VII. City Librarian's Reports
A. One Book One Community - Isabel Allende in conversation with
Michael Krasny delighted a crowd of over 1,200 guests. Ms. Allende
discussed her book "Daughter of Fortune" and told how the events of
her life were related to her writings.
B. Ralph Lane, Jr. - Ralph Lane, Jr. passed away October 9th after
a brief illness. Ralph and Joan Lane have been extremely generous
library supporters for many years. The Library Trustees and the
Foundation are considering the most appropriate way to honor his
memory.
C. New Building Directories - The re-organization of the collection
has prompted the need for more accurate directories and signage to
assist patrons in locating materials.

D. Hillsborough Contract - The City Council and the Library
Trustees have asked the City Manager, Jim Nantell, to request that the
City of Hillsborough reopen its contract with San Mateo and
Burlingame Libraries effective December 31, 2007. The purpose of this
action is to renegotiate the fees to reflect a more realistic picture of
Hillsborough's usage of both of these libraries.
E. Foundation Book Sale- The October sale grossed over $5,000
making it the most successful sale in the history of Library book
sales. Chairman Jim Cannon added an extra evening which helped
contribute to the increase in revenue.
VIII. Unfinished Business
A. Bronze Lions- The lions that were delivered were not the
lions the City Librarian ordered. The artist has been contacted
and he will make arrangements to pick up one set of lions and
deliver the other set.
B. Employee Achievement Awards - Staff members have
received the nomination forms for the Employee Achievement
Awards. Responses are to be given to Bruce Carlton or Pat Toft by
November 2nd.
IX. New Business
A. Hillsborough Contract Task Force - Bruce Carlton and Katie _
McCormack will represent the Library in future meetings or
negotiations that result from reopening the Hillsborough Contract.
The City Librarian will assist the task force by providing information
on Hillsborough users such as figures on registered patrons and
monthly circulation.
B. Ideas for Honoring Ralph Lane Jr. - The Trustees made the
following suggestions that could be possibilities to honor the late
Ralph Lane, Jr.: 1) memorial dateline on slice of former Easton
Eucalyptus; 2) dedicate the bronze lions on front porch in his name;
3) create a scholarship for library science students.
C. Public Art: Burlingame Mural - The Trustees decided to
defer a decision on the mural request from Russ Cohen, President of
the Historical Society, until the full board was present. In addition
the Trustees had the following concerns: 1) cost of installation, as well
as cost to repair the wall when mural is removed; 2) Trustees would
like to view the mural before making a decision: 3) time frame that
mural would be placed in the library should be clarified; 4) any
maintenance issues for the mural and 5) placement of the mural.

Some Donation Options
1) General Donation to the Foundation in your Children's/Grandchildren's Name
Such a donation could be earmarked for children's programs for example. In the
past we have had families sponsor a children's program. Their name is on the
posters and PR for the program: Sponsored by the family. This is
generally done for donations under$ 500.00.
2) General Donations over$ 1,000.00. These donations are honored by a leaf on
our Donor Wall. The Donor Wall consists of antique card catalog drawer fronts
and accompanying leaves done in bronze. The display is a permanent one in our
main library. Funds for this donation can go to any of the Foundation programs
you would like to sponsor.
3) General donations for a Specific Item We have had donors give a larger sum for
a particular piece of furniture for example. One family gave $ 2,500 for a Popular
Material gondola, which is part of our Popular Materials Room. The piece was
solid oak and finished to match the other furnishings in the library. We put a
bronze plaque on the piece with the wording the family chose to honor their
father. This is a nice gift in perpetuity and could be done in the Children's
Room; as we are planning some changes there.
4) Book Spines at our Easton Branch-!,ibr. After remodeling our Easton Branch
in 2004, we created two pillars as an entrance to the children's area. Each pillar
L has faux shelves and faux book spines. The spines are hand painted by a San
Francisco artist. Families may put whatever they wish on the spine. Some
examples are: My Hometown, by Christine Atwater; Toby and Sam Dickson; The
Robert Jones Family; Diane, David and John Smith, etc. The spines are
$ 500.00 per spine and the money goes toward Branch library programming and
projects. This is a permanent installation and children really enjoy seeing their
names on the spine.
5) On-Going Donations. Another family set up a fund from which the library
receives the interest twice a year. The $ 300.00 we receive is in perpetuity and is
used to purchase books. A book plate is placed in each book donated by the
fund. This format is something of a permanent endowment and is handled by a
local bank. Our Foundation is capable of doing this sort of thing in an
endowment format as well, per your instructions.
6) Gifts of Stock. Gifts of stock have been given to the Foundation. The Foundation
makes the decision to keep or sell the stock. They have done both, depending on
the situation. We currently receive several stock gifts per year.
7) Gifts of Real Estate. Although it may sound hard to believe, two of our largest
gifts have been donations of real estate. One donation was a building and lot to
the south of the main library. We were able to use this property to expand the
main library in 1997. We named the Children's Room in honor of the donors. In
another case, we received 1/4 of a piece of local real estate and were able to use
the $ 600,000 that was generated by the sale as the lead gift to remodel our
Easton Branch Library in 2004.

8) Children's Mural. The Foundation and Trustees are currently reviewing plans for
a mural in the Children's Room.The ceilings are 30 feet high, so there is plenty
... of wall space for something quite bold and fun. The mural would include classic
characters from children's books, myths, fables, etc. There is a similar mural in
the Belvedere/Tiburon Library and it is much loved by the community. We will
need donations for the mural, so while we are still in the planning stages, there
would definitely be a way of honoring donors to the mural.

Questions and Answers about Hillsborough Library Options
I) What does Hillsborough get for its current median per capita
support?
Hillsborough residents receive access to all PLS system libraries,
as well as two of the largest library collections in the County: San
Mateo and Burlingame. Hillsborough residents may register at
either the San Mateo Library or the Burlingame Library. At
Burlingame, full services are offered to all children in Hillsborough
via the Hillsborough schools, including class visits, teacher
orientations, distribution of library calendars to all students;
regular meetings with Hillsborough school librarians; teacher cards
for those teaching in Burlingame or Hillsborough schools; and
teacher collections for classroom use. The average Hillsborough
homeowner pays about half of what a Burlingame homeowner pays
for the same library service.
2) Does Hillsborough need to provide library service?
The San Mateo Grand Jury affirmed in 1977 that the state
mandate for all municipalities to provide library service access to
their residents included Hillsborough.
3) Could Hillsborough establish its own library?
Hillsborough is free to establish a public library. As a General Law
City, the state would require 1/4 of the registered voters to sign a
petition for a public library. Hillsborough would need to register
with the State Library to become eligible for any state funds such
as the Public Library Foundation funding, based on population,
and the Transaction Based Reimbursements based on non-
resident use, as well as other state subventions. Hillsborough
would then need to form a library district and establish a Board of
Trustees, and hire or contract for staff.

4) Could a Hillsborough Library belong to Peninsula Library System?
Membership in Peninsula Library System would be subject to the
approval of the Peninsula Library System Administrative Council
and an amendment to the Joint Powers Agreement among the 9
jurisdictions which make up the legal agreement for the system.
Annual fees are assessed to member libraries by the Peninsula
Libraries Automated Network (PLAN) and the Peninsula Library
System (PLS). PLS/PLAN costs for Burlingame will be $ 165,000.00
in fiscal 2007/2008; PLS/PLAN costs for San Mateo will be
$ 238,338.00 for fiscal 2007/2008. There would also be local site
costs for the technology needed to link Hillsborough up to the
system database for use of the online catalog, servers, Internet
access, communications (T1) lines, and workstations.
5) Could Hillsborough citizens pay a use fee per individual use of the
Burlingame and San Mateo libraries? 3
Library services are a pre-paid tax supported service to the
communities they serve. Like streetlights and parks, all members
of the community pay for the benefit of a free public library. _
Memberships or paying by use is not a viable option for paying for
the service. This was tried locally in the 1960's and proved
impractical for participating libraries.
6) Could Hillsborough become a San Mateo County branch?
Cities that contract with the County/Joint Powers Board for
service provide their own library building and pay the county for
library collections and personnel services. The JPA/San Mateo
County Library Board would necessarily recommend adding
Hillsborough property owners to the County tax rolls for library
service at the same rate as San Mateo County Library residents.
San Mateo County levies taxes for library service at the County
Library tax rate for these communities. The 2005-2006-tax rate for
the county was $ 55.13 per capita. For Hillsborough this would
equal approximately $ 606,530. This excludes the costs of
establishment and maintenance of an appropriate accessible
library building in which to house the service.

Easton Tree Replaced
The eucalyptus tree in front of the Easton Branch Library was
replaced with a less invasive tree in a ceremony on Saturday, October
13th. The event was attended by approximately 40 people, including
Pat Harding and Sue Reiterman. Souvenir pieces of"Tom the Tree"
were available to those in attendance. It is expected that eventually a
slice of"Tom the Tree" will be used to tell the story of the city's history
through the tree rings. No details on who might do the work are yet
available; however, the library would be happy to supply important
dates in Burlingame history for the project.
Bronze Lion Sculptures
The pair of bronze lions, which are a Centennial gift to the city from
the Library Board of Trustees, have arrived. Fortunately, the lions
which were initially delivered will fit on the pedestals. The Facilities
Division has found a contractor to install them. The lions are in a
verdigris bronze color which matches the other metal and bronze
fixtures on the front of the building. The lions will be dedicated at a
later date.
Employee Achievement Awards 8, Staff Recognition
Up to three Employee Achievement Awards will be given by the Board
of Trustees at the annual Employee Recognition Dinner on Sunday,
December 2nd. Staff are nominated by their peers and awarded the
honor by the Trustees. Trustees Carlton and Toft are the task force for
this year.
Ideas for Honoring Benefactor Ralph Lane
Both the Trustees and the Foundation Board are considering ideas to
honor the memory of Dr. Ralph Lane, Jr., a major benefactor to the
Library. Several ideas include: a) dedicating the bronze lions to Dr.
Lane; b) setting up a scholarship in Dr. Lane's name for library
education; c) setting up a poetry competition in Dr. Lane's name.
There should be some additional ideas from the Foundation Board
meeting on November 8th.

Burlingame Historical Society: Burlingame Mural
The Burlingame Historical Society has asked the Board to hang the
large 7 x 12 foot Burlingame mural in the library for the next 6-12
months for the Centennial. The Trustees did not wish to make the
final decision without the full Board in attendance.
The original location desired by the BHS was in the Children's Room,
but this was not acceptable to the Trustees because the Foundation is
already planning a children's mural for that room.
Another location the BHS suggested was on the floor in the main
lobby near the Children's Room, which appears not to be long enough.
I will add this item to your agenda for the November 13th meeting.
Hillsborough Contract
City Manager, Jim Nantell and San Mateo City Manager, Arne Croce,
have decided to give notice of termination for re-negotiation of the
Hillsborough Library services contract by December 31, 2007, for the
contract period beginning July 1, 2008. _
A task force consisting of Trustees Bruce Carlton and Katie
McCormack will discuss the issue with the City Librarian and the City
Manager and make a recommendation. It is anticipated that members
of the Burlingame City Council will meet with the Hillsborough City
Council to discuss a fairer allocation of revenues for the San Mateo
and Burlingame library services received.
Carpet Replacement for the Main Library
I have asked Jaime Baer, the original interior designer for the main
library project from 1995-1997, to assist us in obtaining a
replacement carpet design for the library re-carpeting project. Jaime
has some of the original files and will work with a vendor to create the
same or a similar style. We will be working with the City's Facilities
Division on the actual installation in the spring of 2008.
New Seating Area in Children's
The Foundation will fund a new seating area in the children's room
through their fundraising activities this year. The 4-seat seating area
will likely consist of smaller scale Craftsman chairs for children to _
enjoy in the children's popular reading section. I have asked Michelle

Nelson, of Craftsman Home in Berkeley, our designer on the Easton
Branch project, to assist us in the selection of the furnishings needed.
California Library Association Conference
Pat Harding and Amy Pelman attended the CLA Conference in Long
Beach, from October 25-20. They gained a number of insights on
technology and Web 2.0. In addition, they toured libraries in Beverly
Hills, Pasadena, Santa Monica and Cerritos to gain some perspective
on trends in library signage and sign directories which should be of
some help in re-vamping our signage.
Dan Stone Memorial Lecture
The family of the late educator, Dan Stone, held their#nnual author
event on Thursday, November 8th. Children's author Jennifer
Choldenko discussed her writing with students in two Burlingame
schools. The Stone's held a luncheon in the Lane Room for the
author. There was a reception for the author that afternoon which
was open to the public. The $ 2,000.00 event is entirely sponsored by
the Stone family.
Potential Library Cafe Study
The Foundation Board has asked the City Librarian to do-a feasibility
study of cafes in libraries in an effort to determine if this would be a
suitable project for Burlingame. The initial architectural costs were
high, but some other options might be considered if the need were
perceived to be worth the effort and expense. Local libraries that have
cafes include: Belmont, San Francisco, South San Francisco, and
Livermore. The City Librarian will survey libraries in California and
include some data from some 40 libraries across the country that
have had experience in this area.

�- VIII. C. Potential Burlingame Mural Installation

Recommendation: Review the information concerning the Burlingame
Mural and recommend action concerning the installation of the mural in
the library.
Background: The City Librarian was approached by the President of the
Burlingame Historical Society, Russ Cohen, to install a large historical
mural of Burlingame in the library during the 2008 Centennial year. The
mural has been professionally restored and is nearly complete. The
mural hung in the old Burlingame City Hall (now demolished) on Park
Road.
The Burlingame Historical Society recommended a location for the mural
in the Children's Room on the south wall above the arch. The Board
discussed this option at the last Board meeting and was concerned about
the plans for the Foundation to install a mural in the children's room in
the next year or so. The Foundation would probably not be ready to move
on this project until 2009.
In a recent email, the BHS recommended that the mural rest on the floor
of the lobby where the Gloria Barton sculpture is now. Unfortunately,
that location is not long enough to accommodate it. The mural is 7 feet
high and 12 feet long. The space is only 10 feet long.
Staff recommended and measured two other possible locations:
Reference Room (east wall), Stairwell (east wall).
Staff Recommendation to the Board:
1. The Board should consider where in the library the mural could be
hung: Children's, Reference, Stairwell, or elsewhere in the building.
2. The Board should consider a feasibility review by a contractor on
where and how the mural could be safely hung.
3. The Board and the BHS should discuss the cost of moving and
installing the mural and how the groups might absorb the costs.
4. The Board should consider viewing the actual mural to help them
make a decision.
5. The Board should consider meeting with members of the BHS and
discussing the options and issues regarding this important piece of
Burlingame history.
6. The Board should consider whether they wish to accept the mural
from the BHS for the one year period.

• City Librarian requested a plan for a potential cafe from Group 4
Architecture, South San Francisco. Group 4 supplied the
preliminary plans gratis.
• The cafe idea was put on hold due to costs
• Trustees and Foundation request the City Librarian do a feasibility
study of other library cafes in California and throughout the
�-- country to better understand their role in libraries
• Unattended Children Policy drafted by staff and approved by
Trustees
• Planning begins for Harry Potter pre-publication party the night of
July 201ffi; the event was attended by 300 people
• Custodial position was reconfigured from full time to 25 hours per
week; following recruitment and interviews, Mark Kott was
