MINUTES
November 15, 1977
CALL TO ORDER:
The meeting of the Library Board of Trustees was called to order by Chairman Hehcinger at 4:30
P.M. on November 15, 1977.
ROLL CALL:
Trustees Present: Trustee Hechinger, Trustee Lynes, Trustee Phelan
Trustees Absent: Trustee DeMartini, Trustee Choehdat (both excused by Board for business reasons)
BILLS:
Warrants in the amount of $8,759.44 were approved for payment on a motion by Trustee Phelan, sec-
onded by Trustee Lynes, and carried by those trustees present. Special Fund bills totaling $521.61
were paid on a motion by Trustee Lynes, seconded by Trustee Phelan.
MINUTES:
Minutes of the meeting of October 18, 1977 were approved and ordered filed.
LIBRARIAN'S REPORT:
Security System: Chairman Hechinger commented favorably on the reduction in price because of the
publicity value to the company in having an installation on the West Coast. Mrs. Bergsing informed
the Board that the system would be installed on December 15 immediately after the California Li-
rary Association Convention. She also stated that the first 10,000 tags had arrived and the remain-
ing 40,000 would be coming within the next week or two. A full crew of students are scheduled to
begin installing tags on the Friday and Saturday after Thanksgiving. There was discussion about
notifying the public about the new system and the Librarian and Board agreed that an article should
be sent to the local newspapers and some kind of notice posted in the library. Mrs. Molder, the
Assistant Librarian, is in charge of training the staff in the use of the system. There was brief
discussion about the lower loss rate at the Branch library and there being no apparent need for a
security system there at this time.
Fines and Fees: Considerable discussion was held on the problem of overdue fines, maximum fines,
loan periods and San Mateo Public Library's automatic renewal. The City Librarian pointed out that
the implications of the report on delinquent accounts seemed to be that the 10� fine hastened the
return of books when they were slightly overdue, but slowed the process when the books were long
overdue. She also stated that the amount spent on salaries had increased from $799 to $1 ,379 for
the same periods because the number of overdue accounts had doubled. Mrs. Bergsing reported that
she had spoken with the San Mateo City Librarian regarding their overdue fines, and he said the
San Mateo Library Board had tabled the matter, and apparently did not intend to change their fines
at this time.
Trustee Lynes asked Mrs. Bergsing what her opinion was. She stated that she was opposed to the
10a fine because she did not believe it speeded the return of materials, and in fact as the report
showed, it had the opposite effect. Also, it cost more to administer.
The Board discussed the many different policies and procedures currently practiced in the other
libraries in the Peninsula Library System and then decided to write the PLS Board and ask them to
consider the problem and try to recommend some uniform circulation policies for all the libraries.
They agreed to delay any action until they heard from the System.
Service to Hillsborough: The Board commented on the increase in use of the library by Hillsborough
residents. The Librarian reported that she had spoken with Bob Davidson, the Hillsborough City
Manager, and that he was hoping to begin discussion of a new contract shortly after the first of
the year.

Parking: Chairman Hechinger suggested that when the recommendations from the Traffic, Safety
and Parking Commission come before the City Council, that the Library Board should be there to
represent the interest and concerns of the Library. Everyone agreed.
California Room: Mrs. Bergsing reported that both the table and the locked cases should be here
very soon.
Comparative Statistics: The table showing the comparative statistics of the eight libraries in
PLS was more fully explained by Mrs. Bergsing. Trustee Phelan commented on how exceptionally
well Burlingame compared with all the others. Everyone agreed that the figures showed the strong
support this city has always given the library.
Personnel: Trustee Lynes asked how many applications had been received for the Library Assistant
II examination. Mrs. Molder replied that 40 applicants had applied, but only 34 met the require-
ments and would therefore be eligible to take the written exam on November 19th.
Future Board Meetings: The Board commented favorably on the tour of the Reference Department
planned for the December meeting. Mr. Hechinger also suggested another meeting be held at the
Branch library before too long.
Capital Improvement Program 1978 - 1983: The Librarian reported that the staff had met and dis-
cussed possible capital improvements, and their major concern was the parking problem. Mrs. Berg-
sing then talked to the City Engineer, Ralph Kickup, and he suggested that the library write a
letter defining the problems and suggesting possible solutions, but he recommended against trying
to complete a capital improvement proposal for parking this year. He felt this would be next to
impossible to put together an accurate financial picture in so short a time. Also, it was very
likely that if such a proposal were made at a later date, it might come from the Public Works De-
partment or in conjuction with other city or business parking proposals.
Mrs. Bergsing mentioned that computerizing some of the library's operations was another possible
capital project for a later date, but not this year.
Discussion was held on a possible Branch for Mills Estate. However, everyone agreed that the
cost was too high, and there was little evident demand.
The discussion concluded with all the Board agreeing that the library would not submit any capital
project proposals this year, but would begin to think of needs for the next few years immediately.
The Librarian stated that the staff was already working on a list of needed items and suggested
physical changes or rearrangements within the existing facilities to improve services.
Annual Report: The Library's first annual report printed for distribution was passed out to each
Board Member. There were questions and comments on some of the figures. In general, there was
a feeling that it might be a good public relations item.
Community Room: Trustee Lynes asked about use of the Community Room. Mrs. Bergsing replied that
the demand had increased to such an extent that the rules needed to be revised and updated to be
more consistent and equitable to all groups. When she had the proposed changes ready, she would
bring them to the Board for approval.
ADJOURNMENT:
The meeting was adjourned at 6:00 P.M. with the next Board meeting scheduled for December 20,
1977, at 4L30 P.M.

FINES AND LOAN PERIODS
Enclosed is a copy of Mr. Hechinger's letter to the P.L.S. Board of Directors
and the other Library Boards of Trustees in the system. The letter was dis-
tributed at the last P.L.S. Board meeting, and the entire matter of fines , loan
periods etc. will be an agenda item for discussion at the December 21st meeting.
Mr. Hechinger has received two favorable replies to his proposal , and they will
be on the agenda for your meeting.
SECURITY SYSTEM
The Security System is scheduled to be installed on December 15th, but I 'm
writing this prior to that date so I 'll have to report to you at the meeting
on how everything proceeded. Students tagged about 7,000 books over Thanks-
giving vacation, and that means we have about 40,000 remaining to be done.
Hopefully, we can make considerable progress during Christmas vacation.
An introduction to the Book Security System training series was held for all
staff members in five different meetings during the week of December 5 - 9.
This training included the background of why we' re ai-e— getting a system, why
we chose the one we did, what to expect from and how to respond to the system;
how will the system be set up etc. This series is in hopes that all staff have
an adequate understanding of the system so that they can respond in a positive
manner to patron inquiries and needs.
CALIFORNIA ROOM
When you come to the meeting on December 20th you will be sitting at the new
board table and looking at the new locked bookcases. The staff and I are
quite pleased about the way the refurbishing is progressing and hope you will
feel the same way. The chairs and the light fixtures are now the major items
remaining to complete the room.
TWB ROOM
The storage room in the basement is also undergoing a face lift. Paul Bruce
Lechich has cleaned out all the "junk" (our sale in August helped) . We have
repainted the walls, the City Electrician is installing new light fixtures and
soon we will start looking for new floor covering. We hope to make the room
usable for art work, small repairs etc. The "Friends" are paying for the pro-
ject.
MAINTENANCE
During the recent storm, the library again experienced leaks in the roof in a
couple of areas. We are consulting the.roofing repair company, but primarily
the problem seems to be that heavy winds and tile roofsdon't go together.

The same night the power went out at about 6:30 P.M. We finally closed the
Library at 8:00 P.M. According to the clocks, i,t appears the power came back
on about 9:00 P.M. That is the longest power failure that I can remember the
library experiencing in the last twenty
years. that we need
more flashlights or emergency lights, andmore definite eand sclear directions
to the staff on what to do in such an emergency.
PARKING
The Traffic, Safety and Parking Commission met on December 8th, and agreed to
wait until after the first of the year before taking any further action on
the Burlingame Avenue Area Parking Study.
PERSONNEL
The written portion of the Library Assistant II exam was held Sat. , November
19. Twenty-three took the exam and twenty-one passed and qualified for the
oral portion of the exam. The dates for this portion have been set for De-
cember 12 and January 9.
Through the City of Burlingame Training funds, several of our employees will
be participating in sessions taught by members of the Intergovernmental Man-
agement Training Institute. (IMDI) The courses include Time Management,
Effective Management Skills , Public Contact, Effective Written Communications
and others. We feel this is a wonderful opportunity to improve our skills
and effectiveness in these areas.
CHILDREN'S DEPARTMENT
This month has been one of continuing the activities of October. There were
puppet performances at the schools Franklin, Hoover, Roosvelt and Lincoln;
book talks at Crocker; school visits to the library by first and fourth graders
and the preschool story hours. On Wednesday, November 23 we showed the film,
CRICKET IN TIMES SQUARE. Approximately 565 children were exposed to the li-
brary as a result of these various activities.
In December our special school age program was a sixty minute color film pre-
sentation of the NUTCRACKER performed by the American Ballet Company. It was
on Wednesday, December 14th, at 4:00 P.M.
We have a new addition to our growing collection of papier m9ch6 animals in the
Children's Room. It is a "beautiful " dragon. It will be on permanent display
after the first of the year. It is hoped that the children will name it. It
was purchased with funds given to us in memory of Marie Mautino.
REFERENCE DEPARTMENT REPORT
Collections: The Reference Update Project continued throughout the month with
about 80% of the Reference Collection completed. Lora Shank is continuing with
the selection of books for possible circulation, update or transfer to circulat-
ing collections.

�- Workshops : Sue Reiterman and Warren Wickliffe attended a Cooperative Informa-
tion Network workshop on Statistics held at the Palo Alto Public Library on
December 2. Speakers' topics ranged from the meaning of statistics, and their
use, to specific sources libraries might use to access statistics. Several
useful bibliographies were distributed for statistical sources on business and
industry.
Statistics: November use statistics remained relatively constant for the sea-
son, particularly considering the holiday and power failure (November 21st) .
School assignments concerning .the compilation of bibliographies have been par-
ticularly heavy.
Programs: On November 16, the Friends-sponsored special program on D.H. Law-
rence was held in the Community Room. Sue Reiterman, who assisted with plan-
ning, publicity and refreshments reports a good turnout of 50 plus individuals.
The audio visual presentation was followed by a discussion period and refresh-
ments.
Audio Visual News: Sue Reiterman attended a state library - sponsored workshop
on Audio Visual Automation on November 16. Covered in the presentation were
automated film booking systems, as well as future trends in media. The Betamax
video cassette system was also discussed. This is the video system now being
marketed for home use.
Ms. Reiterman is also involved in setting up a Branch Library Record Collection ,
�— which should be operational by mid-December. This will be a small collection of
records taken from the library' s regular stock, and deposited at the Branch for
use there. This effort marks the first appearance of records at the Branch
Library.
In addition, a media bulletin board is being planned for the Main Library to
both direct patrons to our media collections , as well as to act as an announce-
ment of significant media events in the community.
P.L.S. News : Al Escoffier served on an Ad Hoc Capital Improvement Committee
to provide input for overall library planning in San Mateo County. The Commit-
tee met three times and developed four possible options for reference service
for the San Mateo County Library System. The input, solicited by the County
Manager's Office, was to reflect the viewpoint of PLS libraries on the possible
impact of changes in County Library service.
A, subcommittee of the PLS Reference Committee has been formed to discuss the
staff development componet which will be a part of the California Library Ser-
vices Act (CLSA) grant for reference services fo FY 78/79. BPL is providing
input in terms of needs in this special area.
Refresher courses in the use of the Computerized Community Information Project
were recently held at Stanford University. Barbara Rowe, Branch Librarian, at-
tended the workshop. Additional courses will be held in January 1978. The courses
are three hours in length and are designed as a hands-on experience in retriev-
ing community information.

A Reference Survey of the non-resident use will again be scheduled for January
16-29th for all PLS libraries. BPL will be participating as part of our quar-
terly non-resident use agreement with Hillsborough/San Mateo.
Bill Van Niekerken attended the bimonthly PLS Interlibrary Loan Committee meet-
ing. The meeting allows interlibrary loan personnel from all PLS libraries ,
as well as the Bibliographic Center to share their common problems, procedures ,
policies.
Other News: Mr. Wickliffe attended his first Burlingame Civic Arts Council
Board Meeting in his official capacity as Board member on November 9. He also
is assisting in the gathering of information for the rehabilitation of the Amer-
ican Legion Hall (former home of the library) . He has discovered several old
Building Inspector' s reports , as well as some documents giving general dimensions.
Mr. Wickliffe also assisted at the Arts Council Open House on the 19th.
Publicity: Exhibits and displays for November included: Children's Book Week,
Women of the Stage, Age of Humanism (Legion of Honor tie-in) , D.H. Lawrence
(Program tie-in) ; The Kennedy Assassination.
Four book review columns were published during the month in the Boutique/Villager.
Among the columns was one on Children's books (in recognition of Children's Book
Week) , and one on gift books for the holidays.
A companion booklist entitled "Gift Suggestions" will be available in early De-
cember.
CHRISTMAS DECORATIONS
The Christmas decorations in the Library are again due to the generosity of the
Par;: Department. They cut the greens and brought them to us. The Christmas
trees in the Children's Room and at the Branch are gifts from the Lions Club of
Burlingame.

SUMMARY OF STAFF REPORTS
Trustees section of CLA discussed results of questionnaire which is on your agen-
da for December meeting. A published summary of the survey will be available in
January. They also decided to have regional trustees meetings sometime in the
next year to discuss state laws relating to trustees.
Governor Brown addressed the general membership on the importance of libraries and
information retrieval systems to an informed citizenry. He expressed particular
interest in how satellites might play a role in information dissemination.
The program on Copyright by an attorney from the U.S. Copyright Office explained
how the new law will affect libraries. I have attached a brief summary for you
prepared by Al Escoffier.

An interesting program on "New Approaches to Team Building" had many excellent
ideas for administrators on how to run better meetings and communicate more
effectively with staff. Several of us intend to try some of the suggestions
immediately.
An informative workshop was held on microforms and the problems that libraries
have to face in handling them. This was of particular importance to us because
in the very near future we must decide either to purchase some of our periodi-
cal backfiles on microform or begin to discard our bound periodicals for lack
of space.
Another interesting program discussed a survey of the community conducted by the
Whittier Public Library. They learned a number of things that should be useful
to them in long range library planning. It was of interest to us, in the event
we decide to conduct a similar study.
The Children' s and Young Adult Programs consisted of a puppet workshop, a panel
discussion on books explaining sex to young people, and another panel discussion
on "Children' s Services - How to Get the Best. "
Mrs. Thomas was very active at the Conference in helping to organize a new Tech-
nical Services Chapter within C.L.A. She was elected Vice-President of the
group, and we are all very proud of her.
Many more meetings were held on professional and career concerns and were at-
tended by different staff members. Many of the Library Assistants and part-
time staff visited the exhibits , so we feel that most of our personnel benefited
from the Conference.

Recently, the Burlingame Library Board of Trustees has been reviewing the
circulation policies of our library particularly regarding overdue fines,
loan periods and renewals. In conjunction with this study, we have been
comparing the policies in other PLS libraries. Even a cursory review in-
dicates there are many variations in procedures in the different system
libraries.
Therefore, before we make any changes in Burlingame, we would like to take
this opportunity to strongly urge the Board of Directors of PLS to initiate
action that would lead to more conformity in circulation practices than cur-
rently exists. After seven years of operation as a system, it seems to us
that it is time to consider a more consistent approach to our public.
The Board of Trustees of the Burlingame Library is ready to consider any
recommendation from the Peninsula Library System Board regarding changes
in our present circulation policies to conform with suggested System prac-
tices. Naturally, we reserve the right to continue our present policies ,
(as you all will ) , if we find that the recommendations are incompatible with
our service to the citizens of Burlingame. However, we will seriously and
positively study all proposals and make every effort to work toward uniform
loan policies.
Finally, we would like to issue an invitation to the PLS Board of Directors
and to all the members of the Library Boards in the System to attend a com-
bination get-acquainted and information exchange session at the Burlingame
Library sometime after the first of they ear. Since we have common interests
and concerns about providing quality library service, we think it would be
mutually beneficial to discuss current problems and future plans.
We hope these two suggestions will receive your serious consideration, and we
will hear from you at the earliest opportunity.

EFFECT OF THE NEW COPYRIGHT LAW ON THE
Burlingame Public Library
Most photocopying done by libraries in the United States today is legal
under the new copyright law that takes effect January 1 , 1978 . Such
copying will require neither permission from the copyright holder nor the
payment of license fees or royalties. Under the new copyright law, as
under the old law, libraries have certain rights to make photocopies
without any sort of clearance from the copyright owner.
For example, librarianshave the right to make single copies of periodical
articles for users. Furthermore, photocopies in lieu of interlibrary loans
are permitted including repeated requests for copies from the same title,
subject to certain guidelines and statutory limitations.
We expect little problem with this neva law, ( Public Law 94-553) .
Compliance with this new law for the Burlingame Public Library will include:
1 ) Signs on the photocopy machines reading: "Notice: The Copyright
Law of the United States (Title 17 U.S. Code) governs the making
of photocopies of copyrighted material . The person using this
equipment is liable for any infringement. "
2) Interlibrary Loan Photocopy request forms will be stamped with
a notice reading: "This material will be photocopied in accordance
�— with the copyright law (Title 17, U.S. Code) . ,, Exact wording of
a stamp for this purpose will be slightly different.
3) Copies of the law itself, as well as interpretive articles on
the subject will be available at the reference desk.
4) A file of Interlibrary Loan Photocopy Requests will be kept
by title.
This file will be integrated into our current file of completed
interlibrary loan requests. This will be necessary as the new
law may restrict our photocopying of material in one periodical
to five copies per title per calendar year.
5) When making copies of copyrighted material a notice of copyright,
usually a copy of the copyright notice found on the back of the
title page, shall be included with the copied material .
I emphasize that the new law should not affect in-house photocopying by
patrons.
