MINUTES
CALL TO ORDER: The meeting was called to order by Chairman Weatherbe at 4:30pm on the 23rd of April , 1980.
ROLL CALL: Trustees Present: Chairman Weatherbe, Trustee Fricke, Trustee Nagle, Trustee Hechinger &
Trustee Parsons.
Trustees Absent: None
Also Present: Mrs. Joy Molder, Assistant City Librarian
BILLS: Checks in the amount of $20,141.76 were ordered paid on a motion by Trustee Nagle,
seconded by Trustee Hechinger, and carried by those Trustees present. Special Fund bills
totaling $1,234.59 were paid on a motion by Trustee Hechinger, seconded by Trustee Nagle
and carried.
MINUTES: The minutes of the March 18th, 1980 meeting were approved as written and ordered filed.
LIBRARIAN'S REPORT: Mrs. Bergsing said she had nothing to add to the Librarian's Report, except to
report that the foundation and roof repairs had been at a stand-still because of the
strikers. The men have come out to do the work but cannot cross the picket lines, so
until the pickets are gone, the work cannot be completed. She also reported that Mr.
Oscar Skanderup, owner of Ace Roofing Company is going to retire as of May 1st. He said
that his son-in-law is going to take over the business and Mr. Skanderup is planning on
bringing him out to meet Mrs. Bergsing before his retirement.
Librarian Bergsing also reported that Mr. Maxwell from the American Television and
Communications Cable TV Company is meeting with a number of people in the community to
get their opinions on how they might utilize Cable TV. He met with Librarian Bergsing,
Al Escoffier, Head of the Reference Department, and Alice Fricke, representing the
Friends of the Library. She also reported that his company is owned by "Time Magazine"
and is the second largest Cable TV company in the Country.
CORRESPONDENCE: Librarian Bergsing read a letter from Mr. DeJardin commending our Outreach Program and
other members of the staff for the outstanding job they are doing. She also read' a
letter from "Victoria Holt", "Jean Plaidy", "Philippa Carr", that told of her writings.
The letter was obtained for the Library by Mrs. Penton of Burlingame, when she was on a
cruise with Victoria Holt. Mrs. Bergsing plans to display the letter and some of her
books so the public can share it.
UNFINISHED BUSINESS: None
NEW BUSINESS: Librarian Bergsing reviewed the budget with the Board members. She reported that she had
tried to allow for inflationary increases but had not asked for any new services or
programs. She explained each page in detail and answered questions regarding the
carry-over funds, books and periodical prices increase, cataloging costs, utilities, travel
and conference expenses, and Branch hours and circulation. Discussion followed. Trustee
Fricke complimented Librarian Bergsing on the job she had done in keeping the costs as
low as she had.With the inflation rate at about 180, she thought it was remarkable that
the Library's budget was relacting only a 9.7% increase.
The Trustees briefly discussed the timing of the budget process, and asked to be kept in-
formed about when the Library's budget would be reviewed by the City Council .
Trustee Fricke encouraged the Board members to attend the DaVinci reception. There will
be no other showing in Northern California, and it will be too good to miss. Everyone
was interested and impressed that the Burlingame Public Library was selected to show the
exhibit.
ADJOURNMENT: The meeting was adjourned at 6:00pm with the next meeting set for May 20th, 1980 at 4:30pm.

' LIBRARIAN' S REPORT
BURLINGAME PUBLIC LIBRARY
BOARD OF TRUSTEES
MAY 23rd, 1980
CAPITAL OUTLAY REQUESTS :
There are several items of equipment that the Library needs to
replace and upgrade. Since we are still waiting for current prices
on some of them, I ' ll present the requests to you at your meeting.
DaVINCI EXHIBIT:
The models of the DaVinci inventions have arrived, have been
assembled and are ready for the reception on Sunday , May 18th. We
are all very pleased with the exhibit , and we are hoping that a large
number of Burlingame Citizens will take advantage of the opportunity
to view the models while they are here. Alice Fricke will have a
report for your meeting, but I hope you will all be there on Sunday.
FRIENDS OF THE LIBRARY BOOKSALE :
The Spring Booksale was an outstanding success ! The Friends
*petted $3 , 095. 00. That ' s the most they have ever made and everyone
>eemed to have a good time - both the workers and the buyers -
CONGRATULATIONS ! ! !
ROOF REPAIRS:
The roof repairs have finally been completed. I am meeting with
the contractor and the City ' s building inspector on Thursday for the
final inspection . I ' ll report to you next week on the results. The
foundation repairs are still pending.
EMERGENCY PLAN:
Mr . Cecil Williams of the Office of Emergency Services has completed
the Library ' s emergency plan . We are extremely pleased with the results ,
and I ' ll have copies to show you at the meeting. We ' ll be holding staff
training sessions on the use of the plan on June 5th and 6th . We feel
this fulfills a long-expressed need to improve staff preparedness in case
of an emergency and will help minimize the effects of a major disaster.
OPERATING BUDGET:
I met with the City Manager and the City Finance Director on May 5th
to review the Library ' s budget requests . They had a number of questions
regarding the line item operating expenses particularly regarding inflation ,
Cecurity tags and carry-over funds . The general tenor of the. discussion
�.)peared to be favorable, and the City Manager did not suggest any cuts .
'1he budget will probably go to the Council in another week or two.

1ILLSBOROUGH CONTRACT:
At the same meeting we discussed the possibility of re-negotiating
a contract with Hillsborough for Library service . As you know, we have
been operating on a month-to-month basis , without a contract , since
July 1978 . This was a result of Hillsborough ' s fiscal problems after
the passage of Proposition 13 . While we all have some doubts that
Hillsborough will wish to agree to another contract before learning
the outcome of the June election regarding Proposition 9 , we all agreed
that some preliminary discussion with Bob Davidson, the Hillsborough
City Manager might be a worthwhile action . Mr. Schwalm is going to
contact Mr . Davidson.
SMOKE DETECTION SYSTEM:
We finally received the specifications for the Smoke Detection
System from the Fire Protection Engineer on May 12th. The Fire Department
personnel have looked them over and they are now in the hands of the City ' s
Engineering Department to draw up the bid proposals . There are : till a
few questions to be resolved, but maybe, if all goes well , we can go out
to bid in June and have the system installed sometime this summer .
CHILDREN'S DEPARTMENT:
The Laura Ingalls Wilder program held during National Library Week
n April was a big success. Over 100 children attended as well as a number
�'of adults . Currently plans are underway for a new series of programs in
May and June. Karen Kott , a part-time Library Assistant is setting up the
programs as part of a field work project for a graduate class she is taking
at Cal State in San Francisco. On May 21st , Helen Cordell , former Art
Director in the Daly City School District , will speak to the Children on
Leonardo daVinci in conjunction with the exhibit . On May 28th , there will
be a talk on pet care ; on June 4th , a film festival of legends and folklore ;
and on June 11th , a puppet show.
PROGRAMS :
Joy Molder gave a gook talk to the Rebecca and Priscilla Women ' s Circles
at the Burlingame United Methodist Church, April 30th. Thirty women attended
the program on unique and special cookbooks .
In April , Joan Leach presented several book reviews to the Burlingame
Women ' s Club Book Discussion Group.
PERSONNEL:
Bill VanNiekerken resigned his position as our Interlibrary Loan Clerk
to take a new librarian position with the San Jose Mercury News . We wish
him well in his new professional career .
Christine Dassoff has taken over the interlibrary loan responsibilities
from Bill . Christine transferred to the Reference Department from the
Technical Services Department and Circulation Department but she has also
had interlibrary loan experience at the Santa Monica Public Library before
coming to Burlingame. We feel very lucky to have her.

�- PERSONNEL CONTINUED:
Michelle Larsen has ,joined the Circulation Department staff as a
part-time Library Assistant I . Michelle is a Burlingame resident and
gained her library experience while attending San Jose State University.
We are pleased to welcome Michelle to our staff .
A page test was held on Thursday, May 8th. Thirty students applied
and took the test . Vacancies for the next few months will be filled from
these applicants. Overall , the test scores of these students were high.
A page test is given three times a year, usually in January, May and
September.
Al and Barbara Escoffier had their baby, Michelle Leigh, on April
21st . Michelle weighed in at 9 lbs . 1 oz. Not long after, Susan and
Tim Reiterman delivered Amanda Susan on April 26th. Amanda weighed in
at 9 lbs . 15 oz. The Library staff is as proud of both of them as the
parents are.

Comments/activities:
April 21st through the 25th was National Volunteer Week. BPIF honored it 's
volunteers with a luncheon in the comrminity room. Mamnbers of tha staff cams and
shared lunch with all of us. We have added two new Ou.treacg vlunteers to our program
as well gas (8p eight new shut-in patrons. Mrs. Edith Coleman who has been an C�:treach
Volunteer for a number of years is now on a leave of absence due to recent surgery.
