CALL TO ORDER:
The meeting of the Burlingame Public Library Board of Trustees was called to order
by Chairman Lynes at 5:00 P.M. on March 15, 1977.
ROLL CALL:
Trustees Present: Trustee Cohendet, Trustee DeMartini , Trustee Hechinger, Trustee
Lynes, Trustee Phelan
Trustees Absent: None
Also Present: Mrs. Patricia M. Bergsing, Assistant City Librarian
- Mrs. Juliette Lenkert, Friends of the Library
BILLS:
Warrants totaling $10,677.63 were paid on a motion by Trustee DeMartini , seconded
by Trustee Phelan, and unanimously carried. Special Fund bills in the amount of
$1 ,376.97 were ordered paid on a motion by Trustee DeMartini , seconded by Trustee
Phelan, and carried.
MINUTES:
Minutes of the meeting of February 15, 1977 were approved as mailed.
LIBRARIAN'S REPORT:
The Librarian's Report was read and discussed.
OLD BUSINESS:
Hillsborough Library: The Librarian discussed a letter regarding a proposed plan
based on the agreement presently in effect between the City of Piedmont and the City
of Oakland. This letter was prepared by Hillsborough's City Manager, Mr. Davidson.
Librarian Lechich stated that both Burlingame and San Mateo do not agree with this
plan and talks will continue.
Book Security System: It was reported that more research on the various systems
is still being done.
Remodeling of California and Board Rooms: Mrs. Bergsing asked Mrs. Lenkert to bring
the Board up to date on tentative plans for the rooms. Mrs. Lenkert has been working
very hard in acquiring numerous estimates for the work outlined. Some of the items
discussed were new rugs, shutters on the windows , new furniture, and new light fixtures.
Chairman Lynes commended Mrs. Lenkert and the Friends of the Library for their hard
work in implementing this project.

NEW BUSINESS:
Mrs. Patricia M. Bergsing appointed by City Manager to position of City Librarian as
of May 1 , 1977: Chairman Lynes lead the Board in congratulations to Mrs. Bergsing
on her recent appointment.
Mr. James Kauffman -- Civil service appointment by City Manager to position of Custodian
as of March 1 , 1977: The Librarian reported that Mr. Kaufman has been doing extremely
well and that he was very pleased with his work.
ADJOURNMENT:
The meeting was adjourned at 5:55 P.M. with the next meeting 'scheduled for April 19,
1977.

CIRCULATION:
Circulation decreased 34,305 in March last year to 32,145 or 6.7% this year. Circulation
for March over the past 19 years was as follows:

Probably the most interesting phenomena in this table is though we have nearly twice
as many registered patrons our circulation has only increased about 21%. If you count
the P.L.S. patrons, we have about 2� times as many customers who do ask about three
times as many reference questions as were asked in 1959 based upon the estimated total
of that year.
You will note that the loss in circulation in 1969 coincides with the buildup of the
grade school libraries. The increase since that time has been by the adults as the
children's circulation continues to decline. If the schools are unable to maintain
their libraries due to insufficient funds, the children's circulation will probably
increase.
TRAFFIC:
We have discontinued this count until such time the security system turnstiles are
installed. Our present mats were inaccurate and after trying several -- we give up!
REFERENCE DEPARTMENT:
C.I.N. Exchange: Miss Lora Shank visited the Millbrae Public Library on March 17th as
part of the C.I.N. Librarian/Library Exchange. Lora appreciated the opportunity to visit
^a P.L.S. library with which we have frequent interlibrary loan and interlibrary reference
interchange. Upcoming staff exchanges will occur in later months.

Burlingame High School Poetry Class: Mr. Wickliffe addressed a class in American poetry
at Burlingame High School on March 21st at the invitation of one of the students. He
spoke mostly about basic poetry techniques and the poetic approach to writing.
Congressional Information Service: Mr. Escoffier and Mrs. Molder attended a seminar on
the Congressional Information Service which publishes comprehensive indexes of a vast
amount of Congressional publications. The session was valuable in understanding this
complicated reference source.
B.A.R.C. Workshop: Mr. Escoffier and Mrs. Juliette Lenkert attended the first day of
this workshop which covered the collection, preservation and maintenance of local history
materials.
Cooperative Selection Committee - P.L.S. : Mr. Escoffier has been asked by Mr. Jim Hensen,
P.L.S. Coordinator, to chair the P.L.S. Cooperative Selection Committee. Alternatives and *
approaches to cooperatively buying expensive and lesser used materials on a System-wide
basis is the focal point of this committee.
Staff Development: , Eleven staff members who participate in the Reference Function attended
the meetings of March 3, 10 and 31 led by Esta Lee Albright of C.I.N. and Joan Larson of
P.L.S. Interpersonal communication skills, and reference interview, and reference search
strategy highlighted these sessions. They are proving invaluable training and refresher
sessions. The final meeting will be April 7.
A.A.R.P. : Mrs. Molder sang selections from My Fair Lady and Sound of Music for the South
Burlingame Chapter of the A.A.R.P. on March 10th. Not able to pass up the chance, she
featured the many books (The Trapp Family Singers, Family on Wheels, Maria) written by
Maria Von Trapp to supplement the songs from Sound of Music which is based on the first
title listed above.
Other Activities: Mr. Escoffier continues to furnish articles to the Boutique/Villager
and supervise library exhibits of local artists and displays of reading material. This
month included exhibits by Wally Grant and Annette Casey; displays included Soviet peoples,
water conservation, ballet in San Francisco, winter reading, do-it-yourself, and the
San Francisco Symphony.
