A. Assembly Education Committee
The City Librarian testified before the California Assembly Education
Committee in support of the program "Live Homework Help" on April
25th. He noted that Assemblyman Gene Mullin, who chairs the
Committee, gave Burlingame Library special recognition for its
participation in the Big Read event, "To Kill a Mockingbird."
B. March and April Statistics
The Trustees reviewed the statistics and felt that some portion of the
decrease in circulation was probably related to the re-opening of the
San Mateo Library.

A. City Librarian's Report - Highlight of Report
1. The Big Read: To Kill a Mockingbird "Q & A" with
Mary Badham", who played Scout in the movie, marked the
conclusion of Burlingame Library's events for this program. Mary
Badham delighted the audience with tales of her youth while growing
up in the South, as well as her experiences playing one of the lead
roles in the movie.
2. Harry Potter Pre-Publication Event - The staff of the
Children's Dept. will hold an evening event July 20th beginning at
10:00pm featuring "Magic Dan" along with other activities. At 11:30
participants will walk over to Books, Inc. and at the strike of 12:00
midnight will be able to purchase the latest and last Harry Potter
book.
3. Library Budget - The budget hearing for the 2007-2008
City budget will be held at the Burlingame Library in the Lane Room
at 6:00pm. The general public is welcome.
B. Foundation Report - The first annual Author's Luncheon held
on May 5th at the Crystal Springs Golf Club was truly enjoyed by the
160 plus guests who attended. Authors Jackie Speier and
Michealene Risly told the story of how the four authors became
friends and through these friendships decided to write about their
individual hardships in their book entitled "This is not the Life I
Ordered."
C. Centennial Report - Pat Toft
Trustee Toft noted that 150 students from Burlingame elementary
schools and Burlingame Intermediate participated in the contest.
Presently the committee is working on certificates for each student
that submitted a poster, poem or essay on the history of Burlingame.
Contest winners will be announced in May and will be invited to be
in the Centennial Parade June 2nd.
VIII. New Business
A. Staff Recognition Fund
The Trustees unanimously approved the request of the City Librarian
to fund the staff recognition gift certificates from the Trustees' Fund
in the amount of$1,000.
B. Library Centennial
The City Librarian encouraged the Trustees to begin thinking of
ideas to celebrate the Library's Centennial which will occur on
October 19, 2009. The Trustees reviewed a suggested list of events
which covered possible activities for all ages some of which would be
continuous throughout the year. The Library's 75th anniversary was
celebrated with a street fair.

IX. Announcements
A. Library Issues Breakfast -.Trustee Brock
Bob Martin, former Director of the Institute for Museum and Library
Services, was the speaker at this event. In his presentation, he
discussed trends that were affecting public libraries such as
demographics, (white vs. Asian vs. Hispanic) aging population and
immigration. On another library issue, Mr. Martin spoke about the
physical development of libraries specifically placement of branch
libraries in a town or city.
B. SAB Report - Katie McCormack
An orientation will be held in September for new Trustees.. The PLS
system and how it works will be discussed. Trustee McCormack will
check on the exact date. Regarding information from other PLS
libraries, Menlo Park Library is working with Project Read on a new
innovative program for adult learners whereby tutors and students
will meet and engage in conversation.

T:650.87 1•0709 portion of the Upper Level Terrace at the library and have enclosed a quick sketch which
we hope describes the general scope of work that you had in mind.

The caf6 would add about 400 square feet of interior space to the library. It might have
two fully glazed walls at the north and west and a glazed or solid roof. The existing
terrace storage closet could be used to contain a sink and some cabinets that could be
locked off from the public space by a roll-down door. The sink cabinet might or might
not be able to accommodate the existing `fireplace' within it. The remaining outdoor
terrace would still have room for additional seating but could be locked off when the caf6
were not staffed. We don't see any significant changes to the exiting requirements for the
�.. Upper Level Terrace area.
The light-weight enclosure we have drawn would not require much structural alteration,
but it could require some, and certainly a structural engineer should be involved in
researching the compatibility of any proposed design with the existing conditions. C.H.
Wells,the structural engineer for the Library Reconstruction Project, is no longer in
business, so a new engineer would have to be engaged and brought up to speed.
The storm water drainage and piping for the terrace would have to be modified slightly
and a sanitary drain provided from the new sink to the public restrooms at the Main
Level. New power and lighting circuits would have to be extended from the satellite
electrical closet near the staff elevator. A small stand-alone split system HVAC unit
W A Y N E G E H R K E could be installed in the mansard attic space and on the main roof above the terrace and
conditioned air ducted to the new space. With a large amount of glazing envisioned for
A R C H I T E C T the walls and possibly the roof of the new space,adequate cooling will be imperative to
maintain comfort.

A R C H I T E C T We would recommend a construction budget, including contingency, of$225,000 and a
total project budget that would include A/E fees and other soft costs of about$350,000 in
DAVID M. S T U R G E S today's dollars. A/E fees would likely be in the neighborhood of$50,000. These

anticipated start of construction due to escalation,which has been running very high

�- about a construction budget of$260,000 and an overall project budget of$400,000. If all

These figures may seem high,but they are based on maintaining the same level of
material and design quality present in the current library; and our experience with many
public projects has been that soft costs often end up equaling 50% or more of the
construction hard costs.
There is no charge for the enclosed sketch or the research we have done to date. We
would be happy to assist you in this effort, and if you would like us to move the design
further along,we would be pleased to give you a fee proposal for a defined scope of work
that we could develop together with you.

Dear Ellen:
Attached please find a request.for $ 10,000.00 to restore the Burlingame
Historical Mural. The mural has been in storage for over 30 years and is
- in need of restoration. Once restored, we would like to hang the mural in
the Burlingame Public Library Children's Room, to display it during the
City's 2008 Centennial year.
In the attached document, I have supplied the information on the
background of the mural,the Historical Society and the Library.
President Russ Cohen and I would be happy to meet with you to discuss
this project in more depth.
We are very excited at the prospect restoration of this mural for the
generations of Burlingame and Hillsborough children to come.
Many thanks for your.consideration of this Silicon Valley Community
Foundation grant.

I Proposal for Burlingame Centennial Mural Restoration
May 23, 2007
1) Proposal Summary
The Burlingame Public Library and the Burlingame Historical Society are
partnering in an endeavor to restore an historic mural of the City of
Burlingame. The mural'Living in Burlingame is a Special Privilege" dates
from the City's original City Hall on Park Road, where it_hung in the City
Council Chambers for many years.
The mural is'in a flat, 1930's.WPA painterly style which serves to make
the images almost iconic: City Hall, Burlingame Avenue, Burlingame
High School, Burlingame Recreation Center,-many-of the major churches
in the city, views-of the historic public library buildings, and of course.
the now-famous eucalyptus trees. It is the intention of both groups to
restore the 12 foot by 7 foot mural to its original condition and reframe it
_and hang it.in the library. After the Centennial year, the mural would be
moved to.its permanent home in the Burlingame,Train Station Museum, _
to be run by the Burlingame Historical Society. The mural could be used
as an educational tool on the history of the_city.
2) Description of Organizations
Burlingame Public Library
The Burlingame Public Library was founded in 1909 and is.a full service
public library' with 2 outlets. The main library is,housed in an historical
building of 48,000 square feet, renovated in 1997; the Easton Branch
Library, in an historical building built in 1927-was renovated with
private funds in 2004 and returned to its "Pueblo Mission" style roots.
The library serves Burlingame, (28,000 population) and. 2/3 of
Hillsborough-(8,000)-under contract. The library has a'circulation of
650;000 items per year and an annual traffic of over 500,000 users.
The Library is funded by the Burlingame General Fund and is
administered by the Library.Board of Trustees: Katie McCormack; Bruce
.Carlton; Nancy Brock; Deborah.Griffith; Patricia Toft: Alfred H:;Escoffier
is City Librarian.
The City's tax ID is: 94-6000-304.-The Burlingame Library Foundation is
a 501c3 non-profit with the tax ID: 94-322-0365.

Burlingame Historical Society
The Burlingame Historical Society was founded in 1975. The Society is
housed in a city building (formerly the Gunst Estate's carnage house in
Burlingame's Washington Park.) The Society has received permission
from Cal Train to lease the historic Burlingame Train Station to house
the Burlingame Historical Museum. The Museum is expected to open
during the City's 2008 Centennial year. The Burlingame Historical
Society has over 360 dues paying members. The Society Board meets
monthly on the first Tuesday of the month.
Ongoing programs include:
• Passport to History Tour: serving over 400 Third grade students
per year
• General Research: Serves over 120 residents per year
• Oral and video interviews: 6 participants per year
• Living History Players: Serves over 100 participants per year re-
enacting characters from the city's past.
• Cataloging and archiving over 125,000 artifacts
• Providing strategic planning for the opening of the Burlingame
History Museum in the historical Southern Pacific Train Depot at
the foot of Burlingame Avenue.
The Historical Society is governed by the Society's Board: Russ Cohen,
President; Jennifer Pfaff, Co-Vice President; Diane Condon-Wirgler, Co-
Vice President; Cathy Baylock, Treasurer; Rosalie McCloud, Secretary;
Martha May, Archivist Emeritus; Cathy Foxhoven, Special Activities
Chair; Bobbi Benson, Board Member; Mary Faber, Board Member.
The Burlingame Historical Society Franchise Tax Board ID is 9784559.
The State Charity number is CT-022165; the Federal Tax ID number is:
94-2411929.
3) Description of Proposed Project
The proposed project is to restore the Burlingame Mural to create a
lasting image of an earlier era in the City's history. The image of the
mural will become more prominent during the Centennial year, as a color
image of the mural will be used in color on the front cover of a new
hardcover coffee-table book on the History of Burlingame to be published
in the fall 2007.

The proposal is the restore the mural using professional art
conservationists, James.Pennuto, Conservation of Art, LLC, San Mateo,
_ California. The work has been evaluated by Mr. Pennuto who estimates
the restoration cost at between: $ 6,783.75 to $ 9,605.25. A copy of Mr.
Pennuto's assessment of the work is attached.
4) Specific Geographic Area Served
The mural would be of interest to the residents of Burlingame and
Hillsborough (nearly 40,000 people), but it would also be an integral
history of the San Francisco peninsula (600,000 people), as so much of
the history of the time period is interconnected.
5) Intended Outcomes
The intended outcomes of the mural restoration project are as follows:
1) To document the history of the Burlingame/Hillsbough area for
future generations;
2) To preserve an accurate account of Burlingame history in the
form of an important work of art;
3) To provide a historical mural that could be used as an
educational tool for students, historians and citizens as a
touchstone to the past;
4) To celebrate the City's first 100 years with an accurate
accounting of it's past.
6) Success of the Project
The success of the project will be shown by:
a) The unveiling of the fully restored mural during the City's
Centennial year;
b) The inaugural display of the restored mural in the Public
Library's Children's Reading Room during the first year; and
c) The future move of the mural to its final resting place in the
Burlingame Train Station Museum.
7) Unique Position
The Burlingame Public Library and the Burlingame Historical Society are
in a unique position to tell the story and celebrate the history of the cities
of Burlingame and Hillsborough. While they are two separate cities, their
history and their economy are uniquely intertwined. Not only were the 2
cities one, in the early days, the Burlingame Public Library is the library
that serves the Town of Hillsbough, and the Central County Fire District
was formed in the last year to combine the Fire services of both cities.
8) Distinction of Project
This project has never been done before for the two cities and it should
prove a unique and important one. While many peninsula cities will turn,
or have turned 100, it will be a unique distinction for intertwined history

of Burlingame and Hillsborough to take place within a year of each other.
The Burlingame Train Station is one of the few recognized National Trust
properties in the area.
9) Timeline of Project
a. Secure Funding- June 2007
b. Begin work on restoration- September 2007 with kick off of the
Centennial
c. Continue work on restoration- April 2008
d. Unveil the mural at the Library- June 8, 2008
10. Sustainability of Project in the Future
The mural will be on view to over 1,000 people a day in the public library
and will serve as an important piece of early history for the Burlingame
Train Station Museum.
11) Specific Monetary Request
Our two organizations respectfully request $ 10,000.00 to complete the
restoration of the Burlingame mural.

Burlingame Public Library
Unattended Children Policy
Burlingame Public Library welcomes children of all ages to visit the
library with their parents or guardians to use library resources and to
attend programs. Parents, guardians and caregivers are responsible
for the supervision of their children of all ages in the library.
The library is a public building and open to all. Parents and guardians
should use the same precautions for insuring a child's safety as in any
other public location. Library staff cannot supervise individual
children.
Preschool children must be in sight of a parent, guardian or
responsible caregiver. Children under 10 should not be left alone in
the library at any time. Older children and young teens should not be
left unattended for extended periods of time.
School age children and young teens left unattended in the library
must be mature enough to follow the library's behavior policy. Anyone
who does not adhere to the library's behavior policy will be asked to
leave.
If the library is closing, at a regular time or in an emergency situation,
and a parent or guardian cannot be located in the building, the
Burlingame police will be called.
The best way to insure your child's safety in a public place is to
be there.

City Librarian's Report
June 19, 2007
Burlingame Public Library Centennial.
The Trustees and library managers have compiled a list of potential
Library Centennial events to pursue. The library's centennial is
October 19, 2009. I have shared the list with the Library Foundation
Board. It's probably not too early to begin to form a joint committee of
the Trustees and the Foundation to help produce this event.
Potential Library Cafe.
The City Librarian met with David Sturges and Wayne Gehrke of
Group 4 Architecture, South San Francisco concerning the feasibility
of a cafe on the western terrace of the main library. They have a
conceptual plan for your review along with an estimate on the costs.
The Foundation has been enthusiastic about this plan for some time.
I am bringing it to you for your review and discussion.
An Inconvenient Truth Film and Lecture.
The Foundation sponsored the film "Inconvenient Truth" with guest
_ speaker Wil Burns on Tuesday, M4ry 22nd to a full house of 75 people.
Mr. Burns is a fellow at the University of Santa Clara and an excellent
speaker. We are planning to book him for other environmental-related
programs in the future.
Burlingame Historical Society Centennial Programs.
The City Librarian met with the President of the Burlingame Historical
Society, Russ Cohen, regarding programming for the Centennial year.
Russ will do 4-5 programs during the year in the Lane Room on
various Burlingame historical topics. The dates are to be determined.
Burlingame Historical Images on Display.
The Library is hosting an exhibit of paintings and photographs of
Burlingame during the months of June and July 2007 in celebration
of the Centennial Year from the Studio Shop and the Art Attack
galleries in Burlingame.

Harry Potter Comes to Burlingame.
The Library will host a pre-release party for the last Harry Potter -�
book, sponsored by the Foundation on the evening of Friday, July 20,
2007, 10 PM. At 11:30 PM, children and their parents will walk to
Books, Inc., Burlingame Avenue,to pick up their pre-purchased
copies of the book. The evening will include: crafts, face-painting, and
a special presentation of the ever popular "Magic Dan."
Budget Study Session.
The City budget was presented to the City Council at their meeting on
May 301h in the Lane Room. The library budget increased by a modest
1.5% over last year. Increases were primarily in collections and
databases.
Public Works Director Interviews.
The City Librarian was one of the panelists for the all-day interviews
for the City's next Public Works Director on June 1st. An appointment
to the position will be made in late June.
Peninsula Library System Council Committee Review.
The City Librarian served on a_task force to review and restructure the
PLS committees and task forces. One of the newest groups will be the
"Innovation Task Force" whose charge will be to bring new concepts in
information delivery and library service to Peninsula Library System
libraries. We will be sending our newest and brightest young
librarians to this new committee.
"Big Box" Programming.
Peninsula Library System has applied for a grant from the California
State Library for Big Box Programming. The concept is to bring big
name programs to multiple library venues throughout the 4 Bay Area
library systems. If we are successful in this grant, we will do 4 major
programs next year in our service area.
"One Book, One Community."
Nearly 60 programs are being planned for the One Book program this
year featuring Isabel Allende. Programs will feature Chilean history
and culture; California Gold Rush; the Chinese during the Gold Rush;
the role of women in the Gold Rush; wine-tasting and food
demonstrations; and a host of other events. The Peninsula Library
System will submit a grant for the project to the Silicon Valley
Community Foundation.

Burlingame Historical Mural Grant. The City Librarian worked with
President Cohen of the Burlingame Historical Society to develop a
grant to restore the historic Burlingame Mural, which has been in
storage for over 30 years. The mural will cost approximately
$ 10,000.00 to restore. The City Librarian submitted the grant to the
Silicon Valley Community Foundation.
Trusteeships Open. There are 2 ,Library Trusteeships open. The City
Council will be interviewing the 8 candidates and selecting two at
their June 181h meeting. The Trusteeships are for a 3 year period.
Main Library Back Hall Re-carpeting.
The back hall of the main library and the staff elevator has been re-
carpeted in "green" carpet tiles. The tiles should be more durable than
the former broadloom carpet which has been on the floor since 1997.
The city has also replaced the flooring in the back hall stairwell with a
rubberized product which not only should wear well, but increases
the tread security on the stairs.
Centennial Sponsorship Packets.
The City Librarian has been creating customized Centennial
sponsorship packets for the Centennial committee members to solicit
donations for the Centennial project and the proposed Centennial
plaza.
Family Fun Nights.
The always-popular "Family Fun Nights" begin on June 19th and run
for 7 consecutive Tuesday evenings. All events are free, but ticketed,
so that we can assure safety for our young guests.
Spanish Language Collection Donation.
The De La Rosa-Company has given the library a gift of$ 5,000.00 to
purchase much-needed Spanish language books for children. The
books will be showcased during a special bilingual program on
Tuesday, July 10th at 7 PM. Performer Juan Sanchez, Finance
Director Jesus Nava, and members of the De La Rosa organization will
be on hand to welcome the collection to the library.
