MINUTES OF THE MEETING
OF THE
BURLINGAME PUBLIC LIBRARY BOARD
July 27, 1976
CALL TO ORDER:
The meeting of the Burlingame Public Library Board of Trustees was called to order by Chairman
Cohendet at 5:00 P.M. on July 27, 1976.
ROLL CALL:
Trustees Present: Trustee Cohendet, Trustee DeMartini, Trustee Hechinger, Trustee Lynes,
Trustee Phelan
Trustees Absent: None
Also Present: Mrs. Patricia M. Bergsing, Assistant City Librarian
Ms. Karen Patterson, Journalist, Boutique/Villager
BILLS:
Warrants in the amount of $11,954.24 were ordered paid on a motion by Trustee Hechinger,
seconded by Trustee Lynes, and carried. Special Fund bills totaling $544.93 were paid on
a motion by Trustee Phelan, seconded by Trustee Lynes, and carried.
MINUTES:
Minutes of the meeting of June 15, 1976 were approved and ordered filed.
LIBRARIAN'S REPORT:
The Librarian's Report was read and the increase in reference work noted. The Librarian again
commented on the excellence of the new janitor, Jim Kaufman. He stated that Jim was doing the
best job that has ever been done in the Library and that he exhibits a propensity to the library
that is quite rare these days.
CORRESPONDENCE:
A letter was received from Burlingame's Vice Mayor A. C. Harrison regarding library services
to Trustees and City employees.
OLD BUSINESS:
Air Conditioning: The Library Board discussed, in brief, the report of the air conditioning
engineer, Mr. Braun. He stated that there were some changes, but they were so minimal that
the overall estimate would change very little. The combined recommendations, estimates and
comments have been submitted to the Council for inclusion in the capital improvements budget,
if they so desire.
1976-1977 Fiscal Year Budget: Councilman Crosby has gone over our budget and has made his
recommendations to the Budget Committee Chairman Amstrup. The need for the inclusion of the
two-year CETA position as Library Assistant II was re-emphasized. The Librarian explained the
great increas in workload attributed to the greater number of patrons and to the increase in
fines and fees.
NEW BUSINESS:
Library Service to Trustees and City Personnel: It was generally agreed upon that
standard service procedures should be followed in all cases and that there should be
no exception to the rules unless the material is transferred to another city department.
Election of New Officers for 1976-1977: Trustee Lloyd Lynes was nominated Chairman of
the Board of Trustees by Trustee Hechinger. Trustee Genevieve Phelan was nominated Vice
Chairman/Secretary by Trustee DeMartini. Trustee DeMartini then moved that the nominations
be closed and moved that the nominees be appointed to the positions. The motion was seconded
by Trustee Hechinger and carried.
Trustee Lynes will be the new Chairman of the Board for 1976-1977 with Trustee Phelan as his
Vice Chairman/Secretary.
ADJOURNMENT:
The meeting was adjourned at 6:00 P.M. with the next Board meeting scheduled for August 17,
1976.

LIBRARIAN'S REPORT
August 17, 1976
TRAFFIC:
The number of people who visit the library seems to be constantly increasing--more so
than any of our measured activities would indicate. Last year, 27,594 patrons entered
the library during the month of July; this year 30,354 or 10'�, more during the same
period. This seems to be reflected in the occupancy of the reading room and the use
of the audio-visual equipment.
PENINSULA LIBRARY SYSTEM PATRONS:
As you know, those Peninsula Library System patrons that use the library regularly
(5,159 -- an average of 88 additions per month) are given a number. Their name,
address, telephone number, expiration date, and date first used are recorded. The
patrons keep the same number from expiration to expiration. This is possible because
the number is hand-written on the book card. In fact, this is the way it was done
for our own cards before we had stamping machines. Fine slips are also added to
their cards.
If, as seems likely, the number of P.L.S. patrons continues to expand and the number
of our own registrations grows as a much facer rate than our population; the System
cooperatively should be considering a computer type of of charging system which will
automatically, not only keep track of the charging, but will keep track of all fines,
handle over due notices, handle reserves, notice of registration card expiration, keep
an inventory, enable real cooperative book selection, etc. Such a system would probably
cost $200,000 or more but I believe it is the only way cost would actually decrease and
real cooperation would be achieved.
CHILDREN'S DEPARTMENT:
The week of August 9th marks the end of the Summer Reading Club. Ile expect about 175
to 200 children to complete the Club. On August 17th, a party will be held at the
Recreation Center for those who have read all eight books. Entertainment will include
a movie and a mime show to the popular children's book, "There's a Nightmare in My Closet",
and will be performed by Janet Coshow, a page in the Children's Room, with her partner,
Louisa Geralds.
The response to our Author's Festival invitations have been very encouraging. To this
date, we are expecting seventeen authors in attendance. Two of our local children's
authors have recently published new books -- Anne Alexander, Connie and Edith Maxwell ,
Game of Truth, and will be joining us for the event.
REFERENCE DEPARTMENT:
Mr. Wickliffe has completed an inventory of the 800's with the assistance of several
student assistants. At the same time the shelves were checked for the existance of
each title, Mr. Wickliffe also meticulously updated our holdings in Granger's Index
to Poetry, Ottomueller's Plays in Collections, and Essay Index, from the books on the
shelf. Further follow-up is forthcoming after another shelf search for the missing titles.
Mr. Escoffier has completed an attractive and well-researched bibliography on Burlingame.
Entitled "Burlingame, A Bibliography" , it includes books, periodical articles , and
`-- pamphlets on all aspects of Burlingame. It will soon be reproduced for public distribution.
Mr. Escoffier surveyed the circulating art print collection for those that needed repair.
In all , 20 prints will receive attention and the Friends of the Library will finance
these repairs.
