President Toft called the meeting to order at 5:30pm.

The Trustees approved with corrections the minutes of the February

VII. Reports
A. City Librarian's Report - Highlight of Report
1. The Big Read: To Kill a Mockingbird - The Library will
host a reception featuring music from the era played by
the Ron Gariffo Orchestra and readings from the novel given
by noted actor Charles Shaw Robinson (Berkeley Rep., San
Jose Rep.) and San Mateo High School Drama Director, Brad
Friedman. The event will begin at 7:00pm in the Lane
Community Room.
2. Update on Patron Banned from Library for 60 Days
The City Librarian received correspondence from Marika
Martyus regarding the fact she was banned from the library
due to improper behavior for a period of 60 days. This letter
was referred to Larry Anderson, the City Attorney. Facilitation
of the situation by an outside agency, such as Conflict
Resolution, is being considered as the next procedural step.

B. Library Foundation
Author's Luncheon - The invitations are ready and the
committee will meet Saturday March 24th to prepare the
mailing.
C. Centennial Committee
Excerpts from three Burlingame History publications were
prepared by Library staff and given to Burlingame High School
and the six Burlingame elementary schools to be used as
reference materials for the Centennial Essay Contest.
Students are being requested to write an essay, poem or create
a poster on the first 100 years of Burlingame History.
Participating students will receive a certificate; winners will
have the opportunity to be in the June 2, 2007 parade which
is the official opening of Burlingame's Centennial.

IX. New Business
A. Budget Proposal
The City Librarian presented a power point of the Library's 2007-
20008 budget which is due to the City on March 23rd. The overall
budget is similar to the 2006-2007 budget. Personnel requests --�
include an increase in staff hours for the Children's Department and
the maintenance crew. Additions will be made to the entire
collection, as well as to the databases. Providing more public service
hours was not a part of the budget requests. However, The List of
Unfunded Items does include an increase in the service hours.
X. Adjournment
The meeting was adjourned at 7:00pm. M/S/C (Carlton/McCormack).
The next meeting will be held April 17, 2007 in the Library Conference
Room.

THE BIG READ: To Kill a Mockingbird Launched!
Over 150 guests attended our launch of the month-long NEA-sponsored
reading initiative "To Kill a Mockingbird." The Ron Gariffo Orchestra
played 1930's music. Local actors Brad Friedman and Charles Shaw
Robinson did dramatic readings from the book. And we had wonderful
refreshments and desserts. My thanks to the Burlingame Library staff
who worked so hard to make our Opening Event such a success.

! Three film programs are part of the next set of offerings: "To Kill a
Mockingbird" film with Gregory Peck screened on Saturday, April 7 to a
j crowd of 40. Both "Remember the Titans" and "The N-Word" will be
screened the week of April 9th.
The final premiere event in Burlingame will be the "Q 8s A with Scout"
featuring actress Mary Badham in conversation with Tom Fitzpatrick at
the Burlingame City Hall Council Chambers, 7 PM; April 24 . The Ron
Gariffo Orchestra will make a return visit and refreshments will be
served.

This excellent service was originally brought to us,by a grant from the
California State Library. We are now paying half of the cost for the
project. We are currently seeking additional grant funding. The State
Librarian has asked me to testify at the hearing at the Capitol this month
regarding a renewal of statewide funding for the program.
California Legislative DM: Sacramento
City Librarian, Al Escoffier will be attending the California Legislative Day
in Sacramento on April 18th. The issues for Legislative Day include:
Funding for the Public Library Foundation (per capita support for all
public libraries); Continuation of TBR (Transaction based
reimbursements for resource sharing); Library Building Bond Act;
Supportof hive Homework Help: Tutor.com. I will keep you posted on
the results of my meetings.
Partnership Programming with Villa Montalvo
We are expanding our web of programming by including the Montalvo
Arts Center in our programming. Our initial efforts include sharing
publicity for events. In addition, Montalvo Arts is offering half price to

library users who mention they have a library card. The first two half
price offerings are: --�
• Yiyun Li, Winner of the world's largest short story prize, the Frank
O'Conner Award, for her debut collection "A Thousand Years of
Good Prayers" Friday, May 4, 8 PM, Montalvo Arts Center, 15400
Montalvo Road, Saratoga, Special admission fee $ 10.00.
• Salman Rushdie, in conversation with Angie Coiro, Sunday,
May 20, 7 PM, Montalvo Arts Center, 15400 Montalvo Road,
Saratoga, Special admission fee, $ 10.00.
2007-2008 Library Budget Submitted
The library budget has been submitted with several small increases for
10 additional hours for professional librarians. We are also asking for
additional funding for electronic databases, as the need for more
specialized databases increases. The big ticket item.this year will be the
re carpeting of the public areas of the library. The budget hearing will be
May 30th at 6 PM in the Lane Room.
Re-carpeting of Main Level Office Areas
This fiscal year we were funded for re-carpeting for the main level office
areas, back hall, stairwell and elevator only. These "back of house" areas
have ripped and worn carpet due to the heavy traffic of book trucks and
deliveries. The new carpet will be installed the week of May 14th. Staff will
relocate to the Lane Room. We will be using carpet tiles made of"green"
recycled materials (which even include fishing line!). The carpet tiles are
durable and can be replaced in the future on a tile by tile basis as
needed. We expect no interruption in service to the public.
Foundation Author's Luncheon Underwritten
Thanks to the donations of many members of the community, the first
annual author's luncheon has been completely underwritten at $ 5,000.
This is great news because if the event sells out, all of the proceeds will
be profit to the Foundation for library programs. There is still time to
pick up invitations for friends and neighbors, if you haven't already done
so.

The Luncheon will feature former Senator Jackie Speier of Hillsborough
discussing the book she co-wrote with three other authors, Michaelene
Cristini Risley, Jan Yanehiro and Deborah Collins Stephens: "This is not
the life I ordered: 50 ways to keep your head above water when life keeps
dragging you down." The event will be held on Saturday, May 5th at the
Crystal Springs Country Club at 11:30 AM.
Patron Ban: Marika Magus
I have been in contact with the Social worker for Marika Matyus
regarding her banning from the library. We agreed that she could return
after the 60 day ban if her behavior is acceptable. It is likely that Ms.
Matyus will be moving from South San Francisco to Redwood City, so we
may not see her again.

Dear Board Members,
As most of you know by now, the Burlingame Intermediate School has pulled the book Kaffir Boy from the
school's curriculum. This was after being taught last year without incident and being taught through more
than half the book this year. There is a very balanced article on the controversy on the front page of today's
San Francisco Chronicle. Kerbey Altman (husband of former Foundation Board member Stephanie Lucas) is
quoted in the article in support of the book and the way in which it was pulled from the curriculum without
any formal process. In an article in the Daily Journal, the reporter mistakenly said the book was removed
from the Burlingame Library. This is not the case. The book is widely held in Peninsula Library System
libraries, is an award winning title, yet a frequently challenged one.
As Board members, I think you need to know that we do indeed have a formal process for challenged
materials here in the public library. A written challenge form must be filled out and a hearing is held before
the Library Board regarding challenged materials. While we have had no comments from the public regarding
this book, I wanted to let you know that unlike the school district we do have a selection policy and a
challenge form. I would be happy to share this with you at your Board meeting next week.
I think one of the most important issues surrounding this controversy is an effort to use this as a"teaching
moment" for children, young people and families. Whether you approve of the book or not, the content of the
book is inspiring and uplifting. Mark Mathabane's story is.a fascinating one and one in which young people
can learn something more about the world beyond the borders of Burlingame. You might want to review his
website at: www.mathabane.com.

later in May. If you would support it and the Foundation would approve it, we could invite Mr. Mathabane to
speak at the Burlingame Public Library about his life, his work and thoughts about the controversy

do feel me may have an opportunity to open some eyes regarding not only this book, but the terrible poverty in
the rest of the world and sheer determination and will it takes to successfully escape from it.

I think your thoughts are very good. I would just worry that people might think that the Burlingame Public Library
is trying to show it is more educated or intellectual than the District. Our Library has a more diverse audience and
doesn't have a set curriculum. We also don't want the author's story lost in a debate about censorship. As the
article in the paper today said, there are even two editions of the book for people's use. I would look to your
wisdom/experience and the wisdom/experience of the Board and the Foundation, and creating a setting for the
author's story rather than a debate about library policies.

Dear Larry,
I thought I would run this by you to get your thoughts. I don't want BPL to appear to be challenging
the School District if we were to do ahead with the lecture. I saw it as a way of perhaps defusing the
current controversy by having community members themselves hear the author speak and have a
question and answer period. I am neither endorsing or nor suggesting we not have this particular
author. Do you have any problem with this being a Foundation sponsored program held at the
library? I'm not sure the Trustees are interested, nor am I sure that Mr. Mathabane is available.
