7. PUBLIC COMMENTS, NON-AGENDA - Speakers may address the City Council concerning any matter over which
the Council has jurisdiction or of which it may take cognizance that is not on the agenda, or is included in the consent calendar. Additional
public comments on agenda action items will be heard when the City Council takes up those items. The Ralph M. Brown Act (the State local
agency open meeting law) prohibits Council from acting on any matter that is not on the agenda. Speakers are asked to fill out a “request to
speak” card located on the table by the door and hand it to staff, although provision of a name, address or other identifying information is
optional. Speakers are limited to three minutes each, although the Mayor may adjust the time limit in light of the number of anticipated speakers.
8. APPROVAL OF CONSENT CALENDAR
a. Adopt a Resolution accepting the El Quanito Way Water Main Improvements Project by D&D
Pipeline, Inc.

b. Adopt a Resolution ordering and calling for General Municipal Election to be held November 5,
2013
c. 9-1-1 Communications Replacement Project
d. Adopt a Resolution authorizing the Mayor to execute an amendment to the agreement with Caine
Computer Consulting, LLC to provide Information Technology Services to the City’s Police
Department
e. Approve minutes of regular City Council meeting of May 20, 2013 and Budget Study Session of
May 22, 2013
9. PUBLIC HEARINGS
a. Public Hearing and adoption of Resolutions (1) adopting the FY 2013-14 Operating and Capital
Budgets and (2) Authorizing the Finance Director to assign uses of Fund Balance Amounts; and
approving the Gann Appropriation Limit
b. Introduce an Ordinance amending regulations applicable to monument signs in the El Camino
North (ECN) zone on parcels with frontages less than 150-feet

a. Community Groups funding requests for FY 2013-2014
b. Adopt Resolutions initiating proceedings for renewing the levy and collection of assessments for
