between the costs, which
should reflect the possibly increased efficiency of systems, and the increased use and
consequent lowering of cost per capita if the systems concept is correct. It also will
be interesting to know if any mention is made of the activities on the State level of
interlibrary loans and whether or not they are increasing or decreasing, because if
systems are functioning as they are set up to, the State Library would only be
called on to furnish those rather special volumes which the larger systems would not
have at hand. He stated that in the case of our library, we have made excellent use of
the State Library Interlibrary Loan facilities. We have always felt that,if the State
Library itself increased its book stock and other materials as well as revised their
cataloguing procedures and interlibrary loan processing systems, the efficiency of their
interlibrary loans would be equal to most systems at a much cheaper cost because the
duplication of rarely used material would be minimum. In other words, the systems
concept should start with an efficient State system. He stated that many years ago as a
child he had requested books from his local library, in a township of 1,000, on such
erudite subjects as microlepidoptera, and always received them within a week and a half
from the central library. The Librarian asked if any of the trustees would like to
attend. Trustee Cohendet stated that she would like to go to the Wednesday meeting, and
Trustee De Martini said that if he could go, he would be glad to take her and bring her
home. The Librarian stated that if the Trustees approved, he would attend, and it was
the consensus that he could.

On a motion by Trustee OeMartini, seconded by Trustee Cohendet, the meeting adjourned.

MEETINGS ATTEMBED
The Librarian attended the 'Workshop on Library Systems",sponsored by the California
State Library, from July 26 - 2E. The jworkshop was limited to heads of libraries
and to those working directly with systems or who were studying the possibility of

All phases of thy: various typr:s o? systems in California were presented along With a
discussion of their problems. Throughout the discussion, perhaps the most Importent
single fact was that the 1 ibrnries belonging to the various systems term still

computerization raid the problsms involved, with special amphasis oti the study being
undertaken of the possitility of increasing the usefulness of the Anion Catalog at
the State Library.
Friday saw the m>eting broken up into four different groups which discussed various
aspects of 1 Ubrar'y systems, yearly everyone spoke his mind freely and were listened

Counci Iman Johnatin inquired concerning the 530,000 figure allocated in the budget,
and the LibrarianVeplied that this was the figure for the amount allocated several
years ago for a A, gle floor plan extension to the Children's Room; and that in the
recent capital i,;�provement plan submitted to the Planning Commission the amount had beer,
raised to 3 1000 which would build two floors and a basement as explained in the
P1 an.

.Mayor Diede€yichson concurred that the expansion is particularly necessary to
accoi odate library personnel. Councilman Crosby suggested that methods be employed
as in the instance of Recreation facility improvements by the engagement of an architect
and that improver-;ants be proposed on a "stop by step" basis.
Councilman 11artin stated that some information should be made available on the status
of "branch85 libraries, and re: 'nded that a survey be conducted to determine
library requir< z nts for the noxt fifteen-year period. He suggested that a meeting
be held in Joint session with the Library Board. lir. Ben L. Hechinger, Chairman Of
the Library Board., at the request of the Chair, commented on the inadequacy of
working conditions in the library, and concurred that a plana prepared by a professional
firm, is essenMil. A ,joint aectinsg was agreed upon to be scheduled in the near
future at the convenience of the Council and Library Board members.

held : as Azagmist 26th are now under way. After having observed the Peninsula Ballet
�.- Theatre in n �xrac :ice session, we feel confident that the group will give the
chUdren an ontet-t.ain-Ing performance.
Because of tae fi-acreasad number of children's books sent to A.C.L. for review, a
spacial August aaa-cting, which we nttendsda wzs held this year. This will probably
be t practice in future years.
