HomeMy WebLinkAboutMin - CC - 1976.01.14 STUDY MEETING NOTATIONS January 14 , 1976 1 . The garbage collection rate adjustment was discussed with representatives of the Scavenger Company . Their audited report was reviewed ; and , in - general,-'-it was felt an adjustment is justified . However , any final action will be sub- ject to a review of the company ' s financial figures by a finance committee with final action scheduled as of March 1 , 1976 . 2 . The golf driving range and golf course plans were reviwed with Mr . - Robert Graves , golf course architect . The preliminary layout of the facilities was acceptable . A contract will be drawn up for Mr . Graves ' services for this phase of the development . Also , a list of architects for the club house and other struc- ture %,ill be obtained, and consideration for retention discussed later . 3 . The solid waste report was reviewed and discussed . As local agencies still have control _ over any facilities placed within their jurisdiction , it was thought there is nothing detrimental in the solid waste plan . The necessary resolution relating to the plan will be acted upon at - the next regular Council meeting . 4 . The wastewater revenue schedule and program requested by the State and Federal governments so that the consumers pay the costs of the system rather than the tax payers w&s reviewed . Mr . Harold Hoffman from Jenks and Adamson ' s office was present to explain th _ guidelines and criteria required to set up the schedules . The schedule will next be placed in legislative form . This is necessary in order to obtain the release of grant monies being withheld . The city has temporarily advanced monies for this project to meet contractor ' s payments . 5 . Possible grade separation plans for Broadway at the Southern Pacific tracks were reviewed . An underpass for the railroad tracks was estimated to cost $9 , 130 , 000 and an overpass for the tracks was estimated at $4 , 360 , 000 . State , railroad , county and city will all contribute to the cost provided the PUC places the project high enough on the eligible list . It was felt the city should apply to the PUC for a possible place on the list for an overhead railroad crossing at this intersection . 6 . The improvement plans of Airport Boulevard in conjunction with Anza Pacific were disucssed . Anza desires to proceed with its portion of the improvement immediately . They ask that they be reimbursed for bike paths installed ; Anza would build the bridge required at the outer periphery and post- money for the gates to be constructed in the future . Agreement incorporating the mutual condi- tions will be drawn up , and the plan also will be presented for B . C . D . C . final approval . 7 . Construction plans for the bicycle/pedestrian trail for the portion from Beach Raod to Airport Boulevard was reviewed . This project is estimated to cost $231100 , and previous grant funds will aid in its cost . Bids will be obtained for further consideration to implement the plan . Study Meeing Notations ^2- January 14, 1976 8. The problem raised by the Municipal Court for the use of radar for speeding enforcement was discussed. The legislators will be requested to change the wording of the present law to allow the use of radar 9. We heard that the Broadway Merchants Association are agreeable that the money set aside for a parking lot for that area be used to purchase the Tibbets property at California Drive and Rhinette. An appraisal of this lot will be obtained. 10. The city's list of projects for participation in the Five Year City/County Highway program funds was reviewed. These projects will be filed with the county engineer in an effort to obtain some of these funds. 11. Council brochure will be put together following a format similar to the Belmont makeup. 12. Commissioners dinner will be scheduled for February 26, 1976, at Beardsleys. 13. The meeting was adjourned at 12:10 a.m.
