VII. Reports
A. City Librarian's Report - Highlight of Report
January Poetry Month - Sue Reiterman, Children's
Librarian, reported to the Trustees that the K-8 annual poetry
event was very successful with approximately 350 children
participating. Sunday January 29th, 40 children gathered at
the library to read their poetry. Washington School in
Burlingame was the winning participant and the school
received a large stuffed dog; North Hillsborough School
received a "poetry puppy" for being second in the competition.

B. Library Foundation
Author's Luncheon - The first fundraiser of the year will be
an Author's Luncheon held at the Crystal Springs Golf Club
on May 5th. Jackie Speier and Michaelene Cristini Risley
co-authors of the book entitled This Is Not the Life I Ordered:
50 Ways to Keep Your Head Above Water When Life Keeps
Dragging You Down with Jan Yanehiro and Deborah Collins
Stephens have accepted the Foundation's invitation to speak
at this event.
C. Centennial Committee
Centennial events have been finalized and can be found in the
spring issue of the Burlingame Recreation Department's
publication of classes and events. A parade on June 2nd will
be the first event.
VIII. Unfinished Business
A. The Big Read Status - The Silicon Valley Community
Foundation has funded "The Big Read" with a grant of $20,000. A
total of 20 projects have been planned throughout the PLS system
beginning with the opening event at the Burlingame Library on
April 3rd.
B. One Book/One Community Status - Michael Krasny (KQED-
Radio) has accepted the City Librarian's invitation to engage in a
conversation with Isabelle Allende pertaining to the writing of her
work "Daughter of Fortune" at the San Mateo Performing Art Center
on October 11, 2007.
IX. New Business
A. Employee Appreciation Dinner - Trustees Carlton, Griffith
and Toft will serve on the committee for this annual event. Trustee
Carlton suggested that the Library send out a Request for Proposal
to other hotels in Burlingame to obtain a cost comparison for an
event of this type. He requested that the Recording Secretary
compile the results and report to the Trustees before the next
meeting in March.
B. Centennial Exhibit - Pat Harding, Library Services Manager,
and Al Escoffier met with Russ Cohen, President of the Burlingame
Historical Society, to discuss ways in which the Library could
participate in the Centennial project.

1. Burlingame Photographs - The Library has a number of
historical photographs that will be framed for a public exhibit
�—' and will be available for purchase.
2. Coffee Table Book - Two members of the Historical
Society, Joanne Garrison and Jean,Silviera, are writing a
chronological history of Burlingame which will also be
available for purchase in the fall.
C. Possible Problem Patron - Request to Prohibit Access to
Library for 60 days
1. Background - The City Librarian updated the Trustees
on the inappropriate actions both verbal and physical that a
patron has exhibited towards staff, as well as other patrons,
on more than one occasion during library open hours.
2. Request to Solve Issue - The City Librarian requested
that the Trustees review and approve his letter to the patron
which states that the patron's library privileges have been
suspended for a period of.60 days.
3. Trustee Action - The Trustees unanimously approved
,the motion of Trustee Carlton that staff proceed with a letter to
the patron, via her h�alth care worker, which states that the
patron not enter either the main Library or Easton Library

�... X. Announcements
A. CALTAC workshop will be held on March 10th.
B. The Commissioners' Dinner is Friday, March 9th at the
Broadway Grill.
C. At the City Council meeting on March 5th, The Library will be
presented with a Proclamation for the Big Read - "To Kill a
Mockingbird". Trustee Griffith and City.Librarian, Al Escoffier, will
accept the Proclamation.

I. ASSEMBLY SUBCOMMITTEE WILL HEAR LIBRARY BUDGET ISSUES ON MARCH 14th
The Assembly Budget Subcommittee Number Two on Education Finance is scheduled to hear the State Library's budget
on Wednesday, March 14th at the State Capitol. As we reported to you in our January 30th memo, these six Assembly
members are critical. On March 14, they will begin reviewing the Governor's proposed January Budget for the State Library
-a Budget which
contains: 1)a $52,000 reduction to the Public Library Foundation (which is intended to initiate the California State Library's
Integrated Library System Replacement Project), and 2) no increase or recommendation regarding Transaction Based
Reimbursement.
These six members will then decide to make a recommendation regarding our library issues, or defer the issue until May,
when the May Revision of the Budget is released. If funding for the PLF is not included at the subcommittee level, it is
almost impossible to get it included later at the larger Budget Conference Committee level. Thus, these next few months of
negotiations in subcommittee will be very important, and your letters to the subcommittee are of great value. Please take a
moment to write the members of the Assembly and Senate Budget Subcommittees today!
If you are writing letters on behalf of the PLF, please urge that the members support:
Restoring the $52,000 that the Governor cut in the
---ublic Library Foundation
2. Request that the legislature continue augmenting
this program that is woefully underfunded. (Full funding, according to statute would require $94,217,000 -yet the PLF
baseline currently stands at
$21.3 million!)
Note: CLA will also be working with the Budget Subcommittee members and staff to encourage them to reject the
Governor's $52,000 reduction and create a separate Budget line item in the Budget for the State Library Integrated Library
System Replacement Project-so that the project is notjeopardized, and that future funding needs for this program comes
out of the state General Fund, and not the PLF baseline. (You do not need to include this in your letters if you do not feel
comfortable addressing this complex
issue.)

II. LIBRARY BOND BILL SET FOR FIRST HEARING IN SENATE EDUCATION COMMITTEE
Senator Joe Simitian's SB 156, a $4 billion library construction and renovation bond measure, sponsored by CLA, has _
been scheduled for hearing in the Senate Education Committee. The hearing will be held on Wednesday, March 28th at
9:30 a.m. in room 4203 at the State Capitol. SB 156 is the work product of an ad hoc committee of CLA members and the
Proposition 14 Steering Committee. As mentioned previously, the measure is similar to SB 1161-Alpert, which failed
passage on the June 2006 ballot, except for the
following:
1. The minimum amount per project has been increased
from $50,000 to $500,000.
2. The maximum amount per project has been increased
from $20 million to $30 million.
3. 5% of the total bond amount will be made available
for joint-use projects, rather than the specific $25 million set-aside in the last bond act.
4. There will be no priority given to applicants
submitted, but not funded from the 2000 Bond Act(the so-called "Cycle 3"
Applicant priority), as the committee felt that too much time will have elapsed with construction costs, etc. to make this
provision appropriate.
Thus, everyone will start on an even, competitive playing field with SB 156.
Over the last few weeks, Senator Simitian has been actively gathering names of potential co-authors to add to the bill.
Many of you had excellent meetings with legislators during your"Day In the District" events, and some legislators noted
that they wanted to be co-authors on the bond bill during your meetings. Thanks to several of you for passing that
information on to our offices -we, in turn, gave that information to Senator Simitian.
Please take a moment today to write the members of the Senate Education Committee and urge their strong support for -
SB 156-Simitian. The committee will need to receive hundreds of support letters in order to make the necessary impact, a
there is tremendous competition this year for bonds, including the Governor's own $41 billion Strategic Growth Plan, a
massive infrastructure bond package that would complement last year's successful bond deal.

Library Legislative Day in Sacramento will be held on Wednesday, April 18th, 2007 and our network of Legislative
Contacts is busy making appointments with legislators to discuss topics of interest to the library community,
including:
•Full funding for the Public Library Foundation
• Full funding for Resource Sharing and Transaction Based Reimbursement
•A new Library Construction Bond Act
• Funding for the California State Library
•State purchase of electronic resources for school libraries
Sponsored by the California Library Association (CLA), the California School Library Association (CSLA), and the
California Association of Library Trustees and Commissioners (CALTAC), Library Legislative Day is an
opportunity for library staff and supporters to meet with your state Legislators and/or their staffs in their Capitol
offices.
We will brief Legislators on issues affecting public and school libraries, tell them how libraries are making a
difference in the lives of their constituents, and learn more about the current situation in Sacramento and the
outlook for State assistance to libraries in 2007 and 2008.
Registration for Library Legislative Day is a 2 step process:
1. Register with CLA online at http://www.regonline.com/Checkin.asp?Eventld=125321 or by fax or mail
with the attached form.
A small registration fee will help offset the costs of this event. An important briefing will begin promptly at 8:30 AM
- please make travel arrangements to ensure you are there on time. You will need to make your own
arrangements for accommodation if required.
2. Go to www.legiday.net for appointment dates and times and to add your name to the appointment list
for specific legislators.
The website will be updated as appointments are made. If no appointment has yet been made with your legislator
(s) keep checking! The Legislative Contacts are setting up appointments as quickly as possible, but it can be a
slow process.
To register for an appointment with your legislator go to the Library Legislative Day in the District Online
Database at: http://www.legiday.net.
At the login screen enter:

After you hit enter you will be taken to a new screen. Click on "legiday" to enter the database. This will take you
to the Home Page for the Day in the District 2007.

Click on "Legislators". This will take you to a listing of all legislators in the database. Legislators are listed in
district order by default. By clicking the headers of the columns you can sort the list by individual field. Also note
there are other navigation tools in the header of list of legislators, e.g. alphabetical shortcuts and links to
individual legislative houses.
For each legislator, click on either "View" or"Sign Up" to the left of the legislator's name to bring up a screen
with the legislator's appointment information. You will then be prompted to enter your name and contact
information.
NOTE: If you are a member of CLA, CSLA, or Caltac the database will automatically retrieve the contact
information on record for you. If the database brings up a list of names and you are not on that list you may
register your name and email address by following the instructions at the top of the screen.
IMPORTANT #1: Always click the on-screen buttons to post information. Simply hitting the Return or Enter key
on your keyboard may not work.
IMPORTANT #2: Always click the I Log Out I link when you are finished. If you leave the screen idle for more
than 5 minutes you will be automatically logged out. The database can accommodate only 100 simultaneous
users
IMPORTANT #3: It can take some time for the Legislative Contact to set up the appointment. If the database
does not yet list an appointment date and time with your Legislator please keep checking.
Please sign up for appointments by Friday, April 13th to ensure your name can be included in the printed
schedule of appointments that is distributed on Legislative Day.
As you plan your participation in Library Legislative Day, here are some things to keep in mind:
• Fact sheets are being developed for key legislative issues and will be available in early April. Prior to _
traveling to Sacramento, you are encouraged to check the CLA website at http://cla-

• You may wish to bring brief handout materials (such as a brochure or newsletter highlighting the services
provided by your library)that can be left behind for future reference.

THE BIG READ: To Kill a Mockingbird
More than 40 programs are now in place for the month of April "To Kill a
Mockingbird" month.. Burlingame will host the opening night program on
April 3rd, as well as two film programs, including the producer of"The N
Word" who will join us from Los Angles to talk about her film.
Calendars, bookmarks, booklists, posters and fliers will be ready by
March 15th for distribution to libraries, book stores, schools, colleges and
retail stores to advertise the event. We have already had one article in the
San Mateo County Times.
I will see to it that you receive the printed materials as soon as they are

Veterans of War, Veterans of Peace
On March 7th, the library presented a program based on the book
compiled by Maxine Hong Kingston: Veterans of War, Veterans of Peace.
Maureen Nerli, a Burlingame resident and former member of the United
Service.Organization volunteer in Vietnam, brought a panel of authors to
the library for a reading from their works and a Q 8s A regarding their
war experiences. The event was a moving and important tribute to our
veterans and those serving in the war. There were Vietnam veterans and
Iraqi veterans in the audience which added to the poignancy of the
evening.
Budget Time
The library budget is nearly complete and is due to the city on March
23rd. We are hoping to increase some additional staff hours in children's
and reference, and add some hours to our maintenance crew. There will
be some increases in collections and databases, but otherwise the budget
will be very similar to last year. I did not ask for additional public service
hours; however additional public service hours are included in the List of
Unfunded Items I shared with you last month and with Council this
month.
Unlike previous years, the budgets will be presented in 5 minutes
segments by the Department Heads rather than presented by the City
Council members themselves. Department Heads may offer a one page
presentation.

Foundation Budget Wishlist
The Foundation has approved $ 60,000 in funding for collections,
children's and adult programming for 2007-2008.
1St Annual Foundation Author's Luncheon
The First annual Foundation Author's Luncheon will feature former
Senator Jackie Speier of Hillsborough discussing the book she co-wrote
with three other authors, Michaelene Cristini Risley, Jan Yanehiro and
Deborah Collins Stephens: "This is not the life I ordered: 50 way to keep
you head above water when life keeps dragging you down." The event will
be held on Saturday, May 5th at the Crystal Springs Country Club at
noon. Two hundred tickets are the maximum that can be sold. Letters
have gone out to former donors to request underwriting of the event: This
is the first of what the Foundation Board hopes will be an annual and
growing event. We expect this event to sell out based on the buzz so far!
Patron Ban from February Meeting
We have received a letter from Marika Matyus regarding her banning
from the library. It is unclear what she is asking for in the letter. City
Attorney, Larry Anderson and I are working on the next steps which we
feel should be facilitated by an outside agency such as Conflict
Resolution, due to the inflammatory nature of the previous encounters
with the patron. The ban on the patron is,expected to expire on Tuesday, --�
May 15th, according the Board's February action. I will keep you posted
on any changes in this situation as they arise.
