A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BURLINGAME APPROVING AND AUTHORIZING THE CITY
MANAGER AND THE CHIEF OF POLICE TO EXECUTE A
MEMORANDUM OF UNDERSTANDING WITH OTHER LAW
ENFORCEMENT AGENCIES IN SAN FRANCISCO AND SAN
MATEO COUNTIES TO CREATE THE WEST BAY
INFORMATION SHARING SYSTEM
WHEREAS, for the past several years, all law enforcement agencies within San Mateo
County have been sharing their Computer Aided Dispatch and Records Management System data
as part of a regional effort to gather and process information to prevent and solve crime; and
WHEREAS, this MOU will formalize the records management system data sharing
agreements through the West Bay Information Sharing System (WBISS), comprised of law
enforcement agencies in San Mateo and San Francisco Counties. and,
WHEREAS, the data system will be installed and hosted by the San Mateo County
Sheriffs Office with grant funds provided by Federal Homeland Security, this MOU was approved
by the San Mateo County Board of Supervisors on July 7, 2009; and
WHEREAS, the Homeland Security grant will cover all costs for the WBISS project
through FY 2011 and, after that time, the cost to the Police Department will be approximately
$3,300.00 annually; and
WHEREAS, there is currently a project being developed which will establish a statewide
records management system connectivity through the COPLINK system; and
WHEREAS, once the statewide COPLINK system has been established, this MOU will
be amended and the West Bay Information Sharing System will connect to the statewide
COPLINK system; and
WHEREAS, the sharing, coordination and integration of law enforcement data will
significantly enhance the ability of law enforcement agencies to prevent and solve criminal activity;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
RESOLVES AS FOLLOWS:
1. The City Council finds that all of the above recited facts and those stated in the staff
report are true and correct.
2. The City Council approves the WBISS MOU agreement in the form as attached hereto as
Exhibit "A".
3. The City Council authorizes the City Manager and the Chief of Police to execute the
WBISS MOU agreement in the form as attached hereto as Exhibit "A".

foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
Burlingame City Council held on the 17th day of August, 2009, by the following vote to wit:
