BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MARCH 18, 1980 MINUTES CALL TO ORDER: The meeting of March 18th, 1980 was called to order by Chairman June Weatherbe at 4:3Opm. ROLL CALL: Trustees Present: Chairman Weatherbe, Trustee Hechinger, Trustee Fricke & Trustee Nagle. Trustees Absent: Trustee Parsons, excused for illness. Also Present: Mrs. Kristine Cannon, Representing A.A.U.W. Mrs. Joy Molder, Assistant City Librarian DEMONSTRATION OF THE SYSDAC III, CHARGING MACHINE: Mr. John Moore of the Brodart Company gave a brief demonstration of the electric "Sysdac III" book charging machine. He explained the simplicity of the machine and showed how it printed the borrower's name and address on a label attached to the book card. Mrs. Bergsing pointed out that the machine would simplify the overdue procedures, and eliminate the need to maintain a numerical registration file. Mr. Moore noted that there was a lease-buy option available, and if, in the future, the machine was improved and upgraded, the Company would automatically replace the outdated machine at no charge. Discussion of costs followed, and Mrs. Bergsing reported that she would have a full report and comparison of available systems at a later meeting. BILLS: Checks in the amount of $7,311.99 were ordered paid on a motion made by Trustee Hechinger seconded by Chairman Weatherbe and carried. Special Fund checks in the amount of $303.54 were ordered paid on a motion made by Trustee Nagle, seconded by Trustee Fricke and carried. MINUTES: Minutes of the meeting of February 18th, 1980 were approved as written and ordered filed. LIBRARIAN'S REPORT: The Librarian's Report was discussed in conjunction with Unfinished Business and New Business. CORRESPONDENCE: There was no correspondence. UNFINISHED BUSINESS: Capital Improvements 1980-1985: Librarian Bergsing reported that the Capital Improvement requests that had been submitted to the City were essentially the same as those described at the last Board meeting. Discussion was held on the current state of the roof repairs and Mrs. Bergsing indicated that she was very pleased with the job that Ace Roofing Company was doing. The tiles have not been replaced because the roofing company is waiting for the sheet metal work to be completed on the gutters. However, everything is water tight. The foundation repairs remain .another story. The Public Works Director, Ralph Kirkup, is checking on the estimates to caulk the two basement leaks in the back of the building to determine if they are reasonable. The roofing company ran water tests in the ramp area and apparently the leak in the Community Room is coming from the foundation area under the wheelchair ramp rather than on the top of the ramp. They recommended letting the entire area dryout and then running another water test to reconfirm their findings. Trustee Nagle asked if the Public Works Department could furnish the labor to fix the foundation. Mrs. Bergsing replied that she didn't think they had either the manpower or the expertize to perform the job. However, until we can definitely trace the source of the leak, she recommeded not proceeding with any digging. Discussion followed. NEW BUSINESS: Instructions for preparation of the 1980-1981 Operating Budget: Librarian Bergsing had sent a copy of the budget instructions from the Finance Director to each of the Board members. She pointed out that it was another "bare-bones" budget. She also called the Board's attention to the timetable for submitting the budget and asked if they could move their meeting back one week. After brief discussion, Mr. Hechinger asked if the date could be changed to Wednesday, April 23rd, 1980 at 4:30 pm instead of Tuesday, April 22nd. Trustee Nagle moved, Trustee Fricke seconded, and it was passed that the next Board meeting be held on April 23rd. Librarian Bergsing stated that she would notify the newspapers. Attendance at the Commissioners Dinner: Everyone will be attending the Commissioners' Dinner with the exception of Mr. & Mrs. Hechinger and possibly Mr. & Mrs. Parsons. Trustee Hechinger and his wife will be out of town and Trustee Parsons has been hospitalized for the past two weeks for neck traction and isn't sure if she'll feel well enough to attend. The Board members asked that the minutes show that they were all very sorry to hear of Barbara Parson's illness, and wished her a speedy recovery. ADJOURNMENT: The meeting of March 19th, 1980, was adjourned at 5:35 pm with the next meeting scheduled for Wednesday, April 23rd, 1980 at 4:30 pm. Respectfully submitted, Patricia M. Bergsing Clerk of the Board PMB/jag LIBRARIAN' S REPORT BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES APRIL 23rd, 1980 OPERATING BUDGET: Enclosed is the proposed operating budget for the Library for 1980-1981. Since it is the major item of business on your agenda for the 23rd, and because it is largely self-explanatory, I ' ll wait until the meeting for further comments . FRIEND' S OF THE LIBRARY ACTIVITIES : Since I think you all received your copies of the Friends ' Newsletter, I will only list here their calendar of coming events . Alice Fricke will give you a more complete report at the meeting. April 25th (Friday) - Luncheon honoring the Outreach Volunteers . May 2nd, 3rd, 8 4th (Friday , Saturday 8 Sunday) - Friends Spring Book Sale . May 10th (Saturday) through June 7th (Saturday) - The Inventions of Leonardo DaVinci Exhibit at Main Library. May 14th (Wednesday) - Slide lecture on DaVinci by Barbara Semelman. May 18th (Sunday) Special reception and viewing of the DaVinci models . May 21st CWednesday) - Children's program on DaVinci . ?-:L.S . PUBLICMEETING' ON PROPOSITION 9 : The Advisory Board of the Peninsula Library System is presenting an -iinformational program on Proposition 9 at the San Mateo City Hall Council Chambers at 7 : 30pm on Wednesday , April 23rd. This is the same day as the Board meeting here, but I hope some of you will still be able to attend. ROOF REPAIRS : The roof repairs were more than half completed when some of the City 's work force went out on strike. As a result , the Roofing Company 's workers will not cross the picket lines . We are currently at a standstill until the labor dispute is resolved. Everything should be alright unless we experience a severe rainstorm, which is unlikely this time of the year, (she said hopefully! ) . G.R.C. CIRCULATION STUDY: The Governmental Research Council 's study of the feasibility of an automated circulation system for P.L.S . , is continuing. I met last week with the G.R. C. staff person who is conducting the survey, the outside consultant , Joseph Mathews , and Mr. Robert Mayer, the Executive Director of G.R.C . While Ic-ontinue to be skeptical , both of G .R.C . 's goals and the ability of the C.E.T.A. person who is conducting the study, I was very T ased and impressed with Mr. Mathews background and knowledge of libraries . 1'- 1 continue to keep you informed, and I ' ll see that you recieve copies of the report when it is completed. LIBRARIAN' S REPORT CONTINUED: CABLE TV: Al Escoffier and I met briefly with Mr. Ed Maxwell of A.T.C . (American m�levision and Communications , Inc . ) . He represents one of the Cable �,_:levision Companies that is planning on bidding on the franchise for Cable TV in Burlingame . The system has some exciting possibilities for the Library as well as for all the other departments of the City. If you are interested in more information on this , we can discuss it at the meeting. NATIONAL LIBRARY WEEK: The Library celebrated National Library Week with exhibits , bulletin boards , the Friends ' Tour of Filoli , and a special program for children about the author Laura Ingalls Wilder. All the special events were enthusiastically received by the public. REFERENCE DEPARTMENT: We are very proud of Warren Wickliffe , our senior Reference Librarian, for being honored by the City for his 25 years of service to the Citv of Burlingame. Those of us who know Warren are fully aware of the consistant contributions he has made and continues to make in his reference work. Congratulations , Warren'. The Reference Department Office has been rearranged to take greater advantage of the space available, as well as to solve some safety problems . We feel it now will function more effectively for the staff who work in that department . Mr. Escoffier has begun a weeding and update project in the older records . Many of these recordings are in very poor physical condition . Some date back 25 to 30 years . He is replacing them on an "as needed" basis . Lora Shank is weeding and updating her sections in the area of psychology. Bill VanNiekerken reports an increased diversity in the types of libraries we are now serving via interlibrary loan. Several unusual ones this month have included : St . Meinrad 's Archabbey in Indiana and Detroit Public Library. In addition we have borrowed two books from Boalt Hall Library, as well as three from the University of California, Berkeley . Mr. Escoffier is planning a program for the Bay Area Chapter of the California Library Association on the White House Conference on Libraries held last fall. The panel will include June Fleming, Director of the Palo Alto Public Library, Joe Becker of Becker & Hayes , and Amanda Williams , a Trustee of the Berkeley Public Library. STAFF DEVELOPMENT: Judy Gladysz , Barbara Lazarus , and Barbara Rowe recently received CPR training at the American Red Cross . Six staff member's are now trained in CPR. Helen Ward, Joan Leach, and Joy Molder are the other three. Joy Molder attended a "Publications Seminar" sponsored by the San Mateo r •indation on April 10th. Jan Melenkamp, a graphic artist , consultant , and a...,-Enford University faculty member discussed various aspects of planning, designing, producing, printing of newsletters , flyers , and brochures . It was an excellent introduction to producing publications for the non-profit organization who must do the start-to-finish work themselves . LIBRARIAN' S REPORT CONTINUED: I attended another seminar sponsored by the San Mateo Foundation on "Basic Grantsmanship" on March 21st . The program was outstanding'. There were a number of Board members as well as staff from a variety of non- profit agencies participating at the half-day meeting. If any of you are interested in attending, and have the time , I ' ll let you know the date of the next one. The fee is only $5 . 00 per person.
