Discussed the problem raised by Mr . Joseph Karp regarding the possible increased insurance costs for properties because of the city ' s ordinance re- quirements . After thorough discussion the matter was referred to the City Attorney for further investigation and report on the options for relief . 2 . The suggestions from the county for providing a higher level of animal control service under the contract with the Peninsula Humane Society were reviewed . It was thought that more animal control officers are needed because of dog problems and a $ 1 . 00 raise to provide better service is warranted to support the increased program . 3 . The recommendation from the Planning Commission that a street extending from Carolan Avenue to Rollins Road be constructed was studied . The idea of establishing a special assessment district was raised ; the City Attorney and the City Planner will investigate this approach and obtain more facts and infor- mation thereon including some reaction of property owners to this method . 4 . The preliminary plans and design for the addition to Fire Station #3 were reviewed and are acceptable . 5 .- The position of the city on the PUC list for railroad crossing eliminations was considered . Broadway is tweYth on the list and could move up for funding `- by 1977-78 . However, before proceeding with engineering on the project , an EIR on the various impacts of designs will be undertaken . 6 . The enforcement of sign ordinance violations was reviewed . It was thought that the city should pursue violators on a complaint basis ; to canvass for violatorswas considered too impracticable a program with the resources now available . 7 . The program for automotive and mechanical maintenance was reviewed . It was the general opinion that it would be economical to operate this division because of the increased costs of outside services and the large amount of equip- ment in need of control and maintenance . However , it was thought that the program should be spelled out to determine just what services will be provided and what must be contracted out . The Director of Public Works will outline the program after the regular compliment of help is obtained and the program is functioning as oriiginally approved for service and economy . . 8 . The matter of an annexation policy was discussed . LAFCO has indicated they do not desire to extend the existing applications for annexation beyond September . It was thought that a fee should be charged for annexations . A minimum fee with percen- tage increases in accordance with proper criteria will be considered at the August Council meeting . Study Meeting -2- July 14 , 1976 9 . The consultant survey for the Finance Department will be outlined by a committee epecifying what the city desires in the way of an examination and report on improvements for the Finance Department . Final proposals will then be sought from four consulting firms before a choice is made by Council . 10 . The plans and specifications for the improvments at the Riblic Works Corpora- tion Yard were discussed . Additional needs and improvement items were discussed These additional items will be designed and specified for bidding on an alternative basis . The safety improvements will be bid and the other items considered indi- vidually as alternatives for final decision when competative bids are obtained . 11 . The proposed traffic code revisions were reviewed in detail . Suggested changes were made for the City Attorney to incorporate into the traffic code before it is considered for introduction and adoption as part of the Municipal Code . 12 . The meeting was adjourned at 11 : 30 p . m .
