RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING AMENDMENTS TO THE
NORTH BURLINGAME/ROLLINS ROAD SPECIFIC PLAN
RESOLVED, by the Planning Commission of the City of Burlingame:
WHEREAS, the City Council adopted the North Burlingame/Rollins Road Specific Plan in
2004 after over two years of study and community hearings; and
WHEREAS, during 2005 and 2006, the Planning Commission and the City Council considered
and adopted the zoning for the Trousdale West and the Rollins Road areas of the Specific Plan area;
and
WHEREAS, the detailed work on the two areas allowed the development of clarifying language
for the Plan so citizens can better understand the policies and guidelines for the areas; and
WHEREAS, the study of the El Camino North area has resulted in a number of revisions to the
Specific Plan for that area with regard to particular uses, setbacks, and design; and
WHEREAS, these amendments do not constitute a substantial change in the Specific Plan; and
WHEREAS, a negative declaration was prepared and approved in 2004 in conformance with
the California Environmental Quality Act, and found that there were no potential significant
environmental impacts from the 2004 specific plan; and
WHEREAS, an addendum to the negative declaration has been prepared that describes the
proposed amendments and concludes that the amendments do not create any additional impacts and the
identified mitigation measures contained in the original negative declaration continue to apply, and in
addition, the changes in the Specific Plan with regard to the Rollins Road and Trousdale West areas are
consistent with and describe the existing zoning provisions for those two areas; and
WHEREAS, the Planning Commission of the City of Burlingame held properly noticed public
hearings on October 23, 2006, and November 27, 2006, at which time the Commission reviewed and
considered the staff report and all other written materials and testimony presented to the Commission
on this application; and
WHEREAS, the Planning Commission recommended that the City Council adopt the proposed
amendments; and
WHEREAS, on December 13, 2006, the City Council held a study session and received public
comments on the proposed amendments to the El Camino North area; and
WHEREAS, on February 5, 2007, the City Council held a properly noticed public hearing and
received and considered all oral and written testimony regarding the proposed amendments; and
WHEREAS, the City Council has considered the negative declaration and the addendum in
adopting this resolution and approving the amendments; and
WHEREAS, the amendments will not create or cause nor do they have the potential to create
or cause any significant adverse environmental impacts; and
WHEREAS, these Specific Plan amendments are consistent with the remainder of the
Burlingame General Plan and Specific Plans and are in the public interest,
NOW, THEREFORE, IT IS RESOLVED:
1. The addendum to the Mitigated Negative Declaration for the North Burlingame/Rollins
Road Specific Plan is adopted.
2. The amendments to the North Burlingame/Rollins Road Specific Plan are approved and
adopted.
