STUDY MEETING
November 15 , 1978.

STAFF : Schwalm, Kirkup, Coleman, Yost
Mayor Crosby convened the study meeting at 7 : 30 p .m. in Conference
Room B of the Burlingame City Hall.
1 . HOME SAVINGS AND LOAN BUILDING PLANS
Mr. Kirkup advised that Home Savings and Loan Association contemplates
building on two lots at the southeast corner of Broadway and El Camino.
One lot is zoned commercial, and the other, to be used as a parking
lot, is zoned R-3 and will need a special permit . One question pre-
sented is whether or not Council objects to an entrance and exit onto
El Camino Real . A second problem is that Council has expressed an
interest in double-decking the parking lot next to the Post Office .
The Savings and Loan is presenting what they consider the best plan
without double-decking and asked for this hearing before Council to
explain what they would like to do. The proposed traffic plan is an
entrance off E1 Camino Real , circulation through the parking lot , and
exit onto Capuchino , which is a one-way street. El Camino Real will
be widened at bus stop and the state traffic signal will be relocated.
Mr. Frank Homolka, an architect, and Mr. Robert Compton of Home
Savings were introduced. Mr. Homolka stated that a study for double-
decking indicated that because of space required for ramping, only
34 spaces would be gained for parking. Additionally, women seem
reluctant to park below grade . They believe the parking plans exhibited
. develop the most parking spaces and meet Council' s wishes regarding
traffic flow. There was discussion of grade slope and landscaping.
Council requested assurance that (1) the parking facilities (21
spaces on Home Savings property) would be open to public use evenings
and weekends as well as during banking hours ; ( 2) the City receive
land dedications and there be alterations to the intersection and
signals as indicated on the plans to provide a turn-in bus stop ;
(3 ) that traffic flow to the parking area provide an entrance only
from El Camino and exit through the City parking lot ; (4) that modi-
fications be made to - the parking lot plans to facilitate entry from
El Camino Real without stacking while awaiting entry , and to make
exit onto El Camino impossible ; and ( 5) that appropriate landscaping
be provided and maintained.
Councilman Martin requested staff to prepare a study on the cost of
double decking and the parking advantage of such a project . Mr. Cole-
man advised that the application would have to go to the Planning

Commission for a hearing on the special permit , and Mr. Yost said
`- he would attempt to have it placed on the Commission agenda for its
meeting of November 27th.
Mr. Compton stated that , in order to comply with state regulations
regarding time so other projects might be undertaken, Home Savings
will want to place a modular structure on the graded parking lot
during construction of the building so that business might be com-
menced. Pictures of the type of modular structure will be submitted
for approval .
2 . DOG CONTROL SERVICE PLAN FROM SAN MATEO COUNTY
Mr. Schwalm, Mr . Coleman and Councilman Martin reported they had
attended meetings on the County animal control service plan. It was
pointed out that the cost of the proposed service will probably in-
crease from $6 , 200 to $10 ,000 for next year. Mr. Martin said he had
been in discussions with people in Millbrae about the possibility of
the two cities using one man and truck in the hope of maintaining
better services .
Mr. Coleman reported the proposal from the County contemplated re-
sumption of an attempt to locate unlicensed dogs , and eliminating
proof of a rabies shot prior to issuance of a dog license . The latter
change is suggested because the former policy resulted in many licenses
having been paid for, but not issued pending receipt of proof of the
vaccination. The proposal is to issue the license with the require-
ment of a rabies shot ; then, if the dog is picked up without having
had a vaccination, a fine would result.
Council directed Mr. Coleman to obtain further information from the
County with regard to a better rabies vaccination control and the
advisability of higher fees for repeated stray dog offences which
require impounding. Mr. Coleman said he would do so in time for
Council action on a proposed ordinance in December.
3 . POST OFFICE PROPERTY USAGE
Mr. Schwalm advised Council he had communicated with the head of the
Real Estate Division of the Post Office who stated a study is under
way, in response to the City's letter, to determine future requirements
of the Post Office . When the study is completed he advised he will
work with the City if possible for a mutually beneficial disposition
of available property. Mr. Schwalm suggested that the City might
wish to take over the property and sublease a portion to the Post
Office .
Councilman Amstrup said he felt more usable building space might be ob-
tained by use of some of the open space on the second floor of .the police
building. It was pointed out that if the entire building were used
as office space it might be possible to discontinue rental of Security
National Bankā¢ space , but that such a plan would be contingent upon
securing sufficient parking space from the Post Office property site .

Mr. Schwalm was directed to continue pursuing the matter and to
advise Council of developments .
4 . OTHER
A. Transfer of Crossing Guards to School. District . Mr. Schwalm
stated that if Council wishes to consider such a transfer, negotia-
tions should be undertaken with the Burlingame School District.
It was pointed out that the City may find it necessary to partially
fund the cost. The City Manager and Chief of Police were directed
to pursue the matter with the School District.
B. Mr. Schwalm reported that Commissioner Romoli has requested more
lights for the soccer field and that the cost is being investigated.
Mr. Schwalm was asked to ascertain whether or not the soccer clubs
would be willing to make a contribution to the cost of lighting .
C. Mr. Schwalm presented staff' s request for instructions regarding
Christmas lighting. Council expressed their approval of a continu-
ation of the program, but instructed staff to monitor the use of
manhours .
D. Bail schedule revision. Mr. Coleman recalled that Council was
adverse to raising meter bail when the matter was last presented but
that a raise from -$2 . 00 to $3 . 00 did not appear to be objectionable, _
and that the increase had been recommended by the Police Chief.
`-- There was no Council objection.
E. Mr. Schwalm advised that the memorandum regarding unionization
of City personnel is for information.
F. Mr. Schwalm referred to Mr. Hoffman' s memorandum and stated there
is emergency need for a power mower which would be purchased within
the Park Department capital outlay budget . Council requested further
information regarding the capital expenditure item which was being
replaced by this expenditure .
G. Recreation Department custodial services . Council requested
further information concerning other sources of manhours to cover
the work proposed to be contracted out.
H. Councilwoman Barton questioned the requirement that merchants
use the ADT security services without adequate notice of change of
procedure . Mr. Coleman said he would provide Mrs . Barton with the
background of the enactment of the ordinance and resolution on this
matter.
I. Councilwoman Barton requested that the matter of appointments to
the three commission vacancies be placed on the next Council agenda.

J. Mayor Crosby asked when Council wished to consider the
Beautification Commission report on the tree/view legislation.
Councilman Amstrup said the matter might best be considered at a
public meeting .
K. Councilman Martin advised that there will be the first of a
series of public input meetings on joint land use relating to the
Airport from 7 : 00 to 10 : 00 at the Marquis Room of the Hyatt House
on. Friday evening , November 17th.
L. Staff was requested to prepared a study and present a formula
for contributions to the cost of traffic improvements in the water-
front area, together with suggestions for methods of limitations on
development to conform to traffic improvements . Mr. Kirkup stated
that staff had been so instructed some time ago and that the matter
could be placed on the Council agenda.
The meeting adjourned at 9 : 15 p.m.
