I. Call to Order
President Griffith called the meeting to order at 5:30pm.
II. Roll Call

IV. Minutes
The Trustees unanimously approved the minutes for the February 19,
2008 meeting with the correction that Trustee Toft was not in
attendance. M/S/C (Carlton/Griffith)
V. Correspondence and Attachments
A. Monthly Statistics - February 2008 circulation statistics show
an overall increase of 11.24% from the February 2007 statistics.
B. Centennial 2008 - The final 100th Anniversary celebration will
be a dinner dance on Friday June 6, 2008 at the Hyatt Regency Hotel.
A fireworks display will begin at 10:00pm. Trustee Griffith encouraged
the board members to support the event.
C. CLA Legislative Report - Senator Joe Simitian, is introducing a
new library construction bond bill SB 1516 which will be sponsored by
the California Library Association. CLA members and affiliates are being
asked to participate in a letter writing campaign in order to get this
measure approved for a hearing in the Senate Education Committee in
late March or early April..
D. CALTAC - Trustee Brock presented a written overview of the
CALTAC Workshop in Library Leadership. Susan Hildreth, State
Librarian, noted that a 10% reduction is slated in the 2008-2009
proposed State budget for Public Library Funds, Transaction Based
Reimbursement, and Literacy and State Library operations. Trustee
Brock also mentioned that libraries were encouraged to seek public
comment regarding library services.

VII. Reports
A. City Librarian's Report - Highlights
1. Library Services Budget 2008-09
a. Current Budget - The budget is completed and will be
submitted March 21 st. For the current budget, staffing will
remain at its current level; programming and marketing will
be increased for the purpose of keeping the public informed
of the new programs, activities and services that are
available to them.
b. Collection Status - Status of the collection is as
follows: 1) The collection funding remains 12% below the
level of 5 years ago; 2) an annual savings of$ 200K in
Technical Services, resulting from loss of a 2.22 FTE 5
years ago, is being maintained; and 3) vendor processing
has made the work load in Technical Services manageable.
c. Circulation - Circulation is increasing monthly and
presently has increased 10% from last year at both the
main and Easton libraries.
2. International Language Funding - The Library is in the
process of applying for a grant from Shinnyo-En in hopes of
obtaining funding to supplement our international language
collection especially in Mandarin Chinese.
B. Foundation Report
1. Author Luncheon - The Foundation's Author
luncheon will be held May 3rd at the Crystal Springs Golf
Club. Three authors will be featured: Michael Karasny -
"Off Mike", Henry Neff- "Hound of Rowan", and Julia Siler -
"House of Mondavi".
2. Foundation Support 2008 - The Foundation
Directors have approved $75,000 to fund the following
projects: 1) Collections @ $36K; 2) Programs @ $25K;
3) Reupholstering and Refinishing a large portion of the wood
furniture in the Children's room @ $ 12K.
VIII. Unfinished Business
A. Library Centennial Brainstorming
1. "Fine Free Week" - The Trustees discussed various ideas to
kickoff the Library Centennial and agreed to support the motion
of Trustee Griffith to have a "Fine Free Week" from October 1 lth

2. Dedication of Lions & Children's Mural - The Trustees
discussed the idea of having a contest to name the Library Lions.
It was suggested that the schools be invited to participate. The
Lion's names will be selected by the Trustees. The Children's
mural should be completed in the middle of October and the City
Librarian suggested dedicating the Library Lions and the mural
on the same day. There would be a small celebration with music
and perhaps tours of the Library.
3. Date Change for "Fine Free Week" - The Trustees felt that
since they did want "Fine Free Week" to be the "kickoff event", it
should be held before the dedication of the lions and the
children's mural. Therefore Trustee Griffith amended her.original
motion to change the date of "Fine Free Week" from October 11th
through the 18th to October'lst through October 8th of 2008.

X. New Business
A. Employee Achievement Awards Dinner
The Trustees decided that the Doubletree was the best venue for this
event. The Trustees approved the motion of Trustee Brock to contact
Jim Ensign, Manager of the Doubletree, and find out cost per person
and the services that will be available for the event.

Library Use continues to Surge!
Library circulation and door counts continue to surge at both the main
and branch libraries. Circulation was up 6% overall from March 2007.
The Easton Branch set another all time record for circulation. Another
interesting statistic is that 70% of all renewals are being done online
remotely by our users.
Survey of Library Use
Although our survey numbers are not current, we did find the following
of interest from the Public Library Association Conference:
• 96% of our users rated their library experience as "Excellent"; the
national average is 60%
• 81% of our users found what they were looking for, of those who
did not, it was because the item was already in use; the national
average is 55%.
• 55% of our users accessed the library webpage before arrival in
person at the library; the national average is 23%.
• 17 items per capita are checked out by Burlingame Library users;
the national average is 7.5.
• Burlingame users visit the library at the rate of 13.8 per capita; the
national average is 4.8 per capita.
Note: National average figures are taken from the Institute for Library
and Museum Service Surveys, 2000 & 2005.
Shakespeare Series a Success!
The three-part Shakespeare series has been a-great success. We had 150
people at the San Francisco Shakespeare Festival's "Twelfth Night"
production on March 16th. We had 35 at the Shakespeare Lecture with
Stanford Professor Emeritus Scholar Ron Rebholz on March 30th. Due to
illness, the 3rd program in the series was cancelled.
Youth Programs continue to Expand
Sue Reiterman reports that the Children's programs continue to expand
with the "Baby Story Time"now added to the 7 other story times per
week. This story time was specifically requested by parents and so far we

have had over 50 in attendance at each session. The purpose of the
sessions is to help teach parents positive ways to interact with their
young children to help encourage the use of language in preparation for
reading. These programs are sponsored by the Foundation.
A second program, Films on Friday Afternoons, has been very popular,

ith over 100 youth attending on Friday, March 281h. This series will
continue as it attracts teens and their-parents to family-oriented films.
This program is sponsored by the Foundation.
The Children's Division is gearing up for the always popular "Word for
Word"performance on April 19th, 11 AM. Performers interpret literature.
for children and adults alike. This.program is sponsored by the
Foundation.
All Staff Meeting: Patron Behavior Follow-Up
We held a follow-up session to our Edmond Otis workshop on Dealing
with Difficult Patron Behavior in the library. Following the discussion of
the major issues discussed during the workshop, staff commented on
recommended actions dealing with difficult library users. The behavior
policy will be modified as needed. We hope that this workshop and
follow-up will help with buy-in from library staff to handle difficult
situations with ease and confidence.
The quarterly All Staff meeting followed up with Staff Recognition awards
given for longevity with the City. Ten dollar gift certificates for Books, Inc.
were given to staff. This initiative is funded by the Library Trustees.
"One Book, One Community
Our third year of the One Book program will feature Dave Eggers in
Conversation with Michael Krasny. Eggers is the popular local author of
"What is the What" a work of fiction based on the live of Valentino Deng,
one of the Sudanese Lost Boys. The book is very moving and a beautiful
tribute to the boys who suffered.so much during the civil wars of Sudan.
The kick-off this year will be the Eggers presentation at the San Mateo
Performing Arts Center on October 1St. The programs will continue
throughout the month of October in libraries throughout the peninsula.
We are hoping that Valentino can make a personal appearance during
the month. He is currently in college on the east coast. I have asked the
Foundation for support of this project.
Library Lighting Project Completed
The conversion of the library lighting to more efficient lamps and ballasts
was completed in March. The Facilities Department tells us that this

change will result in a payback to the City in 18 months. The quality of
the lighting is brighter.
"Free 2" Library Public Relations Campaign
Staff attended the roll-out of the "Free 2" Library PR campaign on March
17th. The campaign is funded by the 4 cooperative library systems in the
Bay Area. The campaign will emphasize the many facets of library service
that are "Free 2" the public. The BBMG marketing firm, of New York and
San Francisco, is working with us. Products will include: exterior bus
placards; signage in the various communities; public relations materials
in libraries and many other PR devices to capture the public's attention.
Also in the works are Affinity cards to allow library users to use other
cultural institutions with their library card. Please see attachment for the
Free2 logo.
_Public Library Association, Minneapolis
Dat uard, g prd T *tended *re PLS Conference in l�/Iinnearnplic, March
25- 29th. The conference offered practical, as well as visionary
experiences for librarians. We came back refreshed and eager to try some
new programs and initiatives. The Trustees are funding the expenses for
conference attendance. A report on the event is attached.
Library Re-Carpeting Prosect
_ Pat and I met with Public Works Director Syed Murtuza and Assistant
Public Works Director Rob Mallick regarding the re-carpeting of the main
library. This project was requested 4 years ago. As City Librarian, I gave
an overview of the carpet project to date. Syed suggested going ahead
with the public Request for Proposal, which I drafted, and to include the
P moving of furniture in the bid. The Public Works Department has agreed
to oversee the bidding-process instead of the Library.
After the bidding, we will determine if there are enough funds to complete
the entire project. Since I made the request to re-carpet 4 years ago for
the public areas, @ $ 140K, the cost has gone up significantly. Carpet
costs have gone up an estimated 30% in the last 2 years.
Now, four years later, the carpet in the office areas is badly delaminating,
so now we have a need to re-carpet the entire building, rather than just
the public areas.
Selection of the quality of the carpet is important. There was a suggestion
that we choose a lesser quality carpet to save money. I feel that a carpet
with a 25 year warranty would be a better investment for the City than
one with only 10 years. Re-carpeting will not be cheaper in the future.

I hired one of our Library Architects, Jaimi Baer, who designed the
original carpet and interiors for the main library, to help us select the
new carpet. She has chosen a high quality carpet (25 years) which is
competitively priced. Unfortunately, unless we move quickly, we will not
be able to hold the current pricing, which is really quite reasonable.
Burlingame History Mural
The Burlingame Historical mural is set to be installed this month in the
Library Reference Room. The installation costs will be split with the
Society and the Trustees.. We feel this will be a wonderful opportunity for
the community to see a treasure from the past. The original mural hung
in the City Hall on Park Road. We expect to have a book signing event
after the mural is in place.
Library System Breakfast
The City Librarian attended the System Advisory Board Breakfast on
Saturday, April 5tII featuring Silicon Valley Foundation CEO Emmett
Carson. Mr. Carson discussed his relationship with libraries. He also
mentioned that funding by the SVCF (formerly the Peninsula Community
Foundation) will face some changes in the coming months. The new
guidelines will be issued in September 2008.
Library Foundation Retreat
The Library Foundation will host a retreat for Foundation Board
members- on Saturday, April 12th to discuss funding options for the
Library for the future. The City Librarian will make a report on the future
of Public Libraries, as well as the recommended funding initiatives
needed in Burlingame. The Foundation Board will break into groups and
discuss the ways of funding the Library's needs in the future.
Foundation Author Luncheon
The Author Luncheon planning is well underway, with about 80 spaces
filled at this writing. Authors Michael Krasny, Julia Siler and Howard
Neff will be in attendance. We have had over $ 19K in sponsorships for
the event which should make it a substantial fundraiser for the
Foundation. The event will be held on Saturday, May 3, noon, at the
Crystal Springs Golf Course.
