BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES April 18, 1978 CALL TO ORDER: The meeting was called to order by Vice Chairman DeMartini on the above given date at 4:30 P.M. ROLL CALL: Trustees Present: Trustee DeMartini, Trustee Lynes, Trustee Phelan Trustees Absent: Trustee Hechinger, out of the country on business Also Present: Mrs. Joy Molder, Assistant Librarian BILLS: Warrants in the amount of $10,020.88 and Special Funds bills totaling $1 ,823.02 were approved for payment on a motion by Trustee Lynes, seconded by Trustee Phelan, and carried by those Trustees present. Vice Chairman DeMartini referred to the bills of the March 21, 1978 meeting. Due to lack of quorum at that meeting, warrants in the amount of $8,907.12 and Special Fund bills totaling $461.07 were formally approved for payment on a motion by Trustee Phelan, seconded by Trustee Lynes, and carried by those Trustees present. LIBRARIAN'S REPORT: Discussion was held regarding the installation of theater posts, cords, and carpet at the front door. The Librarian reported that the theater posts and cords had not arrived as of this date, but she was still hoping that the carpet would arrive so it could be installed on Sunday. There was a brief discussion regarding the Sam Trans bus route which stops in front of the library being discontinued on May 1, 1978. The Board commented on the Librarian's report of staff members who attended a number of pro- fessional training and staff development workshops. They were impressed by the availability of such programs from which our staff can benefit. Vice Chairman DeMartini asked Librarian Bergsing if the staff had submitted critiques on the value of the session they attended. The Librarian reported that the staff shared the information with their individual departments, some written and others orally, but had not been submitting formal written reports. Librarian Bergsing thought it was an excellent suggestion, however, and will pursue the idea for future implementation. NEW BUSINESS: Roof Repairs: Librarian Bergsing distributed a draft of a request to the City Manager for funds to repair the roof leaks in the Children's Room stack area. After some discussion, the Librarian was authorized to proceed with the request for emergency roof repairs on a motion by Trustee Lynes, seconded by Trustee Phelan, and carried by those Trustees present. Request for Use of Special Fund for Capital Outlay Items: A request for use of Special Funds for purchase of some items of equipment was submitted with an explanation and justification. After careful review of all items requested, the items were authorized for purchase on a motion by Trustee Phelan, seconded by Trustee Lynes, and carried. California Library Association Membership: The Librarian asked the Trustees present if they wished to continue their California Library Association membership. All Trustees present expressed their choice of not renewing their membership, but that possibly one membership could be retained and suggested that the Chairman be contacted upon his return. UNFINISHED BUSINESS: 1978-79 Budget: Copies of the 1978-79 Library Budget Request were distributed and reviewed by the Board. The recommnedations for a 25% cut back, as requested by the City Manager, were also reviewed. After reviewing the entire budget request and recommendations for a 25% cut back, a motion was entertained by Vice Chairman DeMartini for approval of the budget request and cutbacks to be submitted to the City Manager. It was moved by Trustee Lynes, seconded by Trustee Phelan, and carried. Report on the meeting with Dr. Black: Librarian Bergsing reported that she and Mrs. Joan Riordan Leach met with Dr. Black, Superintendent of the Burlingame Elementary School District, that morning. She stated that Dr. Black was very supportive of the school district's library program, and discussed the possibility of coordinating services between the library and schools. She felt it was a very positive meeting and hoped that some programs could be developed so that there would be as little duplication of service as possible. ADJOURNMENT: Vice Chairman DeMartini adjourned the meeting at 5:30 P.M. in memory of Mrs. Edith Cohendet. The next Board meeting is scheduled for May 16, 1978. y Respectfully submitted, Patricia M. Bergsing Clerk of the Board PMB:jq LIBRARIAN'S REPORT May 16, 1978 BUDGET 1978-79: I met with the City Manager, Charles Schwalm, and the new Finance Director, Dennis Argyes, on Tuesday, May 9th to discuss the Library's Budget requests. At the same session, we reviewed the memo regarding the 25% cutback in funding if Proposition 13 pases, and also the renewal of the contract with Hillsborough for another year. No further budget cuts were proposed at this meeting. SERVICE TO HILLSBOROUGH: I am enclosing copies of recent correspondence regarding renewal of the contract to provide library service to the residents of Hillsborough. I think they are self-explanatory, but we' ll discuss it at the Board meeting if you have questions or comments. i APPOINTMENT OF LIBRARY BOARD MEMBER: On May 10th, the City Council will decide on the procedure to fill the current vacancies on City Commissions. I' ll have to report to you directly at the Board meeting about what method they decide to follow. SECURITY SYSTEM: �— The new theater posts, cords and carpet were all installed early this month, and I think the system looks much better. The staff appears to be handling the activate/ deactivate procedure with speed and relatively few mistakes. The public seems to be getting used to the system. We have stopped a number of people who were leaving without checking out their books. We have also discovered a few tags torn out of the books and left in the stacks--but not very many. ROOF REPAIRS: The Council approved the repair of the roof leaks in the Children's Room stack area. Ace Roofing Company was awarded the contract, and we are now waiting to hear from them about when they can schedule the repairs. REPLACEMENT OF SECRETARY: The City Council approved the hiring of a new secretary to replace Mrs. Janice Quon . who is resigning the end of June. We are advertising in the local newspapers for the position, and are hoping to hire someone early in June so that Mrs. Quon can train the new person. USER SURVEY: The staff is in the process of developing a questionnaire to be used to conduct a survey of library patrons. We are trying to get some ideas about what the public would like to see in the way of new and/or improved services, reduced services, change in hours, overdue and reserve rates, etc. If you have any suggestions, please `" let me know. Librarian's Report May 16, 1978 Page Two SPECIAL PROGRAMS AND ACTIVITIES: Several staff members will be participating in Art in the Park, May 20 and 21 . Although the theme is the Gay '90s, we will be offering hieroglyph printing (similar to the San Mateo County Fair Project). This popular activity was chosen before the theme was chosen by the Burlingame Recreation Department. We plan to have fun and enjoy the nice weather, as well as promote the Library. Sue Reiterman gave a book talk at the Burlingame Women's Club on April 13. Mrs. Reiterman's discussion included a number of recent popular non-fiction titles. The talk was very well-received. The Burlingame Poetry Conspiracy benefit for the Diana Press of Oakland was held in the Community Room on April 19. Over a dozen poets read to a crowd of more than 50. The poetry reading for May will be held on the 21st as planned. Signs will be posted at the Library Booth at Art in the Park directing interested listeners to the library. COLLECTIONS: The Record Inventory is nearly complete. Lists of missing items have been compiled. .Replacement orders have been placed for some items which were missing. Replacements are being sought for popular items, as well as classics which are missing from the collection. Aproximately 300 albums are missing. This represents about 7% of the collection. �— A Local History File was begun with materials which have been collected over the past 30-40 years but never added to the regular collections. This pamphlet-like file should help fill in gaps in our understanding of Burlingame/Hillsborough history. Several hundred paperback books were purchased recently for the NC paperback collection. This highly popular service adds an important browsing dimension to our collection. PERSONNEL: Mrs. Anita Gee has officially retired after twenty years of employment at the Burlingame Library. Mrs. Mary Lang, who began in 1968, will retire at the end of May. Both women are strong advocates of library service and we appreciate their continued enthusiasm. STAFF TRAINING AND DEVELOPMENT: Sue Reiterman and Betty Hallock will be attending a workshop in San Francisco entitled, "How to Design and Implement a Volunteer Program" on May 10. Even though we already have a volunteer program in connection with the Library's Outreach Services, it appears that with the retirement of Mary Lang, we will need to recruit and train additional volunteers for our program. Betty Hallock has been training with Mary to continue the Outreach Program. Sue Reiterman, because of her experience as the PLS Outreach Coordinator, will supervise the library's program. As part of the exchange program of CIN, Helen Ward spent the morning of April 19, at Menlo Park Public Library. She found the exposure to their circulation procedures useful to her work here. In an effort to help evaluate her analysis of our circulation proce- dures, she also studied the Redwood City Public Library and Belmont Library operations. Librarian's Report May 16, 1978 Page Three Mr. Ward came back with both good ideas and a better perspective of Burlingame Library's processes. Warren Wickliffe will visit C.S.M. and Joan Riordan Leach will visit SMERC in May as part of the CIN exchange program. Lora Shank visited the San Mateo County Health and Welfare Library in March. Joy Molder sat on the examining board for the San Mateo County Librarian II promotional examination on May 2. She and two other librarians evaluated eleven candidates. This was a truly valuable experience in developing skill in interviewing. Mr. Escoffier will attend a workshop sponsored by the Art Librarians' Society (ARLIS) of Northern California on May 5. The purpose of the workshop is to refine techniques of collection development in the fine arts. On May 12th, Mr. Escoffier will speak at the American Library Association meeting (Northern California Technical Processing Group) in San Rafael . The subject of his talk will be cooperative acquisitions. Even though there has been substantial control and feedback on workshop and development programs for personnel , Joy Molder devised a brief form based on the suggestions of Mr. DeMartini at the April Board meeting. The form will be passed out to each person who participates in some type of training and/or development program. The form will help to keep the reporting brief, but uniform. The information will be shared with the staff in the weekly newsletter and then filed in the employee's personnel file. CHILDREN'S DEPARTMENT: The papier mache dragon in the Children's Department has been named "Nogard" (dragon spelled backwards). David Bowlus , 102, of McKinley School , was the first of three to submit the name. A picture of David and Nogard will be appearing in the Boutique, and David will be receiving a book as a prize. BOOK SALE: The Friends of the Library held their Spring Book Sale on May 5, 6, and 7. It was very successful and $2,075 was raised to support the library's collections and services. Hillsborough and the cities of Burlingame and San Mateo will terminate June 30, 1978, I request that, in accordance with paragraph (8) of that Agreement, the three parties extend the term to June 30, 1979. It is hoped that, by the extension of one year, the data received will begin to stabilize so that the future negotiations can be based on actual demand for services. I must also request that the extension of the term of the Agreement be conditioned upon the failure of Proposition 13 on the June 6th ballot. In the event of the passage of the Jarvis-Gann initiative, the Town of Hillsborough will most likely terminate the Agreement for library services. May I hear your comments so I can draft a model Resolution for the extension of the term and the conditions for termination of the Agreement. Are we receiving a proper amount from Hillsborough for the usage they are making of our library? 2. In accordance with Sectin (8) of the agreement with Hillsborough and San Mateo, what does the data of the two cities show for a proper division of the monies received from Hillsborough? 3. Can you obtain a statement from the San Mateo Librarian that the data indicates a revised percentage division of the monies? This report will allow City Council and I to resolve the divi- sion issue and the matter of an extension of the agreement. Charles F. Schwalm CFS/gf TO: Mr. Charles F. Bergsing, City Librarian DATE: May 5, 1978 RE: Agreement to Offer Library Service to Hillsborough The answer to your first question depends on what formula you wish to use to figure Hillsbarough's "fair share". As we discussed a year ago, if we determine the costs either on assessed valuation or on a per capita charge reflecting eligibility to use, then we are not receiving enough money. If, however, we are talking about actual measured use and real costs, then the answer is "yes". Attached you will find usage figures of the Burlingame and San Mateo Public Libraries by Hillsborough residents. If we average the use of major services (excluding the school visits, programs, etc. ) provided to Hillsborough by Burlingame this past year, it is running about 10% of our workload. If we figure 10% of our proposed 1978-79 budget of $544,000, it is clear that the $54,000 we are currently receiving is very close to 10%. However, if we add empl.oyee benefits and maintenance costs charged to other City departments to th.e library's budget figure then this amount could be raised a little to stay in line. I am also enclosing a list of expenses, from July 1 , 1977 through April 30, 1978, that are directly related to service to Hillsborough. As you can see, these expenses do not total $54,000. Our budget request this year reflects only a little over $11 ,000 to meet Hillsborough service needs--which we con- sider a bare minimum. In summary, then, I do believe the $90,000 contract with Hillsborough is in line. However, I believe that a fairer split between Burlingame and San Mateo would be a 2/3 or $60,000 share for Burlingame and a 1/3 or $30,000 share for San Mateo. A look at the figures shows that 2/3 of the card holders are regis- tered at the Burlingame Library and that 72% of the Hillsborough circulation is conducted here. This does not have any direct bearing on the Hillsborough situation, but I am enclosing a summary of the services we are providing to San Mateo patrons, and the few figures I have on San Mateo Public Library service to Burlingame residents. You will note that Burlingame is not in any 60/40 situation here either. It is true, however, that for the first time, this year we will be receiving some State monies to reimburse us for this imbalance. On your last question, I have talked with Mr. Kraig, San Mateo City Librarian, and I believe (off the record) he would go along with a 2/3 to 1/3 split. However, I also got the impression that he believes the two cities should reach that agreement and not the two librarians. By that I mean, I don't think we wants to recommend officially to his City Manager that San Mateo accept less money. I think he would agree, however, that the figures show clearly that a 60 - 40 split is not what has happened. I think we should try a.nd realign the apportionment between Burlingame and San Mateo. Davidson, City Manager Town of Hillsborough 1600 Floribunda Avenue Hillsborough, Ca. 94010 Dear Bob: Re: Library Services Agreement �- Under the terms of the Library Services Agreement, divi- sion of the amount paid by Hillsborough to San Mateo and Burlingame was to be on a fair basis of the amount of usage and services rendered by San Mateo and Burlingame. Under Section (8) guidelines were to be developed to establish said data and criteria for this division. The Librarians of the two cities did develop criteria for measuring use of the respective libraries by Hillsborough residents, a copy of the criteria is attached. Also attached is a copy of the results of the compilation of the data. The most meaningful critera obviously is circulation of materials. Burlingame has handled 730 of the circulation and San Mateo 27.: registered borrowers, Burlingame has registered 68% and San Mateo 32% . In all fairness, we feel the division should be rounded to 70% Burlingame-30o San Mateo. This would call for a change in the agreement figures of $5, 250 per month for Burlingame and $2, 250 per month for San Mateo. We are presenting this data to San 11ateo for their review of this change in accordance with the intent of this tripartite • agreement, and we are asking their consideration of the changes based on the experienced usage figures. ROLL CALL: Trustees Present: Trustee DeMartini , Trustee Lynes, Trustee Phelan Trustees Absent: Trustee Hechinger, out of the country on business Also Present: Mrs. Joy Molder, Assistant Librarian BILLS: Warrants in the amount of $10,020.88 and Special Fund bills totaling $1 ,823.02 were approved for payment on a motion by Trustee Lynes, seconded by Trustee Phelan, and carried by those Trustees present. Vice Chairman DeMartini referred to the bills of the March 21 , 1978 meeting. Due to lack of quorum at that meeting, warrants .in the amount of $8,907.12 and Special Fund bills totaling $461 .07 were formally approved for payment on a motion by Trustee Phelan, seconded by Trustee Lynes , and carried by those Trustees .present. LIBRARIAN'S REPORT: Discussion was held regarding the installation of theater posts, cords, and carpet at the front door. The Librarian reported that the theater posts and cords had not arrived as of this date, but she was still hoping that the carpet would arrive so it could be installed on Sunday. There was a brief discussion regarding the Sam Trans bus route which stops in front of the library being discontinued on May 1 , 1978. The Board commented on the Librarian's report of staff members who attended a number of professional training and staff development workshops. They were impressed by the availability of such programs from which our staff can benefit. Vice Chairman DeMartini asked Librarian Bergsing if the staff had submitted critiques on the value of the session they attended. The Librarian reported that the staff shared the information with their individual departments, some written and others orally, but had not been submitting formal written reports. Librarian Bergsing thought it was an excellent suggestion, however, and will pursue the idea for future implementation. Library Board Minutes April 18, 1978 Page Two NEW BUSINESS: Roof Repairs: Librarian Bergsing distributed a draft of a request to the City Manager for funds to repair the roof leaks in the Children's Room stack area. After some dis- cussion, the Librarian was authorized to proceed with the request for emergency roof repairs on a motion by Trustee Lynes, seconded by Trustee Phelan, and carried by those Trustees present. Request for Use of Special Fund for Capital Outlay Items: A request for use of Special Funds for purchase of some items of equipment was submitted with an explanation and justification: After careful review of all items requested, the items were authorized for purchase on a motion by Trustee Phelan, seconded by Trustee Lynes, and carried. California Library Association Membership: The Librarian asked the Trustees present if they wished to continue their California Library Association membership. All Trustees present expressed their choice of not renewing their membership, but that possibly one membership could be retained and suggested that the Chairman be contacted upon his return. UNFINISHED BUSINESS: 1978-79 Budget: Copies of the 1978-79 Library Budget Request were distributed and reviewed by the Board. The recommendations for a 25% cut back, as requested by the City Manager, were also reviewed. After reviewing the entire budget request. and recommendations for a 25% cut back, a motion was entertained by Vice Chairman DeMartini for -approval of the budget request and cutbacks to be submitted to the City Manager. It was moved by Trustee Lynes, -seconded by Trustee Phelan, and carried. Report on the meeting with Dr. Black: Librarian Bergsing• reported that she and Mrs. Joan Riordan Leach met with Dr. Black, Superintendent of the Burlingame Elementary School District, that morning. She stated that Dr. Black was very supportive of the school district's library program, and discussed the possibility of coordinating services between the library and schools. She felt it was a very positive meeting and hoped that some programs could be developed 'so that there would be as little duplication of service as possible.
