BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES April 18, 1977 CALL TO ORDER: The meeting of the Burlingame Library Board of Trustees was called to order by Chairman Lynes at 5:07 P.M. on the above given date. ROLL CALL: Trustees Present: Trustee Cohendet, Trustee DeMartini, Trustee Hechinger, Trustee Lynes, Trustee Phelan Trustees Absent: None Also Present: Mrs. Patricia M. Bergsing, Assistant City Librarian BILLS: Warrants totaling $8,854.33 were paid on a motion by Trustee Cohendet, seconded by Trustee Phelan, and unanimously carried. There were no Special Fund Account bills to be paid this month. MINUTES: Minutes of the meeting of March 15, 1977 were approved as mailed. 14 - ` LIBRARIAN'S REPORT: Discussion was held in regard to the circulation statistics as shown for the period of 1959 to 1977 for the month March. Librarian Lechich prepared this chart to show the increasing number of registered patrons during this period. CORRESPONDENCE: A letter was received from Mrs. Gretchen Warner, 3201 Monterey Street, San Mateo, expressing her appreciation for the enjoyment she received from the Opera Lunch Programs presented last fall. A copy of a letter to the Wall Street Journal was received from Mrs. Mary Williams, Treasurer of Lawren Productions, Inc., of Burlingame. Her letter expressed her comments in reference to telephone reference service provided by New York Library, "Three cheers for our Burlingame, California, Public Library which, for several years, has offered this service, particularly to business firms." OLD BUSINESS: Hillsborough Library: It was reported that a meeting was held with the City Manager and that Librarian Lechich recommended that we accept Hillsborough's offer of $90,000 to be divided between Burlingame and San Mateo. Discussion was held and further developments will be reported to the Board at the next meeting. Book Security System: Mrs. Bergsing received information that the 3M Company was interested in demonstrating their new system at our library and that they would like to introduce this system to the Board at the next meeting. Remodeling of California and Board Rooms: Mrs. Bergsing presented a bid for the purchase of locked-case shelving to the Board. The amount of $7,373.00 was requested from the Special Fund account. On a motion by Trustee Cohendet, seconded by Trustee DeMartini, it was moved to accept the bid from Library Bureau to supply the shelving. e , NEW BUSINESS: 1977-1978 Preliminary Budget: The Board perused the 1977-78 Preliminary Budget which was prepared by Mrs. Bergsing. Librarian Lechich commented that he felt she did an excellent job in the preparation of this budget request. on a motion by Trustee DeMartini, the budget was approved to be submitted to the City Council. Motion was seconded by Trustee Cohendet and carried. -f Assistant City Librarian: Mrs. Bergsing reported that there were three applicants for the opening and also explained the interview procedure to the Board. The Interview Board will consist of Mr. Don Fuller, City Librarian of Santa Clara Public Library, Mr. Lloyd Lynes, Chairman of the Library Board of Trustees, and the City Librarian. Trustee DeMartini suggested that a grading sheet be used in the selection procedure. ADJOURNMENT: The meeting was adjourned at 6:25 P.M. with the next Board Meeting scheduled for May 17, 1977. I` a _ ' / `• t 1 t { t / k f page Thra e of Thr e 6 LIBRARIAN'S REPORT May 17, 1977 RETIREMENT OF CITY LIBRARIAN: On April 30, 1977, George Paul Lechich, City Librarian, retired after 29 years of service to the City of Burlingame. On May 1, the appointment of Mrs. Patricia Bergsing became effective. LIBRARY SERVICE TO HILLSBOROUGH: The most pressing concern of the library during the past month has been the possible successful negotiation of a one-year contract to provide library services to Hillsborough in conjunction with the City of San Mateo. On May 2nd, the Burlingame City Council tentatively agreed to proceed with a contract arrangement with Hillsborough for $90,000 for one year based on reaching an equitable arrangement with San Mateo. As of this writing, it appears that the contract will be executed so that beginning July 1, 1977, Burlingame and San Mateo will provide library services to Hillsborough for the above price split 60% or $54,000 for Burlingame and 400 or $36,000 for San Mateo. (See attached Resolution of Intent and revised budget request showing estimated costs to serve Hillsborough) . The library staff is now in the process of developing criteria to measure Hillsborough's use of our services during the upcoming year. We will have them ready for your approval at your June Board meeting. CHILDREN'S DEPARTMENT: Preparations are proceeding regarding our Summer Reading Porgram this year entitled, "Abracadabra". Letters about the Club have been sent to the schools to be included in P.T.A. or newsletters being sent home to the parents. Visits will be made to all the classes, grades 1 through 6, to inform them about the club and to show them the background, book mark and certificate they will receive if they participate and complete the Club. Pre-school story hour will continue through the end of May and begin again in the latter part of June. Book talks were given to the 7th and 8th grades at St. Catherine's and the first grades from McKinley are coming to the library monthly. Over half of the first grades have library cards and before the end of school, we are hoping it will be three-quarters. In May, 175 books have already been checked out to teachers in the area. The schedule of summer programs being offered by the library appeared in the Burlingame Recreation Center's Summer Bulletin. REFERENCE DEPARTMENT: P.L.S. Cooperative Selection Committee: Mr. Escoffier, Chairman of this committee, led a productive meeting on April 27, which was attend by representatives of all but one P.L.S. library. The goal of the committee is to foster cooperative buying in P.L.S. libraries. A number of guidelines on how selection is being done in respective subject strengths in P.L.S. member libraries are being drawn up. NATIONAL LIBRARY WEEK, April 17 - 23: Mr. Escoffier arranged for two special exhibits to be displayed in the Burlingame Recreation Center. One covered the library's history and development and the other depicted National Library Week. Tom Carey did a fine job of putting the displays together. Exchange Vistors to B.P.L. : Ms. Ann Horvath, Circulation Supervisor at Menlo Park Public Library, visited our library on April 20th and spent the entire day observing and exchanging information with each of our department staff. Ms. Shelby Watts, SKARN Reference Librarian stationed at Santa Clara City Library, visited us on April 25th. She was intro- duced to the staff and spent time in each department observing and offering ideas from her home library. Both women were delightful guests and we're pleased we had a chance to meet and talk with them. C.I.N. Exchanges by B.P.L. Staff: Mr. Wickliffe spent April 5th at the Indian Cultural Center Library in San Jose. Mr. Wickliffe found the library a lively place and its librarian, Ms. Ruth Blank, a very dedicated person. Mrs. Molder visited San Bruno Public Library observing their special resources and collecting information on their approach to programming, which has become a vital part of that library's operation. Staff Development: The final session for the Reference Department was led by Ms. Esta Lee Albright (CIN) and i•Irs. Joan Larson (PLS) on April 7th. This session reviewed the previous four sessions and concluded with brain-storming. Requirements to participate was that all statements had to be positive and no other person could respond verbally. It offered each participant a chance to state ideas for better service, interdepartmental relations, work conditions, etc. without the threat of anyone finding fault or judging the validity of the suggestions. Approximately 55 ideas were generated in what was a resourceful session. The entire Staff Development Porject was beneficial and educational. P.L.S. Interlibrary Loan Workshop: Mrs. Dorothy Morris, B.P.L. 's Interlibrary Loan Clerk, attended a workshop at the P.L.S. Bibliographic Center at the San Mateo County Library Headquarters, on April 6th. These bi-monthly workshops are designed to train P.L.S. I.L.L. personnel and to solve problems that arise for each P.L.S. library. The ultimate goal is to produce a P.L.S. Interlibrary Loan manual for more efficient and effective I.L.L. service. Public Relations and Publicity: Three columns appeared in the Boutique/Villager written by Mr. Escoffier. Articles prepared by Mrs. Elaine White, Friends Book Sale Chairman, appeared in three area newspapers on the Library Booksale held on April 29, 30 and May 1. Other articles included Mr. Lechich's retirement; the new City Librarian, Mrs. Bergsing; and the Community Information Project sponsored by P.L.S. SPRING BOOK SALE: The Friends of the Burlingame Library held another successful book sale during the weekend of April 29, 30 and May 1. Mrs. Elaine White, Book Sale Chairman, announced that the amount of $2,750 was raised for the refurbishing of the California Room. SHUT-IN SERVICE: Mrs. Mary Lang and her volunteers made 80 visits and two movie showings. Her statistics show that 316 books and magazines were circulated and of these 37 were large-type. They visited three convalescent hospitals: Bayview, Hillhaven and the Marian Convent. There are 19 readers in Hillhaven and Bayview but the number of readers in the Marian Convent is undertermined as a monthly collection is circulated by the institution. Two boarding homes with a total of four readers were visited, and fifteen other readers live in their own homes and apartments. During the month of April, service was provided to forty-two individuals.
