MINUTES OF THE MEETING
OF THE
BURLINGAME PUBLIC LIBRARY BOARD
April 20, 1971
CALL TO ORDER:
A regular meeting of the Burlingame Public Library Board was held on the above
given date. The meeting was called to order at 7:30 P. M. by Chairman pro tem.
Phelan.
ROLL CALL:
Trustees Present: Trustee De Martini, Trustee Hechinger, Trustee Lynes,
Trustee Phelan
Trustees Absent:, Trustee Cohendet, excused; gone to Europe on Business.
Also Present: Mr. F. A. Ammerman, Secretary of the Friends of the Library.
BILLS:
Bills in the amount of $4,682.22 were ordered paid on a motion by Trustee Hechinger,
seconded by Trustee Lynes, and carried.
MINUTES:
Trustee Phelan asked if there were any additions or corrections to the minutes
of March 30, 1971. Trustee Phelan stated the section of the minutes dealing
with the Non-Resident Courtesy Cards did not clearly specify the qualifications
necessary for receiving courtesy cards. Therefore, the minutes on page three,
under Non-Resident Courtesy Cards should read: "...Courtesy cards are given to
people who live outside the City of Burlingame, but work within Burlingame City
boundaries...." The minutes were then approved and adopted.
LIBRARIAN'S REPORT:
The Librarian's Report was read; it was particularly pointed out by the Librarian,
that the Friends of the Library paid for the printing done by Mastercraft for
Burlingame Public Library Welcoming Brochures. The Board expressed their thanks
to Mr. Ammerman, Secretary of the Friends. The Librarian's Report was then
ordered filed.
OLD BUSINESS:
Rest-Room Tiles:
The Librarian showed the tiles selected for the floors and walls of the
rest-rooms. The Board studied the tiles. Trustee De Martini stated he felt
that it should be brought to the attention of the contractor that the wall tiles
should match the lighter tile in the floor. The rest of the Board agreed.
Interior:
The Board decided to table the discussion dealing with the Library interior
until more samples were available to them.

Letter to the City Manager:
The Library Board' s letter to the City Manager was read. This letter listed
the Board's recommendations for commissions. Mrs. Cohendet had previously
read this letter to each Board member. Trustee De Martini requested a copy
of the letter be placed in each of the Trustee' s binders. It was so ordered.
FRIENDS OF THE LIBRARY:
Mr. Ammerman, secretary of the Friends, asked if there was a possibility of
including the brochures, which welcome new patrons to the Library,
into the Library Dedication invitations. There was some discussion about the
mailing list to be used for inviting people to the Dedication. Trustee DeMartini
moved that the brochures be included into the invitation mailing, Trustee Lynes
seconded the motion, and it carried. The inclusion of the brochures into the
mailing list might encourage others to join the Friends.
ADJOURNMENT:
Trustee Hechinger moved that the meeting be adjourned; it was seconded by
Trustee Lynes, and carried. The meeting was then declared adjourned by
Chairman pro tem. Phelan at 8:15 P. M.

Honorable Councilmen:
We wish to bring to your attention the problem of the Communications
System as outlined in the Burlingame Public Library Board minutes of
March 30th, 1971 :
Col . Norberg stated that a problem had arisen pertaining
to the Communications System to be installed. At present,
the proposed Communications System would be adequate, but
not as efficient as it should be. The problem stems from
the fact that at present there is no master station
proposed for the Cataloging Department. This would mean
the Cataloging Department would only be able to reach the
Circulation Desk, who in turn would contact the specified
party and connect the two. The Cataloging Department works
a great deal with the Children's Room and various other
sections of the Library. There are also a great many
Library staff members located in the Cataloging Department.
Without the master station, staff time and lack of
efficiency would become expensive as time progressed....
There are several reasons for our not including the master station in the
original plans. The Children's Librarian was to have an office adjacent
to the Children's room stack area in which to catalog children' s books, as
well as other librarian work. It was found this was not the most efficient
use of space; therefore, it was decided to complete all cataloging
operations in the Cataloging Department work-room.
We respectfully request allocation of $743.00 for an additional master
station for the Cataloging Department work-room.

LIBRARIAN' S REPORT
May 18, 1971
BUILDING:
The various aspects of the building program are on time with the
exception of the steel stacks. As previously stated, their arrival
has been promised repeatedly, but so far they have not arrived, The
City Council agreed at the Study Session to allow two extras: (1 ) An -
improvement on the drainage system at a cost of $756.00; (2) the
improvement of the intercommunication system at a cost of $743.00.
Due to an oversight on the part of the general contractor, (the
temporary conductor for the roof drainage for three-quarters of the
old and new building was disconnected), water ran into the south
basement stacks. Fortunately, there was no damage; thanks to one
of our pages the Fire Department was called, and they vacuumed up
the wafter. We owe the Department a vote of thanks for their prompt
action.
The undergrounding of the electric power by PG & E is completed, and
the line is hooked up to the new panel and is ready whenever the rest
of the electrical work is completed,
MEETINGS ATTENDED:
The Librarian and Assistant Librarian attended the System's Board
Meeting,
�. CIRCULATION AND TRAFFIC:
The circulation decreased two percent (2%) from the same period this
time last year. The traffic remained almost the same. The daily
average for April, 1970, was 1, 183; the daily average for April, 1971,
was 1,185. The amount of reference work is steadily increasing.
CHILDREN'S ROOM:
All special programs other than story-hours have been postponed
until construction on the building is completed. However, the annual
summer reading club will be held. The theme this year will be
"Traveling With Books."

Dear Mr. Schwalm:
In answer to your letter of March 3, 1971, the
following comprises the thinking of the
Burlingame Public Library Board.
Under the California State Education Code 27301-
27456, which governs our commission, we are
required to meet at least once a month, pay bills,
and conduct other business. As a result of the
Education Code, our situation would be somewhat
different from the other commissions of the City.
Each situation regarding member's absences should
�— be considered on its own merits. However, generally
speaking, if more than three absences occur during
a year at the regular monthly meetings, it would
seem health or business interferes sufficiently with
active performance, thus making the person an
ineffective member of a commission. The penalty
would be suggested or requested resignation. Further,
the obvious, person should not be reappointed.
We hope our opinions make some contribution to
your decision regarding attendance at commission
meetings.
