MINUTES OF THE MEETING
OF THE
BURLINGAME PUBLIC LIBRARY BOARD
August 17, 1976
CALL TO ORDER:
The meeting of the Burlingame Library Board of Trustees was called to order by
Vice Chairman Phelan at 5:01 P.M.
ROLL CALL:
Trustees Present: Trustee Cohendet, Trustee DeMartini , Trustee Hechinger, Trustee Phelan
Trustees Absent: Trustee Lynes, excused, out-of-town on business
BILLS:
Warrants in the amount of $7,281 .23 were paid on a motion by Trustee DeMartini , seconded
by Trustee Hechinger, and carried by those Trustees present. Special Fund bills totaling
$60.42 were ordered paid on a motion by Trustee Cohendet, seconded by Trustee DeMartini .
MINUTES:
Minutes of the meeting of July 27, 1976 were approved and ordered filed.
LIBRARIAN'S REPORT:
Charging systems and computerized charging systems were briefly discussed. Trustee
Cohendet asked about the Summer Reading Club. The Librarian reported that the party
for those completing the club had been held today and a complete report of the activities
- would be submitted at the next Board meeting.
CORRESPONDENCE:
A letter addressed to the Librarian from Ms. Naomi J. Glasson, 1380 Oak Creek Drive,
Palo Alto, California, was read to the Board. Ms. Glasson expressed her appreciation
for the help of Mrs. Dorothy Morris, Interlibrary Loan Services, in locating hard-to-get
books for her group in Burlingame, who have been preparing for the licensing exam in
Marriage, Family, and Child Counseling.
OLD BUSINESS:
Air Conditioning: The Librarian reported that the new recommendations were reviewed
and discussed by the City Council at their last meeting.
1976-1977 Fiscal Year Budget: Librarian Lechich anticipates that the new library
budget (except the additional CETA position) will be approved at the special meeting
next week.
NEW BUSINESS: None
ADJOURNMENT:
The Board meeting was adjourned at 6:00 P.M. with the next meeting scheduled for
September 21 , 1976.

LIBRARIAN'S REPORT
September 21, 1976
FINES AND FEES:
The estimated increase in fines is apparently holding up. In August, the total
amount was $1 ,780.11 . Last year, it was $1 ,385.29 -- an increase of $394.82 or
29%. The increase in fines has also resulted in less overdue books which, after
all , is the reason for fines.
REFERENCE:
Total reference activity is slightly more than last year -- .26%. This figure is
deceptive as our patrons become more knowledgable regarding our reference service
they are asking questions that take considerably more time to answer and may in-
volve other libraries' reference departments whenever we are unable to come up
with the answer or the materials requested.
FRIENDS OF THE LIBRARY:
The Friends of the Library held their regular monthly board meeting on September 1st,
at 7:30 P.M. Plans were discussed for the Fall Book Sale slated for October 15, 16,
and 17. The Lions' Ladies have also volunteered to assist the Friends with the sale.
The President of the Friends this year is Mrs. Rosemary Wilkinson. This year's Book
Sale Chairman is Mrs. Elaine White of San Mateo. The Friends are also participating
in the Brown Bag Opera Lunches being held here in the Community Room this fall by
serving coffee. The Treasury has a current balance of $5,841 .15.
CONGRATULATIONS:
Mrs. Patricia Bergsing, Assistant City Librarian, has just been elected to a four-
year term on the Board of Directors of the Public Library Executives of Central
California (P.L.E.C.C. ).
DOROTHY GIBERSON PARTY:
On Sunday afternoon, September 19th, from 2 to 4 P.M. , the Friends of the Library
sponsored a highly successful open house and autograph party for Dorothy Giberson.
The occasion was the publication of her new gothic romance novel entitled, "Someone
is Watching" under the pseudonym Penelope Field. Refreshments were served and
copies of the book were sold with proceeds going to the Friends of the Library.
CONPUTERTZED COMMUNITY T_NFORMATION FILE:
The Computerized Community Information File is a federally funded demonstration project
of the Peninsula Library System. It consists of hundreds of entries on a computer for
all governmental agencies in San Mateo County serving the public. It may be accessed
through the teletype machine available at each public library in the county by the
name of the agency, it's location, or the service it provides.
Alfred Escoffier, representing the Reference Department, and Ms. Jane Irby, Director
of the project, conducted two workshops/demonstrations on CIP for city personnel on
August 11 and 18 at City Hall . The demonstrations were warmly received and provided
a good informational base which city personnel may use themselves or for public referral .
To date, the Reference Department has received many referrals by city personnel which
is most rewarding.

LEGISLATION:
The Government Relations Committee of the California Library Association has just
completed the latest draft of the proposed legislation for funding public library
systems in the State of California. This version will be widely distributed and
discussed throughout the state in the hope that librarians and trustees attending
the C.L.A. concerence in Los Angeles in December will be prepared to approve and
support the legislation as proposed. The hope is to submit the bill to the legis-
lature shortly after the first of the year. If it is to succeed, it will require
the total support of the library profession in this state.
COOPERATIVE INFORMATION NETWORK:
The Cooperative Information Network will be holding its annual meeting on October 22
at Syntex Corporation in Palo Alto. The meeting is open to anyone associated with
the Network and the speaker will be Dr. Jacobstein from the Stanford Law Library.
His topic will be the New Copyright Law currently before Congress.
REFERENCE DEPARTMENT:
Mrs. Joy Molder spoke to the Golden Years Club of St. Catherine' s Parish in Burlingame
on August 4th. She covered the many services and materials of interest and available
to senior citizens. The club was most receptive and appreciative of the information
provided.
CHILDREN'S DEPARTMENT:
The "Monster Gallery" Summer Reading Club party was held at the Recreation Center
on August 17, at 2 P.M. Approximately 100 children attended the party out of the
149 who completed the project. Entertainment included a mime by Janet Coshow, student
assistant in the Children's Room, and Louisa Geralds; and a monster movie entitled,
"Ghosts and Ghoulies". Cookies and ice cream bars were served for refreshments.
This entire program is sponsored by the Burlingame Lions Club.
