Other COUNCIL INFORMATION r ' y NOTATIONS OF STUDY MEETING September 8 , 1976 I 1. The retention of a firm to study the feasibility of a parking structure separately or a parking structure/police station was discussed. There was no objection to the firm of Conrad Associates of Oakland to perform this study with some consulta- tion from Al Kahl. A contract for these services will be pre- pared for consideration at the next regular meeting. 2 . The proposed resolution indicating a policy of support for the financing of golf course construction and operation was reviewed with Mr. Barry Silverton, Mr. Ken Jones , and Mr . Paul Dinkelspiel . All phases of the proposal by Mr . Silverton were reviewed. It was agreed that passage of the resolution did not obligate the City and that the further information and reports called for in j the resolution are necessary before the proposal can be considered j for passage at the next regular Council meeting. 3. The various suggestions for closing abandoned driveways were received. It was revealed that parking district funds are not eligible for this expenditure . Gas tax funds or general funds can be used for said improvements . The plan to close the aban- doned driveway at Anita, California Drive and Lorton to gain ten parking spaces at an estimated cost of $6 , 390 was thought to be an appropriate and reasonable start on the program to close abandoned driveways . 4 . The Housing and Community Development program for a third-year involvement was discussed. The various options were stated, i . e . , further sewer or water installations . However , it was thought best to inform the County that our allotment be set up to provide low cost loans to residents desirous of rehabilitating their homes . The County will be so informed of the City ' s policy for third-year allocation. 5 . The Director of Public Works next explained the aspects of the new Federal Public Works Bill recently passed by Congress over the President' s veto. It was explained that California will receive nearly $245 , 000 , 000 , and the bill is set up to alleviate unemployment with certain prerequisite conditions . After con- sidering the conditions , it was thought appropriate to file application for monies to construct a police station and water -1- system and sewer projects as compiled by the Director of Public Works . While this City ' s assurance of the 100% contributed grants are far from certain, there is nothing to be lost by making the attempt to obtain them. 6 . It was reported that Peat, Marwick, Mitchell & Company will start their study of the Finance Department on September 20 , 1976 . Four mandatory reports required by law will be obtained on a contract basis . As soon as the consulting firm presents informa- tion on the personnel needs for the Finance Department, recruit- ment will be undertaken to fill their recommendations . 7. Councilman Harrison reported on the possibility of purchasing mementos to be used when important visitors are in the City. Two suggestions for mementos were thought appropriate with a short historical paragraph inscribed on the back of the memento , one of which would be used as a key chain . Councilman Harrison will pursue this project and obtain the necessary wording for inscrip- tion on the memento. 8.. There was no objection to the Park Plaza Towers Committee ' s project for the installation of a canvas canopy at this condominium complex. 9 . The idea of the Traffic , Safety and Parking Commission for renewal of one Southern Pacific Railroad Station in place of the existing two stations was thought to be inappropriate in view of the pos- sible action on an over/underpass at Broadway . Therefore the investigation of a one-station project will be held in abeyance . 10 . The suggestion to extend North Carolan to Rollins Road is a project which will be presented to the benefitted property owners to deter- mine their views on assisting in payment of such a roadway on condition the City also pay a just portion of the improvement. The City Attorney will report on the possibilities of the owners agreeing to an assessment. 11. The City Attorney reported the need to modernize the city ' s animal control ordinance to eliminate some outmoded provisions . The ordinance will be revised for Council ' s consideration and action . 12 . Wayne Swan , Transit Coordinator , reported that the Burlingame Transit budget ended with an estimated balance of approximately $26 , 600 which will be transferred to the County SamTrans now operating the buses . 13 .
