STUDY MEETING
March 10 , 1976
1 . Discussed wi'_ Mr . Stanley G . Gould , A . I . A . , the )_,sibility of his
designing a golf course club house and mc-d_ntenance: bu . :;ding . Mr . Gould suggested
that Council ' s first step would be to decide which architect we would desir •a
to work with ; with that assistance, a program cou , d be worked up .
The City Attorney and City Engineer are still trying to put together a contract
for retention of Robert M . Graves . W'-en this is availab'.^ , a special. meeting on
all ramifications of the golf course , driving range and club house will have to
be held .
2 . The Highland Avenue one-way street change was reviewed . After di: .ussion ,
i ': was fcl.t that one-way south for automobile raffic along with a one-way
north lane for buses only would ba a compromise of this need Legislation
to that effect will be prepared .
3 . A possible clean up program for the city was discussed . The Director of
Public Works will invest4. -age a district clean yip on an experimental basis to
determine what costs might run before any overall program is considered .
4 The request for uniform bus fare schedule was considered . It was suggested
that the Transit Di ,trict be notified that .he Council reocmmends senior citizens
be carried free here and in all cities . Mr . Robert Jones , a member of the
Transit Board will also be notified of this recc.nmendation and requested to
seek the board ' s endorsement thereof .
5 . The request of Mr Tom Simpson for permission to hold bicycle races in the
downtown area on a Sunday morning during Burlingame Days was rejected . It was
suggested Mr . Simpson might explore another location which will not cause so
much conflict with the Burlingame Day ' s projects and thereby cause a parking
problem .
6 . The possibility of adding a lot to the off- street parking space on Park Road
near the Peninsula Bank was reviewed . It was felt that an overall approach to
the parking problem should be undertaken rather than this piecemeal acquisition .
The Mayor will seek to set up the mechanism for this prupose .
7 . The Metcalf and Eddy Sanitary Sewer report 'was studied . The Director of
Public Works reported that several of the specific recommendations have already
been accomplished . It was pointed out - this report indicated that it is economi-
cally more feasible to correct illegal infiltrations than to increase treatment
capacity .
The report will .be studied further and the City Engineer will report back on
implementation programs in accordance with the report ' s recommendations .

B . Fire Chief Moorby presented the possibility of instigating smoke detector
mandatory requirements for all residences. It was explained that such a pro-
cram may take various courses . Several ordinances were presented from other
cities . It was pointed out that they :contain provisions which appear undesirable
such as not recognizing fire and burglar combined warning systems and not defining
what repairs call for adding smoke detectors . The Fire Chief reported that the
data presented was merely to have Council be aware of the matter and that a pro-
gram be considered for adoption .
9 . It was reported that the American Legion should be notified to obtain
approval of any subletting it undertakes at the building and premises on
Burlingan•2 Avenue . Such provision is contained in the present lease agreement ,
and it is not being followed .
10 . A brochure for information to persons attending Council meetings was pre-
sented . This pamphlet will be printed for such use .
11 . For 1976 wage negotiations Mr . William Ward will be retained .
12 . Appl:: cants for the Director of Public Work/City Engineer position will be
screened down to ten and intensive investigation will be undertaken of all said
eligibles .
13 . The matter of the building inspectors contentions regarding Cooperative
Personnel ' s salary survey recommendations and appeal opinions was studied .
Considering the Memorandum of Agreement provisions and all the factors involved
that the recommendations of the survey should not be overruled .
14 . A five dollar 1913 gold piece from the cornerstone of the old city hall
was discussed as appearing to have substantial monetary value as a coin . It
was thought that suggestions from the citizenry be sought on what to de with
the coin ; and if sold to a purchaser , tlat the monies be designated for some
appropriate use commensurate with the origination of the source of the memento .
